Cabinet of Ministers Regulations No. 614 in 2015 (27 October. No 56 37) regional development support measures, evaluation and funding arrangements issued under the regional development law in article 14 (2) (I). General questions 1. establish support measures for regional development, assessment and implementation of funding arrangements. 2. the meaning of these provisions in support of regional development measures, evaluation and funding of European structural and investment fund 2014 – 2020 (European regional development fund, the European Social Fund, the Cohesion Fund, the European agricultural fund for rural development and the European Fund for Maritime Affairs and fisheries), and European territorial cross-border co-operation programmes and other forms of contribution to the coordination, implementation and monitoring of relevant regional policy funding principles laid down in the law on regional development. 3. To ensure that the contribution referred to in paragraph 2, the coordination, implementation and monitoring of relevant regional policy funding principles, creates a regional development coordination Council (hereinafter Council) composed of one voting for environmental protection and regional development Ministry, the Ministry of finance, Ministry of education and science, Ministry of welfare, the Ministry of Economy, Ministry of culture, Ministry of transport, Ministry of health, Ministry of agriculture, Pārresor coordination centre, Union of municipalities of Latvia The large cities of Latvia, Association of regional development association, district associations, each planning region, employers ' Confederation of Latvia and Latvian Chamber of Commerce and industry representative. National Centre for the development of the meaning of the municipal investment plan included in the integrated territorial investment in support of the objectives of the specific 3.3.1. "to increase the amount of private investment in the regions, the investment business development according to the municipal development programmes specific to the economic specialization of the territory and on the basis of the needs of local operators" (hereinafter referred to as 3.3.1. specified objective), 4.2.2. "according to the local government in integrated development programmes to promote energy efficiency and renewable energy use in municipal buildings" (hereinafter 4.2.2. specified objective) 5.6.2. The Council has the right to invite to participate in the Council meeting of experts-concerned professionals who have the right to express views on the question of the possible solutions to ensure unbiased decision. IV. Council decision making arrangements 16. the Council is valid unless it participates in not less than two-thirds of the voting Board members or alternates. 17. the Council decision shall be adopted by the majority of the members of the Council, by vote. Votes by a similarly decisive Council head voice. 18. the Council has the right to take the decision to initiate the written procedure. 19. If the Council proposes to adopt a written procedure, to comply with the following procedure: 19.1. the secretariat informed of the initiation of the procedure in writing and electronically transmit to the members of the Council results in materials; 19.2. the members of the Council within ten working days (if the subject matter is not urgent) or within three working days (if the issue under consideration is recognised as urgent) after the receipt of the materials electronically to the Secretariat, which contains the Council represented the views of the authorities; 19.3. If the matter has not received any objection, the decision shall be deemed accepted, collegiate. If the municipality shall submit an updated investment plans or ideas for a project concept, which has been given the protection of the environment and Ministry of regional development and the opinion which is already dealt with in the Council (point 7 of these rules or out in the amendments submitted to the Association "the Latvian Association of major cities"), leader of the Council, assessing the extent of the changes, put it to the Council for further consideration or adopt a decision about the change. V. decisions of the Council of the institution involved competence 21. Decision-making in the Council participates in: 21.1. The protection of the environment and regional development Ministry, the Ministry of finance, municipal Union of Latvia, Latvian Association of large urban centres, regional development associations, County associations and each planning region representative, acting on all the issues under consideration in the Council; 21.2. the Ministry of Economic Affairs, the focal point of the Pārresor, the employers ' Confederation of Latvia, Latvian Chamber of Commerce and industry representative, assuming that rule 6.3 and 6.6 of the decision referred to in point 3.3.1. and 5.6.2. the specific purpose of the aid; 21.3. the representative of the Ministry of the economy, assuming that rule 6.3 and 6.6 of the decision referred to in point 4.2.2. specific objectives of aid; 21.4. the Ministry of welfare and a representative of the Ministry of health, accepting these rules, 6.3.1 and 6.3.2 6.8. decision referred to in point 9.3.1. specific aid target 9.3.1.1. measure; 21.5. The Ministry of education and science and the Pārresor Coordination Center Representative, by adopting these rules 6.3.1, 6.3.2, and 6.3.3.6.7. the decision referred to in paragraph 8.1.2. the specific purpose of the aid; 21.6.
