Cabinet of Ministers Regulations No. 614 in 2015 (27 October. No 56 37) regional development support measures, evaluation and funding arrangements issued under the regional development law in article 14 (2) (I). General questions 1. establish support measures for regional development, assessment and implementation of funding arrangements. 2. the meaning of these provisions in support of regional development measures, evaluation and funding of European structural and investment fund 2014 – 2020 (European regional development fund, the European Social Fund, the Cohesion Fund, the European agricultural fund for rural development and the European Fund for Maritime Affairs and fisheries), and European territorial cross-border co-operation programmes and other forms of contribution to the coordination, implementation and monitoring of relevant regional policy funding principles laid down in the law on regional development. 3. To ensure that the contribution referred to in paragraph 2, the coordination, implementation and monitoring of relevant regional policy funding principles, creates a regional development coordination Council (hereinafter Council) composed of one voting for environmental protection and regional development Ministry, the Ministry of finance, Ministry of education and science, Ministry of welfare, the Ministry of Economy, Ministry of culture, Ministry of transport, Ministry of health, Ministry of agriculture, Pārresor coordination centre, Union of municipalities of Latvia The large cities of Latvia, Association of regional development association, district associations, each planning region, employers ' Confederation of Latvia and Latvian Chamber of Commerce and industry representative. The Council approved the establishment of environmental protection and regional development Minister. The Council, in fulfilling the obligations laid down in these rules, in the fields of environmental protection and regional development Minister functional supervision. 4. Leader of the Council's environmental protection and regional development Deputy State Secretary, Ministry of regional development. II. competence of the Council of regional development support measures, evaluation and funding Council 5:5.1. appearance and coordinate national and regional development center, the municipal development programme submitted investment plans (investment plan), assessing their compliance with municipal development programmes and ensuring their compliance with the principles of an integrated approach, as well as project ideas concepts submitted by local authorities, which do not include regional development centers (89 county authorities); 5.2. appearance and match local project ideas submitted to ensure compliance with the regulations on the funds of the European Union by 2014-2020 action programme "growth and jobs" support the objectives of the specific allocation of the aid, administration and monitoring, as well as the European Union's structural and cohesion funds programming period 2014-2020 planning documents and local development programmes; 5.3 assess planned and carried out all types of investment areas, creating the preconditions for all municipal development significant investment project coordinated and balanced development of the territory, including eliminating overlapping sources of finance. 6. in order to implement the provisions referred to in paragraph 5, the Council shall perform the following tasks: 6.1 region considering the planning (planning region in which the municipality) opinion on the draft submitted by the municipality of ideas in planning regional compliance priorities; 6.2. looking for environmental protection and the Ministry of regional development and the Ministry of industry opinion on the municipal investment plan or its amendments, compliance with the European Union's structural and cohesion funds programming documents and implementation conditions laid down; 6.3. under this provision the 6.1 and 6.2. the opinions referred to in the decision of national significance: 6.3.1. development of investment plans in compliance with the European Parliament and of the Council of 17 December 2013 Regulation No 1301/2013 for special rules relating to the European regional development fund and the objective of "Investing for growth and employment" and of Regulation No 1080/2006 repeal article 7 paragraph 1 point (information on economic , social, demographic, environmental and climate challenges addressing the cities, as well as urban and rural interactions, the investment plan with integrated territorial investment section); 6.3.2. National Centre for the development of the meaning of the municipal investment plan included in the integrated territorial investment in support of the objectives of the specific 3.3.1. "to increase the amount of private investment in the regions, the investment business development according to the municipal development programmes specific to the economic specialization of the territory and on the basis of the needs of local operators" (hereinafter referred to as 3.3.1. specified objective), 4.2.2. "according to the local government in integrated development programmes to promote energy efficiency and renewable energy use in municipal buildings" (hereinafter 4.2.2. specified objective) 5.6.2. "territory, revitalization, regeneration of degraded areas according to the local government in integrated development programmes" (hereinafter 5.6.2. specified the purpose of the aid), "improved General 8.1.2. education institutions teaching environment" (hereinafter 8.1.2. specified objective), 8.1.3. "increase modernized professional education" (hereinafter referred to as 8.1.3. specified the purpose of the aid) and specific aid target 9.3.1. "develop the service infrastructure for the care of children in the family environment and the persons with disabilities independent living and inclusion in society" action service "9.3.1.1 infrastructure development plans to combat" (hereinafter referred to as the specific aid 9.3.1. target 9.3.1.1) project (priority of ideas and alternative) the European regional development fund and the outcome