Cabinet of Ministers Regulations No. 563 in Riga, July 21, 2008 (pr. No 51 21) air traffic controller training provider certification and certificate issuance dispatching, recognition and effect of the maintenance order Issued in accordance with the law "on the air" article 42 of the sixth part i. General questions 1. determines: 1.1. procedures for certified and monitored by the air traffic controller training providers;
1.2. the procedures for the issue of air traffic controllers ' licences;
1.3. the order in which the Republic of Latvia recognizes the European economic area countries issued by the air traffic controller licence;
1.4. requirements for air traffic controller licence validity. 2. the rules apply to the national supervisory authority, the State Agency "Civil Aviation Agency" (hereinafter referred to as the Civil Aviation Agency), training providers, persons who acquire the air traffic control (hereinafter referred to as the controller-students), and air traffic controllers (hereinafter referred to as the Dispatcher). 3. For the implementation and enforcement of these regulations is the responsibility of the Civil Aviation Agency. 4. Civil Aviation Agency to establish and maintain a database that collects detailed information about: 4.1 training providers that have been certified in accordance with the procedure laid down in these provisions;
4.2. in the Republic of Latvia of issued controller-students and dispatch of certificates;
4.3. persons to whom the certificate was issued by a controller in one of the countries of the European economic area. 5. to monitor the controller the holder's competence and dispatcher certificate validity of the recorded marks time, the Civil Aviation Agency may require information from private or public authorities, which provides air traffic control services and employ a controller holder, on the part of the Department, part of the flight information region or sectors, sector groups and workplaces actually hours worked. 6. 9.4. the document certifying the property right or usage rights to the classroom;
9.5. the equipment used in the process of training and equipment list;
9.6. the initial and transitional training unit before practice and training program. The program shall include the following: 9.6.1. training course objective and content;
9.6.2. training course development methodology;
9.6.3. theoretical training process and duration;
9.6.4. practical training process and duration;
9.6.5. unit training plan (document which sets out in detail the training required and time to process the appropriate structure of the unit procedures to the supervision of an on-the-job-training instructor);
9.6.6. examination and assessment procedures;
9.7. the training provider's quality management system;
9.8. the training provider's financial rating. 10. in paragraph 9 of these regulations, these documents are not submitted, if this information is the State of the Republic of Latvia regulatory authorities. 11. The applicant shall ensure that the persons who posted the following positions, are the required qualifications: 11.1. responsible manager;
11.2. the quality Manager;
11.3. training course;
11.4. the training course developers;
11.5. the theoretical training instructors;
11.6. the practical training (training) instructors;
7.3. examiners and assessors. 12. 17.3. before implementing the change in the original and unit training programs they approve the Civil Aviation Agency. 18. Civil Aviation Agency takes a decision to temporarily suspend the training provider certificate issued to the operation, if the training provider will no longer meet the requirements of this regulation, in determining the period during which the training provider must eliminate the discrepancy found. 19. Civil Aviation Agency shall adopt a decision to cancel the training provider the issued certificate, if the training provider: 19.1 fixed period do not distracted the discrepancy established;
19.2. the certificate. III. Requirements – students and traffic controller licence 20. Civil Aviation Agency issued such certificate (annex 2): 20.1. Dispatcher-student card;
20.2. the controller's certificate. 21. Dispatcher-student card issued to the applicant which is 21.1: age of 18 years;
21.2. who has obtained at least a secondary education diploma or giving you an opportunity to continue studies in the University;

21.4. who has mastered the initial training programme (annex 3, part I) and has successfully passed initial training programme examination (not less than 70 percent correct answers);
21.5. that is a valid third class medical certificate;
21.6. who has passed the English exam or submit a document certifying knowledge of English no lower than the fourth level (operational level) according to this provision, 4. the requirements set out in the annex. 22. The training provider at which the controller-student card holder launches unit training, five working days inform the Civil Aviation Agency. 26. The controller's licence shall specify at least one of these rules the qualifications referred to in paragraph 35, rating endorsement and approval of the English language. 34. Dispatcher-student card and controller card is the property of the holder. The holder of the certificate, it shall be prohibited to pass the card to other persons. IV. Traffic ratings, rating endorsement, approval, language instructor approval, confirmation and health certificate and residence requirements 35. 35.2.2. ground movement control endorsement (GMC), the holder is entitled to drive ground movement;
