Cabinet of Ministers Regulations No. 591 in Riga in 2008 (28 July. No 53) foreigners health insurance regulations Issued under the immigration law article 4, first paragraph, point 3 and the sixth subparagraph, and article 12, first paragraph, point 4 1. determines: 1.1. cases in which a foreigner may enter into and stay in the Republic of Latvia without health insurance policies (hereinafter the policy);
1.2. the cases in which a foreigner may be issued a visa or residence permit without the policy;
1.3. the health insurance of foreigners;
1.4. minimum insurance amount;
1.5. minimum billable service;
1.6. procedures for foreigners to receive health care services in the Republic of Latvia. 2. a foreigner may be granted visa-free policy if: 2.1. He uses for travel documents diplomatic or service (official) passports;
2.2. He has received a visa marked "diplomatic visa" or "visa" service;
2.3. He is a foreign member of the delegation, who arrives in the Republic of Latvia, official visit or pass through the territory of the Republic of Latvia in transit;
2.4. He requested transit visa or airport transit visa;
2.5. The Republic of Latvia in international treaties binding is for other mutual health care services and foreigner issue visas valid only in the Republic of Latvia, and the period of stay does not exceed 90 days in a half-year;

2.8. thus may protect national interests in foreign policy, development policy or other vital public interest in the field. 3. a foreigner may be granted a residence permit without the policy, if: he requires 3.1 right of permanent residence in the Republic of Latvia;
3.2. He is a family member of a Member State of the European Union, the countries of the European economic area or the Swiss Confederation citizen, that the purpose of stay in the Republic of Latvia is linked to employment, self-employed persons, activities or the provision of services. 4. A foreigner may enter into and stay in the territory of the Republic of Latvia without the policy, if: 4.1 for the travel document he used diplomatic or service (official) passports;
4.2. He has received a visa marked "diplomatic visa" or "visa" service;
4.3. He is a foreign member of the delegation, who arrives in the Republic of Latvia, official visit or pass through the territory of the Republic of Latvia in transit;
4.4. He is the foreign military personnel who enter or reside in the Republic of Latvia, the Republic of Latvia in accordance with the relevant international agreements;
4.5. He received the border traffic permit of the Republic of Latvia in accordance with binding international treaty;
4.6. He is a member of the European Union, the countries of the European economic area or the Swiss Confederation or his family member and wish to stay in the territory of the Republic of Latvia for up to 90 days;
4.7. He is a member of the European Union, the countries of the European economic area or the Swiss Confederation or his family member and wish to stay in the territory of the Republic of Latvia for more than 90 days and if the citizens of the target catches uzt in Latvia is linked to employment, self-employed persons, activities or the provision of services. 5.