indicators to be achieved each project applicant (each integrated territorial investment in support of specific objective) assessment of the investment plan includes the idea of the projects compliance with specific target support the objectives, eligible activities eligible costs and achievable results; 6.3.3. the regional development centre investment plan project ideas (priority and alternative) the European regional development fund and the outcome indicators reach the extent of municipality and 5.6.2 specific 3.3.1 support objective assessing the investment plan includes the idea of the projects compliance with specific target support the objectives, eligible activities eligible costs and achievable results; 6.3.4. the project idea the European regional development fund and the outcome achieved volume table of municipalities in support of specific target 5.6.2 third application round project, based on the planning of Latgale region development programmes; 6.4. appearance and match the municipal investment plans, or amendments thereto, but does not take a decision about: 6.4.1.  9.3.1. the specific aid target 9.3.1.1. the measure supports the use of the specific aid before 9.2.2. target "to increase the quality of institutional care for an alternative social services for persons with disabilities and children" event "De-institutionalisation 9.2.2.1." (hereinafter 9.2.2. specific aid target 9.2.2.1) developed in the context of the regional plan of combat against the approval of the Ministry of Social Welfare Service Development Council; 6.4.2.8.1.2. specific support targeted use of aid before 2014-ready 2020 fund European Union planned investment mapping of mainstream education; 6.4.3.8.1.3. specific support targeted use of aid before 2014-ready 2020 fund European Union planned investment mapping vocational education, as well as the Cabinet of Ministers on the draft regulation 8.1.3. specific aid target; 6.4.4.4.2.2. specific support targeted use of aid for county municipalities (municipality of 110 municipalities) before the target this specific support needs analysis, spatial mapping, project selection criteria for approval, and a decision on the project idea conception pre-selection results; 6.5. looking for environmental protection and regional development Ministry prepared a summary (according to the information provided to the municipality) for the municipal project idea of additionality, including all specific support, and shall decide on the complementary projects: 6.5.1. ideas that need to provide a related assessment, taking into account the provisions of the Cabinet of Ministers on the implementation of the specific objectives of aid approval timeline, list and indicative funding progress in Cabinet for approval; 6.5.2. the terms (if necessary), which is included in the complementary project submission evaluation criteria (to assess whether the project is included in the application of the Council decision) and which must be respected in relation to complementary projects during their implementation to ensure that the complementary project overall goal is achieved; 6.6. the decision on the specific aid objectives 3.3.1 (89 county governments, which do not include regional development centres) and specific aid target 4.2.2 (110 county municipalities) project idea conception as a result of the project assisted the cities of ideas, the concept of the European Regional Development Fund funding and attainable outcome indicators; 6.7. the municipal investment plan the European regional development fund and the outcome achieved volume table of authorities outside the national and regional development (110 county municipalities) 8.1.2.8.1.3. specific aid and objective assessment of the investment plan includes the idea of the projects compliance with specific target support the objectives, eligible activities eligible costs and achievable results; 6.8. the coordination of the local government each project idea concept 9.3.1. specific aid target 9.3.1.1. measure, assess its compliance with specific support 9.3.1. target 9.3.1.1. the objective of the measure, eligible activities and achieved results, as well as compliance with 9.2.2. support specific target 9.2.2.1. measure developed and this rule 6.4.1. III. Organization of work of the Council 8. Local authorities submitted investment plans or project idea concepts, to ensure that the tasks laid down in paragraph 6; 12.3. week will evaluate the proposals for the agenda of the meeting included additional questions and clarify the Council meeting agenda and meeting materials, where appropriate; 12.4. two weeks before the meeting of the Council shall send to the members of the Council clarify the agenda of the meeting, meeting materials and invitations to sit out the meeting participants-members of the Council or his or her substitute-awareness, and calls upon the Ministry of the industry and planning regions to provide opinions on the materials under consideration; 12.5. provide the recording of meetings, including the session reflecting the decisions taken with regard to the need to clarify the municipal investment plans or project idea concepts; 12.6. the maintenance Council decisions: 12.6.1. European regional development fund and attainable outcome indicators of regional development centers and 5.6.2.3.3.1. specific aid objectives; 12.6.2. eligible project ideas, the concept of the European regional development fund, the amount of funding and attainable outcome indicators county municipalities (municipality of 110 municipalities) 4.2.2. specific aid objectives and county municipalities, which do not include regional development centers (89 county governments), 3.3.1. specific aid objectives, based on the protection of the environment and regional development Ministry organized the project idea conception pre-selection results; 12.6.3. European regional development fund and attainable outcome indicators based on the protection of the environment and regional development Ministry of Latgale planning region of agreed development programmes; 12.7. decisions of the Council and compiled, on the basis of them, prepare a proposal to the responsible authorities, the managing authority and of the policies of the ministries responsible for possible changes in support of specific objectives to ensure the balanced development of the territory; 12.8. the Council held meetings and written procedure materials, reports and inquiries. The minutes shall be signed by the leader of the Council. The Governing Council shall have the right to add the Protocol submitted in writing their individual views. 