No 62 31) action programme "growth and employment" specific support 8.3.1. target "to develop competency-based approach in General" competencies "action 8.3.1.1 approaches based general education content approval and implementation" implementation regulations issued under the European Union's structural funds and the cohesion fund the 2014 – 2020 programming period management law of 6 and article 20 paragraph 13 i. General questions 1. determines: 1.1. procedure a in which the activities of the "growth and employment" priority axis "education, skills and lifelong learning" specific support 8.3.1. target "to develop competency-based approach to education" (hereinafter referred to as the objective) 8.3.1.1. ' competence-based approach to general education content approval and implementation "(hereinafter measure); 1.2. the objectives of the measure; 1.3. in the event the funds available; 1.4. requirements for the project of the European Social Fund (hereinafter the project) to the applicant and project partners; 1.5. the eligible cost of the operation and the conditions of the question; 1.6. the simplified conditions of application costs and order; 1.7. the agreement for the implementation of a project of unilateral notice conditions. 2. objective of the measure is to provide a competency-based approach to general education content (hereinafter: content) approval under the general compulsory education content and teaching content introduction pre-school education, primary and secondary education degree. 3. The provisions referred to in point 5.1.1 pointer reaches, aprobēj content of pre-school, primary and general secondary education, including developing a learning organisation models and methodology, diagnostic tools and their content and launching the gradual introduction course content. 7. These regulations 5.1.2 indicators referred to in the following training and methodological features: 7.1. six training and methodical features nursery (learners between the ages of one and a half to four years and the compulsory pre-school education); 7.2. training and guidance 13 features class 1-6; 7.3.27 training and methodological features 7-12. class; 7.4.15 teaching and methodological instruments adapted easy language, 7.-9. classes (learners with special needs inclusive education implementation). 8. in addition to the provisions referred to in paragraph 7 of the curriculum and teaching resources teaching content deployment requires the following training and methodological features: 8.1. learning and teaching resources for content and language integrated learning in preschool education, primary and secondary education level; 8.2. digital in the European language portfolio in foreign languages (English, French, Russian, Latvian and German language) learning; 8.3. custom textbooks in Braille in primary and secondary education degree. 9. the implementation content requires the following diagnostic tools: literacy assessment 9.1. test 4-6 grade learners with special needs; 9.2. a computer program learners who have reading disorders; 9.3.20 diagnostic, including 12 diagnostic works in mathematics and the natural sciences; 9.4. Science, physics and chemistry exam content project for secondary education degree. 10. These regulations 5.1.3. indicators referred to in the following training and methodological features: 10.1.  10 learners with teaching aids mental disabilities; 10.2. the five integrated training features learners with severe mental disabilities and various disabilities. 11. the measures implemented in the restricted application of the project selection. 12. The beneficiaries of projects implemented in cooperation with the following partners: 21.1. Republican city and County local government or the city and County of the Republic the municipal authorities in the field of education (educational administration), where the local authority delegated to it under the project tasks, teaching content and implementation of the approval; 21.2. the Supreme educational institutions which implement educational programmes, the project provides educational content development, literacy assessment test standardization 4.-6. classes learners with special needs and test validation, as well as teachers ' professional competence in implementation; 21.3. the national regulatory authority, which according to competency implement measures Latvian language training, teaching methodology and intercultural communication, project providing training and methodological tools for the development and approval of content and language integrated learning; 21.4. the Strazdumuiž of internātvidusskol (Centre for the development of visually impaired and blind children), the project provides a textbook adaptation of Braille. 22. The beneficiaries of the project must be based on the application of the provisions referred to in paragraph 21, partner selection, indicating the specific involvement of the partners and their competence of compliance with planned activities, as well as assisted with each partner to conclude cooperation agreements on cooperation in the implementation of the activities supported. Measure is supported by the following: 25.1. approval of training content, the development and implementation of pre-school education, primary and secondary education degree: 25.1.1. learning content, learning work organisation models and methodology development, ekspertēšan, approval and development, preparation for publication, including the e-environment, and publishing, diagnostic work and exam content development project, ekspertēšan, development, approval and implementation of the teaching content of the provisions referred to in paragraph 5.1.1. index; 25.1.2. this rule 9.1 and 9.2. referred to diagnostic tools, training and methodological development of the resources, the training content development, approval, preparation for publication, including the e-environment, and publishing the rules referred to in paragraph 5.1.2 indicators; 25.1.3. teaching and methodological development of learners by means of mental disabilities, learning content development, approval, preparation for publication, including the e-environment, and publishing the rules referred to in paragraph 5.1.3. index; 25.1.4. improvement of professional competence of teachers, including the European language portfolio and the language and content for the implementation of integrated learning, including educators of vocational competency development program for the development and implementation of these rules 5.1 indicators referred to; 25.1.5. informational and educational seminars, conferences and events for the exchange of experiences and the assurance that they are referred to in point 5.1. indicator; 25.2. project management and implementation; 25.3. information and publicity measures. 26. within the framework of the Action Plan, the following types of eligible costs: 26.1. direct eligible costs directly related to the implementation of the project activities and the need to achieve the results of the project, and this is a clear and demonstrable; 26.2. indirect eligible costs which are not directly linked to the achievement of project results, but support and provide appropriate conditions for the implementation of the project activities and project results; 26.3. contingencies. 27. The beneficiary shall ensure the results achieved-developed content and training and methodological content – sustainability for at least three years after completion of the project. 35. the monitoring of the implementation of the project by the Ministry of education and science established a project in which the Board of supervisors shall invite representatives from the Ministry of culture, the Ministry of welfare and the Ministry of health. The composition of the Supervisory Board in an advisory capacity may include representatives from the Union of Latvian authorities, employers ' Confederation of Latvia, Latvian information and communication technology association, Latvian Council of teachers, as well as other associations and foundations concerned with general education content development issues. Observer status may be included in the Finance Ministry as the European Union's structural and cohesion funds managing authority and the Central Finance and contracting unit as a liaison body. The Board of supervisors of the project operates under the Ministry of education and Science approved the Statute, and it shall be convened by not less than once every three months. 36. the project implementation process this rule 25.1. implementation of activities referred to, if necessary, conclude a service agreement, experts and consultants may be involved: 36.1. University Faculty, and the General staff of the educational institution; 36.2. associations and foundations, as well as other bodies concerned with general education content development, including content and language integrated learning promotion measures may involve teaching, teacher associations and foundations and cultural institutions in Latvia and abroad; 36.3. the experts from foreign countries and international institutions; 36.4. the educational authorities implement teachers ' competency development programs. 37. in implementing the project, the beneficiary collects the following data for the horizontal principle of "equal opportunities" indicator: 37.1. improved or developed training and methodological resources that have the number of integrated equal opportunity issues (gender equality, disability, age and ethnicity); 37.2. the teaching and methodological tools that are developed or adapted for learners with special needs. 38. The beneficiary provides data storage for primary and general secondary education student work and diagnostic test results of the project, as well as the total number of teachers involved in the activities of the European Social Fund, including competency-based approach to vocational training and methodological products (including learners with learning disabilities). 39.
