"increasing the high-value-added products and services in the export ratio" 3.2.1.2. event "international competitiveness" implementing provisions Issued under the European Union's structural funds and the cohesion fund the 2014 – 2020 programming period management law article 20 paragraph 13 i. General questions 1. determines: 1.1. procedures for implementing the action programme "growth and employment" in support of specific target 3.2.1. "increasing the high-value-added products and services in the export ratio" 3.2.1.2. ' international competitiveness promotion "(hereinafter measure); 1.2. the objectives of the measure; 1.3. in the event the funds available; 1.4. the requirements of the European regional development fund project (hereinafter the project) to the applicant; 1.5. the eligible cost of the operation and the conditions of the question; 1.6. agreement on the implementation of the unilateral notice conditions. 2. Measures implemented in a limited selection of project application form. Project application submission shall issue once for all the funding available for the measure. 3. ensure the implementation of the Ministry of economy as a responsible authority (hereinafter referred to as the responsible authority). 4. the objective of the measure is to promote the international competitiveness of the sector in support of business and entry into foreign markets, providing representation of Latvia's foreign economic activities and development of Latvia as a tourist destination of international competitiveness in the priority sectors of tourism (business and events tourism, wellness Tourism). 5. in the event the target group and the final beneficiaries are businessmen, cooperative society (including agricultural service cooperative society or adequate agricultural service cooperative society), farmers or fishermen holding individual companies, associations, foundations, meet a small (micro), small and medium-sized economic operators (company) status in accordance with the Commission on 17 June 2014. Measure up to 2018 31 December is achievable outcome indicators as follows: 6.1. outcome indicators – their tiny (micro), small and medium-sized merchants (hereinafter merchants) who receives the support, the 555 merchants, including: 6.1.1. this rule 11.1. the beneficiaries referred to in point-416 merchants; 6.1.2. this rule 11.2. beneficiaries referred to in point-139 business operators; 6.2. outcome indicators-the number of operators who receive aid (grant), 423-merchants, including: 6.2.1. this rule 11.1. the beneficiaries referred to in point-317 operators; 6.2.2. this rule 11.2. beneficiaries referred to in point-106 business operators; 6.3. outcome indicators-the number of operators who receive no financial support,-375 merchants, including: 6.3.1. these provisions 11.1. the beneficiaries referred to in point-281 merchant; 6.3.2. this rule 11.2. beneficiaries referred to in point-94 business operators; 6.4. outcome indicators – private funds associated with public funding (not gravel),-7 125 000 euro, including: 6.4.1. this rule 11.1. the beneficiaries referred to in point-5 343 750 euro; 6.4.2. this rule 11.2. beneficiaries referred to in point-1 781 250 euro. 7. Measure up to 2018 31 December is achievable – certified financial expenses of eur 8 531 938, including: 7.1 this rule 11.1. the beneficiaries referred to in point-€ 5 407 275; 7.2. this rule 11.2. beneficiaries referred to in point-3 124 663. 8. Measure up to 2023 31 December is achievable the following monitoring indicators: table of results 8.1 – merchants export volume (comparable prices) through 2023. December 31, 6 068 440 euro; 8.2. outcome indicators-the number of operators who receive aid (responsible authority developed methodology, which links the number of operators supported by the event planning marketing activities invested funding), – 1 480 merchants (project planned in the application 1 332 merchants), including: 8.2.1. this rule 11.1. the beneficiaries referred to in point-1 110 merchants (in the application of the project planned for the 999 operators); 8.2.2. the provisions referred to in paragraph 11.2. beneficiaries – 370 merchants (in the application of the project planned for the economic operators, 333); 8.3. outcome indicators-the number of operators who receive aid (grant) – 1 130 merchants (project planned in the application 1 017 merchants), including: 8.3.1. that rule 11.1. the beneficiaries referred to in point-848 merchants (in the application of the project planned for the economic operators, 763); 8.3.2. this rule 11.2. beneficiaries referred to in point-282 merchants (in the application of the project planned for 254 merchants); 8.4. outcome indicators-the number of operators who receive no financial support, 1 000 business operators (application of the project planned 900 merchants), including: 8.4.1. those provisions 11.1. the beneficiaries referred to in point-750 merchants (project planned 675 merchant application); 8.4.2. this rule 11.2. beneficiaries referred to in point-250 economic operators (application of the project planned for the 225 merchants); 8.5. outcome indicators – private funds associated with public funding (not gravel) – 19 000 000 euro (planned in the application of the project 17 100 000 euros), including: 8.5.1. this rule 11.1. the beneficiaries referred to in point-14 250 000 euros (petition project planned in 12 825 000 euro); 8.5.2. this rule 11.2. beneficiaries referred to in point-4 750 000 euros (petition project planned for 4 275 000 euro); 8.6. the specific outcome indicators in store – the increase in the volume of exports supported enterprises two years after receiving (euro). The indicators compiled twice during the programming period, entering data in the information system provides the responsible authority; 8.7. the specific outcome indicators in store – private funds associated with public funding, which is a grant of (euro). 