14. the work of the Council as an observer has the right to participate in the Central Finance and contracting agency and the National Agency for regional development, as well as a representative of the local government representative, when examining the municipal investment plans, project ideas concepts or other related issues. 15. The Council has the right to invite to participate in the Council meeting of experts-concerned professionals who have the right to express views on the question of the possible solutions to ensure unbiased decision. IV. Council decision making arrangements 16. the Council is valid unless it participates in not less than two-thirds of the voting Board members or alternates. 17. the Council decision shall be adopted by the majority of the members of the Council, by vote. Votes by a similarly decisive Council head voice. 18. the Council has the right to take the decision to initiate the written procedure. 19. If the Council proposes to adopt a written procedure, to comply with the following procedure: 19.1. the secretariat informed of the initiation of the procedure in writing and electronically transmit to the members of the Council results in materials; 19.2. the members of the Council within ten working days (if the subject matter is not urgent) or within three working days (if the issue under consideration is recognised as urgent) after the receipt of the materials electronically to the Secretariat, which contains the Council represented the views of the authorities; 19.3. If the matter has not received any objection, the decision shall be deemed accepted, collegiate. Where the opinion is expressed, the Secretariat within three working days after receipt of the statement of opposition shall be prepared and sent electronically to the members of the Council and participating municipalities; 19.4. the municipality, you receive a statement, five working days evaluate and specify the investment plan submitted project idea or concept according to the objections and submitted electronically to the Secretariat. The Secretariat shall, within two working days, clarifies that rule 19.3 above statement and electronically transmit to the members of the Council, adding local repeatedly submitted materials; 19.5. the members of the Council, receiving 19.4. these provisions, referred to in three working days electronically sends the opinion of the Secretariat, which includes the institutions represented on the Council's views; 12.2. If the members of the Council that rule 19.2. the time limits referred to in point have expressed opposition or this rule 19.3 and 19.4. within the framework of the harmonisation referred to agree on specified materials, the Council decides: 19.6.1. suspend the written procedure and to consider the matter at the next Council meeting, where a decision is adopted by the majority of the members of the Council (by a similar votes, Council shall have a casting vote); 19.6.2. conclude a written procedure, acting by a majority of the electronically (by a similar votes, Council shall have a casting vote); 19.7. the Secretariat within three working days of the decision of the Council shall be prepared on the results of the written procedure, and the signature of the leader of the Council. 20. If the municipality shall submit an updated investment plans or ideas for a project concept, which has been given the protection of the environment and Ministry of regional development and the opinion which is already dealt with in the Council (point 7 of these rules or out in the amendments submitted to the Association "the Latvian Association of major cities"), leader of the Council, assessing the extent of the changes, put it to the Council for further consideration or adopt a decision about the change. V. decisions of the Council of the institution involved competence 21. Decision-making in the Council participates in: 21.1. The protection of the environment and regional development Ministry, the Ministry of finance, municipal Union of Latvia, Latvian Association of large urban centres, regional development associations, County associations and each planning region representative, acting on all the issues under consideration in the Council; 21.2. the Ministry of Economic Affairs, the focal point of the Pārresor, the employers ' Confederation of Latvia, Latvian Chamber of Commerce and industry representative, assuming that rule 6.3 and 6.6 of the decision referred to in point 3.3.1. and 5.6.2. the specific purpose of the aid; 21.3. the representative of the Ministry of the economy, assuming that rule 6.3 and 6.6 of the decision referred to in point 4.2.2. specific objectives of aid; 21.4. the Ministry of welfare and a representative of the Ministry of health, accepting these rules, 6.3.1 and 6.3.2 6.8. decision referred to in point 9.3.1. specific aid target 9.3.1.1. measure; 21.5. The Ministry of education and science and the Pārresor Coordination Center Representative, by adopting these rules 6.3.1, 6.3.2, and 6.3.3.6.7. the decision referred to in paragraph 8.1.2. the specific purpose of the aid; 21.6. The Ministry of education and science, Ministry of culture and the Pārresor Coordination Center Representative, by adopting these rules 6.3.1 and 6.3.2. the decision referred to in paragraph 8.1.3. specific objectives of aid; 21.7. the Ministry of culture, Ministry of transport, Ministry of Economy, Ministry of education and science, Ministry of welfare, the Ministry of health, Ministry of agriculture, Pārresor coordination centre, the employers ' Confederation of Latvia, Latvian Chamber of Commerce and industry representative, assuming that rule 6.5 and 6.9 in that decision. 22.
