Cabinet of Ministers Regulations No 515 Riga, July 7, 2008 (pr. No 46 40) at national and European Union aid modalities for the implementation of local development strategies to be Issued under the agricultural and rural development Act article 5, fourth paragraph i. General questions 1. determines the order in which the State and the European Union support for local development strategies to implement: 1.1. the rural development programme 2007-2013 ' local development strategy ' (hereinafter referred to as the rural development programme);
1.2. the action programme, the European Fisheries Fund for the implementation of aid measures in Latvia "territory development strategy implementation" (hereinafter referred to as the programme of action).
2. The aid shall: 2.1 rural development programme – 16463222 lats, including European agricultural fund for rural development-13170577 dollars, and the national budget funds-$ 3292645;
2.2. Action Programme measures to 21944629 lats, including the European Fisheries Fund – 16458472 dollars, and the national budget funds-$ 5486157.
3. the implementation of local development strategies area: 3.1 rural development programme – the whole Latvian territory, excluding the city, with a population of more than 15000;
3.2. the action programme – Cēsis, Daugavpils, Kuldiga, Liepaja, Limbazi, OGRE, Rezekne, Riga, Talsi, Tukums, Valmiera Ventspils district or administrative area, excluding the city, with a population of more than 15000.4. Local development strategies implemented by the 31 December 2013.
II. conditions for receiving the aid 5. Local development strategies implemented by the Association or Foundation (hereinafter local action group) that meets the following requirements: 5.1 it is registered in the register of associations and foundations;
5.2. it is not declared insolvent, is wound up, its economic activity is not stopped or interrupted, not initiated proceedings for winding up, insolvency or bankruptcy;
5.3. it does not have the statutory and tax payments, the State social insurance compulsory contribution to the debt;
5.4. the governing body, which is responsible for the implementation of the local development strategy (hereinafter referred to as the authority), the State or local government authorities, representatives of more than 50% and less than 50% are individuals (economic and social partners). The rights, duties and responsibilities are specified in the statute or in other local action groups adopted documents;
5.5. it is the designated administrative and financial manager;
5.6. the area: 5.6.1. population is from 5000 up to 65000;
5.6.2. the proportion of the population in cities with populations of between 5000 to 15000, shall not exceed 49% of the population of the territory;
5.6.3. not a city population over 15000;
5.7. the area is compact and the other action group will not be eligible for rural development support programme and the activities of the programme of action;
5.8. it has created project evaluation by the Commission.
6. If local action group claim to support rural development measure, the addition of this provision in paragraph 5 above requirements also meet the following requirements: 6.1 the authority of existing individuals (economic and social partners) represents farmers (physical person acting in any of the areas of agriculture, or legal person who carries out the operation of the holding or representing the interests of farmers), rural women (woman whose place of residence is in the territory of the declared field or a legal entity representing the interests of rural women) and youth (natural person under the age of 25, or a legal person, which represents the interests of young people);
6.2. the area corresponding to this provision in paragraph 3.1 from complies.
7. If local action group claimed to support the activities of the programme of action, so in addition to the provisions in paragraph 5 above requirements also meet the following requirements: 7.1 at least one-third of the adjudicating body to private persons represented (the economic and social partners) are the representatives of fisheries (physical person acting in any of the areas of fisheries, or legal person who operates or represents the fisheries fisheries interests);

8. 8.2. the rural development programme and the action programme measure is created in project evaluation;
8.3. both measures of the rural development programme and the action programme activities within the designated administrative and financial manager;
8.4. the rural development programme and the action programme measure is separate accounting.
9. Local development strategy meets the following requirements: 9.1 the implementation of local action groups in the territory;
9.2. its design involved in local action groups of the population in the territory;
9.3. it is the consistent with local action groups operating in the territory of the planning region;
9.4. it is intended to ensure equal opportunities and to involve young people in local development strategy;
9.5. it promotes employment and income opportunities;
9.6. it complies with the following regulations: 9.6.1. Rural development programmes within the framework of measures, laws and regulations on the procedures is assigned the national and European support for the competitiveness of local development strategies area or to diversify the rural economy and quality of life, promoting the implementation of local development strategies;
9.6.2. Action programmes within the framework of measures, laws and regulations on the procedures is assigned to national and European Union aid for the renewal and development of the village in which the fisheries activities of the zivsaimn construction and tourism-related small scale infrastructure and services development, economic restructuring, reorientation of activities and diversification, as well as natural or industrial disaster relief work in the fishing industry renewal of the production potential;
9.7. the action plan has been developed for the period 2009-2013;
9.8. the action plan does not include the activities for which aid is granted or requested another fund of the European Union.
10. If local action group claimed to support the activities of the programme of action, the extra paragraph 9 of these regulations to the requirements of the local development strategy underlies the importance of fisheries in the area.
III. Application procedures 11. 15. 15.9. the State revenue service submitted in the local action group a copy of the annual report for the last year concluded in accordance with the annual accounts Act (where the local action group works longer than a year);
15.10. the local action groups, a copy of the decision on the approval of the local development strategy;
15.11. local development strategy, developed according to the local development strategy framework (annex 2);
15.12. local development strategy of electronic copies (except where local development strategy submitted electronically, in accordance with the legislation of the country vajiem normat electronic document design);
15.13. the local action groups operating in the territory of the region of planning opinion that local development strategy is aligned with the region's planning documents;