9. the planned Measures the total attributable funds is eur 60 944 588, including the European regional development fund – 51 802 900 euro, State budget funds-Euro 4 024 041 and private, municipal and regional planning-5 117 647 euro co-financing. Project applications for the implementation of measures eligible for funding, the total plan maximum of eur 57 227 153, including the European regional development fund-eur 48 643 079 (reserve amount is eur 3 159 821), the State budget funding – € 3 778 594 (reserve size is 245 447 euros) and a private, local government and the regions-the programming of the co-financing of eur 4 805 480 (reserve size is 312 167 euro) providing for the outcome indicators and financial indicators according to the provisions of Schedule 6 and 7 above. The maximum eligible European regional development fund shall not exceed 85 per cent of the total eligible project funding, including: 9.1. This provision referred to in paragraph 11.1 direct regulatory authority – 36 268 775 euro, including the European regional development fund – 30 828 458 euro, State budget funds-1 593 215 euros and private, local government and the regions-the programming of the co-financing of eur 3 847 102; 9.2. the rules referred to in paragraph 11.2. direct regulatory authority – 20 958 378 €, including the European regional development fund: 17 814 621 euros, State budget funds-euro and 2 185 379 private, local government and the regions-the programming of the co-financing of eur 958 378.
10. From 1 January 2019, a responsible authority following the decision of the European Commission for the implementation of performance frameworks may propose to increase the project eligible cost specified in total, allowing use of available reserves in the amount of up to this provision in paragraph 9 above.
II. Requirements for the project applicant Project applicant 11 event is: 11.1 direct regulatory authority which aim is to promote the competitiveness of enterprises in Latvia and eksportspēj on international markets, as well as to promote foreign investment; 11.2. the direct regulatory authority which aim to implement tourism development in national policies. 12. the project applicant project application under the regulations of the prepared selection of project application and submit it to the Liaison Office. 13. the applicant may submit a draft project submissions only on these regulations 14 and 18. the eligible activities referred to in paragraph 1.
III. Funding and eligible beneficiaries in non-assisted transactions 14. Measure is supported such that rule 11.1. beneficiaries referred to activities: organisation of national stands 14.1 international exhibitions abroad; 14.2. entrepreneurship promotion: 14.2.1. representativeness of foreign economic activity; 14.2.2. the preparations for the organisation of entering other external markets (international exhibition stands, seminars, conferences, press conferences, trade missions, high State officials of Latvia visits, international marketing campaigns, presentations, tastings, purchasers and journalists visit Latvia and the acquisition of market research) and the beneficiary's participation in these activities; 14.2.3. provision of support measure for the target group of production units, and for the conformity assessment of the product; 14.3. support measures for target group participation in international exhibitions with individual stands abroad and participation in business related individually selected conferences and seminars abroad; 14.4. support measures for target group participation in trade missions and the Latvian high government officials visit abroad; 14.5. the consultative support group for the purpose of these provisions 14.1., 14.2, 14.3 and 14.4.. the activities referred to in point; 14.6. project management and implementation. 15. These terms and provisions referred to in paragraph 14.4. trade mission is supported, if at least two players and it is a single visit to a foreign country with a prewritten and copy each trade mission participants individually designed program (this program content includes trade mission organizers designed the overall mission programme, which is reflected in the total Group and individual meetings with potential foreign partners), to meet with potential foreign partners. National organising international bench tourism exhibitions abroad; 18.2. organize marketing activities (including advertising and marketing campaigns, foreign registered tourist service company, a journalist, emuārist (Web diary writer), corporate and business event organisers welcome visits, organizing the international exhibition booth, a foreign tourist attraction measures counties of Latvia) in Latvia and abroad, participation in international tourism fairs abroad, marketing research and business tourism, wellness, and other events for foreign tourist attraction and beneficiary participation in these activities; 18.3. support measures for target group participation in tourism fairs abroad with individual stands and membership with tourism related individually selected conferences and seminars abroad; 18.4. project management and implementation. 19. This rule 18.3. referred to foreign tourism exhibitions, conferences and seminars abroad are eligible if the nature of the exhibition matches for Latvia in the priority sectors of tourism (business and events tourism, wellness Tourism) and workshop or Conference (including the presentation) meet the business and or wellness Tourism. 