35.2.3. ground movement instrumental control endorsement (GMS) – in addition to these rules or the bottom 35.2.1.35.2.2. the services referred to in the licence holder is entitled to drive traffic using the aerodrome ground movement surveillance systems;
35.2.4. aerodrome air traffic control approval (AIR) – the construction circle holder is entitled to drive air traffic;
35.2.5. the aerodrome air traffic radar control endorsement (RAD), in addition to this provision and 35.2.4 35.2.1. tions services referred to in the holder is entitled to drive traffic using radar equipment;
35.3. the procedural approach air traffic control rating (APP), the holder is entitled to drive arriving, departing and transit flying aircraft in the aerodrome air traffic in the area, without the use of radar equipment;
35.4. the instrumental approach air traffic control rating (APS) – the certificate holder is entitled to drive arriving, departing and transit flying aircraft in the aerodrome air traffic in the area, using radar equipment. Instrumental approach air traffic control rating not less than the adds one of the following endorsements: 35.4.1. approach air traffic radar control endorsement (RAD), the holder is entitled to drive air through the primary and secondary radar equipment;
35.4.2. precision approach radar air traffic control (on) – in addition to the provisions referred to in paragraph 35.4.1 approval certificate holder is entitled to drive aircraft approach the last straight line before the runway, using precision approach radar equipment;
35.4.3. approach air traffic surveillance radar control endorsement (SRA), the holder is entitled to drive aircraft approach the last straight line before the runway, the use of surveillance radar equipment;
35.4.4. approach to air traffic control the automatic dependent surveillance endorsement (ads), the holder is entitled to drive traffic via automatic dependent surveillance system;

22.1. flight information area air traffic control procedural rating (ACP), the holder is entitled to drive traffic without using instrument air traffic control equipment;
35.6. flight information area air traffic control instrument rating (AC)-the certificate holder is entitled to drive air through the instrument of air traffic control equipment. Flight information region in the instrumental air traffic control rating not less than the adds one of the following endorsements: 35.6.1. flight information region air traffic radar control endorsement (RAD), the holder is entitled to drive traffic using radar equipment;
35.6.2. flight information air traffic district of the automatic dependent surveillance endorsement (ads), the holder is entitled to drive air through the use of automatic dependent surveillance system;
35.6.3. flight information regions in the Terminal air control endorsement (TCL), in addition to this provision and paragraph 35.6.1 35.6.2. This approval certificate holder is entitled to drive air traffic especially in certain areas of the air space and the adjacent air traffic control point or a pie in the sky, using any type of surveillance equipment;

35.6.4. oceanic area control (OCN) – certificate holder is entitled to provide air services to aircraft fly outside controlled area. 36. the controller holder within 30 days from the receipt of the certificate of the Department initiated the practice. Department of practical training programme, coordinated by the Civil Aviation Agency dispatcher will learn in private or public institutions, which provides air traffic control services, practical training under the supervision of the instructor. Dispatcher training over the course of the air traffic control services only provide practical training under the supervision of the instructor. 37. Civil Aviation Agency extended the approval rating and unit endorsements on a 12-month period, taking into account this provision in part II of annex 3 to that controller training and further results of the evaluation, as well as noting that: 42.1. the holder of the certificate within 12 months of no less than 300 hours has used the appropriate rating and rating endorsement of the rights assigned;
26.2. the holder of the certificate within 12 months of practical training under the supervision of the instructor at least three hours in the gym have mastered action in emergencies and emergency situations;
26.3. the holder of the licence is a valid third class medical certificate and he has mastered the unit training program for further training. 43. If the controller holder has not implemented the appropriate rating and rating endorsement rights granted: 43.1.28 to 45 days before the relevant qualification and the qualification approval rights for at least two hours under the supervision of instructors learn the practical training of trainers;