16. Local action group of strategy application and accompanying documents shall be submitted in paper form or electronically. If the application is submitted electronically to the strategy, and the documents annexed thereto shall be drawn up according to the law on electronic document design.
IV. Local development strategies for the evaluation and decision 17. assess service submitted documents for compliance with this provision the requirements of chapter II and administrative criteria, and the activities of the programme of action within the framework of the local development strategy of quality criteria.
18. Administrative criteria are the following: 18.1. strategies application and the documents have been submitted, in paragraph 12 of these rules the time limit laid down;

11.6. the local development strategy has been prepared in accordance with Annex 2 of these regulations;
12.8. the strategy of the application is signed by the person with signature rights;
11.7. the strategy is not specified in the application for correction or addition.
19. the programme of action within the framework of the local development strategy of quality criteria are the following: 19.1. local development strategy over the past two years to take local action groups publicity measures (for example, survey, publication in the media or informational seminar): 19.1.1. three or more publicity (5 points);
19.1.2. two publicity (3 points);
19.1.3. single publicity (1);
19.1.4. publicity measures have been (0);
19.2. the number of members in the local action group: 19.2.1. more than 50 members (5 points);
19.2.2. from 31 to 50 members (3 points);
19.2.3. from 11 to 30 members (1 point);
19.2.4.10 members and smaller (0).
20. If the documents submitted are insufficient information to assess compliance with this provision the requirements laid down in chapter II, administered by the relevant criteria or action programme measures in the framework of the local development strategy of quality criteria, service writing requires additional information. 21. the service shall take a decision on the refusal to grant the aid to the local action group, a local development strategy, in the event of non-compliance with any of the following requirements: 21.1. the additional information requested is not supplied within this provision in point 20 deadline;
21.2. the documents submitted do not meet the rules set out in paragraph 18 of the criteria and administrative rules of the requirements laid down in chapter II;
21.3. the action programme measures in the framework of the local development strategy in point 19 of these rules specified in the evaluation of the quality criteria are not gained at least three points.

V. aid local development strategy 23. The amount of the aid for local action groups in the rural development programme and the action programme measure individual service is calculated by determining the maximum value in dollars per capita. 30.6. the periodic evaluation of the implementation of the local development strategy;
19.1. provide publicity and provide local action groups area residents for information on local development strategy.
31. On changes in local development strategies action plan, the local action group shall inform the service. If, within 15 working days after submission of the changes in the services of the objections are received, the local development strategies action plan changes be considered coherent.
32. Two years after the implementation of the local development strategies of local action groups for initiating the changes can be made to the local development strategy, in coordination with the services of the local development strategy in accordance with the procedure laid down in the Treaty.
33. the documents relating to the implementation of development strategies, local action group keep up the local development strategies set in the multiannual contract implementation period and presented on request to the service.
34. the service shall have the right to take control until the date set for the implementation of local development strategies. The local action group is obliged to provide the service information associated with the implementation of local development strategies.

1.3. the local development of the strengths and weaknesses, opportunities and threat assessment;
1.4. the local action groups participation in the development of the territory: 1.4.1. local development strategy description (you need a rationale, the investment needed for the development of the territory, if the strategy will be implemented);
1.4.2. the local action groups territorial development vision;
1.4.3. the local action groups in the development of the territory's main priorities (based on strong and weak sides, opportunities and threat assessment) and action and its description (rationale, objectives, proposed solutions).