20. If the beneficiary is 11.1 these rules referred to direct regulatory authority: 20.1. measure the funds used this provision 14. actions referred to in points; 20.2. eligible actions implemented under the beneficiary measure strategy by promoting Latvian goods and services export promotion and foreign investment attraction the objectives set out in the guidelines, without prejudice to the action in "growth and employment". This provision 14.1. activities referred to in (a) national bench players, traders, cooperatives, farmers or fishermen holding individual companies, associations, foundations and port authorities, local authorities and planning regions – ensure that rule 32.1-32.12. cost referred to in headings; 20.5. this rule 14.2.1 and 14.5. referred to actions within the business operators, cooperatives, farmers or fishermen holding individual companies, associations, foundations and port authorities, local authorities and planning regions ensure that provision in paragraph 39 of that beneficiary's advice; 20.6. this rule 14.2.3. operation referred to in the framework of the economic operators, cooperatives, farmers or fishermen, farms and individual companies provide this provision in paragraph 35 of that plant and product conformity assessment cost positions; 20.7. this rule 14.3. the activities referred to in point within individual stands, conferences and seminar participants, foreign merchants, cooperatives, farmers or fishermen holding individual companies, associations, foundations and port authorities, local authorities and planning regions – ensure this provision cost referred to in paragraph 37 of the positions; 12.9. provisions of these rules and 14.4. referred to activities of foreign trade mission participants — traders, cooperatives, farmers or fishermen holding individual companies, associations, foundations and port authorities, ensure this provision cost referred to in paragraph 38 of the positions; 20.9. this rule 14.2.2. and 14.4. activities referred to in point within the Latvian high State officials of foreign visits participants – traders, cooperatives, farmers or fishermen holding individual companies, associations, foundations and port authorities, local authorities and planning regions – ensure this provision cost referred to in paragraph 38 of the positions; 20.10. this rule 20.4 20.5 20.6.,.,.,., and 20.9 20.7 20.8 in, such costs are eligible for if actions, if the costs of supporting documents were submitted for funding to the recipient after the plants or products with, or after you have closed the exhibition, Conference, seminar, trade mission or Latvian high government officials to visit a foreign country: 20.10.1. for action taken from this provision into force until 2016 30 April the cost of the supporting documents shall be submitted to the funding recipient up to July 31, 2016; 20.10.2. for the action taken, starting with may 1, 2016, the costs are eligible for activities, if the cost of the supporting documents submitted for funding to the recipient no later than three months after the action has taken place; 20.11. the granting of aid and calculating the funding for economic operators, cooperatives, farmers or fishermen holding individual companies, associations, foundations and port authorities, local authorities and planning regions, 32.12. these provisions referred to in the road (transport) and that rule 20.6 20.7, 20.8, and 20.9. the costs referred to in subparagraph compensates for 80 percent, subject to this provision, 37 and 38 36. the conditions referred to in paragraph 1, while this rule 20.4. (excluding this provision cost referred to 32.12.) and 20.5. the costs referred to in point offsets 100 percent pursuant to this provision, paragraph 39. 21. Beneficiaries to choose and evaluate, pursuant to the procedure established by the beneficiaries (methodology), a select, assign, and accounting support to the measure group. (Methodology), the application of the project, including the principles and will be selected, and selected beneficiaries, including how to identify the nature of the economic projects and projects that do not involve economic activities to ensure a specific aid target; 21.5. that rule 18.1. the activities referred to in (a) national bench players, traders, associations, establishments (except for those who work in fisheries or aquaculture or deal with the primary production of agricultural products), municipalities and regions in planning – provides this rule-34.64 24.9. the costs referred to in point positions; 21.6. that rule 18.3. transactions referred to in point within individual stands, the tourism Conference and workshop participants – foreign economic operators, associations, establishments (except for those who work in fisheries or aquaculture or deal with the primary production of agricultural products), municipalities and regions in planning – provides that costs referred to in paragraph 42 of the positions; 21.7. the provision in paragraph 21.5 and 21.6., such costs are eligible for if actions, if the cost of the supporting documents submitted by the beneficiary after the concluded exhibition, Conference or seminar abroad: 21.7.1. for action taken from this provision into force until 2016 30 April, costs supporting documents shall be submitted to the funding recipient until July 31, 2016; 21.7.2. for the action taken, starting with may 1, 2016, the costs are eligible for activities, if the cost of the supporting documents submitted for funding to the recipient no later than three months after the action has taken place; 21.8. the granting of aid and calculating the funding for economic operators, associations, establishments (except for those who work in fisheries or aquaculture or deal with the primary production of agricultural products), local government and planning regions, 34.64. these provisions referred to in the road (transport) and 21.6. This provision referred to the cost offset by 80 percent under the rules referred to in paragraph 42 of the conditions of these rules, while 21.5 in (excluding this provision cost referred to 34.64.) these costs offset by 100 percent. 22. the event is not supported in the activities related to the volume of imports, market absorption of Latvia or strengthening it, as well as the competitiveness of the Latvian market.