43.2.46 to 90 days before the relevant qualification and the qualification approval rights for at least four hours under the supervision of instructors learn the practice gym, as well as learn the theoretical rate of not less than eight hours under the unit training plan;
43.3. the three to 12 months before the relevant qualification and the qualification approval rights acquire theoretical courses of not less than 20 hours and 75 hours of practical training instructor supervision in accordance with the unit training plan;
43.4. for more than 12 months before the relevant qualification and the qualification approval rights acquire theoretical courses of not less than 40 hours and 150 hours of practical training instructor's supervision in accordance with the unit training plan. 44. The Department's approval to renew the term of validity if the controller holder complies with this provision of paragraph 36 and 37. 45. at its private or public authorities recommendation, which provides air traffic control services, the Civil Aviation Agency granted approval of instructor certificate holder controllers: 45.1. which no less than three years has provided air traffic control services;
45.2. which is valid for at least one of the terms referred to in paragraph 35 of the rating and rating endorsement, and is a valid unit approval;
45.3. where has the certificate of practical training instructor course completion, according to the international civil aviation organisation (ICAO) or the European Organisation for the safety of air navigation (Eurocontrol). 46. the holder of the licence, the controller who received the approval of the instructor, is entitled to give controllers-controllers and student practical training according to the qualifications specified in the licence and rating endorsement. 47. The instructor endorsement shall be granted for a period of three years. To extend the period of validity of the approval of the instructor, a company that provides air traffic control services, not later than 30 days before the expiry date of the approval of the instructor present in the Civil Aviation Agency submissions. The application shall state: 29.3. the previous three years, the number of hours worked by implementing the appropriate rating and the qualification approval rights;
47.2. the previous three years, the number of hours worked by the instructor's approval. 48. The Civil Aviation Agency extended the instructor's approval if: 29.9. controller's licence holder is a valid qualifying mark, mark approval and qualification unit approval;
48.2. controller holder 12 months of no less than 250 hours has used the appropriate rating and rating endorsement of the rights assigned;
48.3. the controller holder 12 months of not less than 50 hours with the instructor's approval is granted. 49. Dispatcher-student card and the controller specified in the certificate of approval, the language is proof that the holder has mastered the English language, no lower than the fourth level (operational level) in accordance with the provisions laid down in annex 4 of the language proficiency assessment. 50. Civil Aviation Agency or its designated training provider will regularly evaluate the certificate holder (excluding licence holders, the granted approval of the English language on the sixth level (expert level)) English level: 50.1. not less frequently than once every two years, if the licence holder has been granted approval by the English on the fourth level (operational level);
50.2. not less frequently than once every four years, if the licence holder has been granted approval by the English on the fifth level (enhanced level). 51. If the rules referred to in paragraph 50 of the English language evaluation results demonstrate that the controller the holder's knowledge of English is lower than the fourth level (operational level), the Civil Aviation Agency, taking into account the controller certificate holder, the assigned ratings, ratings endorsements and unit endorsements, may allow him to continue air traffic controller in control of another certificate holder monitoring, but not longer than six months. 52. 55.3. aero-medical staff according to the laws and regulations governing the health requirements in civil aviation, has stopped dispatching health certificate holder or not extended its validity. 56. The Civil Aviation Agency shall adopt a decision to cancel the certificate if the Dispatcher: 56.1. controller holder does not comply with specified time Civil Aviation measures imposed by the Agency stopped the approval of certificates or the expiry of the renewal;
56.2. controller holder using the privileges granted by the licence, acting in bad faith or made a material error which happened in aviation accidents;
56.3. aero-medical staff according to the laws and regulations governing the health requirements in civil aviation, decides that the controller the holder's medical condition does not meet the third health class;
56.4. controller holder 51. these provisions referred to in paragraph 1 has not passed the English test. 57. II. Unit training 5. Unit training program consists of four parts: 5.1. transitional training;
5.2. pirmspraks training;
5.3. practical training;
5.4. further training.