IV. Requirements for aid 23. Beneficiary of the activities supported within the grant de minimis aid granted in the form of economic operators, cooperatives, farmers or fishermen holding individual companies, associations and foundations in accordance with Regulation (EC) No 1407/2013 or Commission 18 December 2013 Regulation (EU) No 1408/2013 for EU Treaty and article 107.108. application of the de minimis aid in the agriculture sector (Official Journal of the European Union , 2013 December 24, no. L 352) (hereinafter Regulation No 1408/2013), or a Commission of 27 June 2014 Regulation (EU) no 717/2014 for 107 of the Treaty on the functioning of the EU and the application of article 108 of the de minimis aid for the fisheries and aquaculture sector (Official Journal of the European Union by 2014 28 June, no. L 190) (hereinafter Regulation No 717/2014) with regard to the beneficiaries operating in the fishery and aquaculture sector of the European Parliament and of the Council of 11 December 2013 Regulation (EU) no 1379/2013 for fishing and aquaculture products the common organisation of the market, and amending Regulation (EC) no 1184/2006 and (EC) no 1224/2009 and repealing Council Regulation (EC) No 104/2000 (Official Journal of the European Union, 2013 December 28, no. L 354) (hereinafter Regulation No 1415/2013). 24. Financing of the activities supported by the beneficiary, when deciding on the grant of de minimis aid traders, cooperatives, farmers or fishermen holding individual companies, associations and foundations, comply with the following conditions: 24.1. de minimis aid is granted pursuant to Regulation (EC) No 1407/2013 article 1, paragraph 1 of Regulation No 717/2014 article 1 and paragraph 1 of Regulation No 1408/2013 article 1 referred to in paragraph 1, the sectoral and operational restrictions and check if the trader, cooperative societies, peasants or fishermen holding individual company, association or Foundation does not claim to support any of the rules referred to in annex not eligible sectors; 24.2. before the decision on the grant of de minimis aid checks that the amount of aid granted in conjunction with the fiscal year concerned and the two previous fiscal years received de minimis aid does not exceed the total amount of regulation 1407/2013 article 3 (2) or of Regulation No 1408/13 paragraph 2 of article 3 (beneficiaries of State aid, which deals with the primary production of agricultural products), or regulation no 717/2014 article 3 (beneficiaries of State aid active in the fishery and aquaculture sector, in accordance with Regulation No 1415/2013) the maximum amount of de minimis aid. In assessing the extent of State aid must be assessed de minimis aid received by one single company level. One company is an enterprise that satisfies Regulation No 1407/13 article 2, paragraph 2 of Regulation No 1408/13 paragraph 2 of article 2 of Regulation No 717/2014 article 2, paragraph 2 these criteria; 24.3. de minimis aid shall not be granted if the trader, cooperative society, farmers or fishermen, farm, individual company, association or Foundation with the judgment of the Court of Justice has declared insolvency proceedings, the judgment of the Court is the legal protection process or by a decision of the Court of Justice is an out-of-court redress process, they have a previous bankruptcy, or the restoration of a suitable arrangement, the economic activity it has ended or they meet the national criteria laid down to request the appropriate creditors in insolvency proceedings; 15.2. subject to the provisions of Regulation No 1407/2013 article 5 (1) and (2) or regulation no 717/2014 5. Article 1, paragraph 2 and 3, or of Regulation No 1408/2013 article 1, paragraph 2 and 3, de minimis aid may not be cumulated with other de minimis aid until Regulation No 1407/2013 article 3 (2) of Regulation No 717/2014 article 3, paragraph 2 whether Regulation No 1408/2013 article 3 (2) the limit values, as well as the question may be cumulated with other State aid in respect of the same eligible costs or other public aid for the same venture funding measure, if the result of the cumulation is not exceeded the maximum aid intensity or aid amount laid down in State aid or the decisions of the European Commission; 15.2. If the trader, cooperative societies, peasants or fishermen holding individual company, association or Foundation at in one or more sectors or carry out other activities which fall within Regulation No 1407/2013 scope and deal with the primary production of agricultural products in accordance with Regulation 1408/2013 or running the fishery and aquaculture sector, in accordance with Regulation No 1415/2014, the beneficiary country shall ensure that industry or the cost of separation in accordance with Regulation No 1407/2013 article 1, point 2 , Regulation No 1408/2013 article 1, points 2 and 3 of Regulation No 717/2014 article 1 point 2 and 3. 25. The De minimis registration is carried out in accordance with the laws and regulations on de minimis aid tracking and allocation procedure and de minimis aid in the form of samples or in accordance with the legislation on fisheries and aquaculture sectors in the de minimis aid granted in the Administration and supervision, or in accordance with the laws and regulations for the agricultural sector to be granted administration of the de minimis aid and supervision. 26. data on de minimis aid stored in accordance with Regulation No 1407/2013 article 6 or 13 of Regulation No 1408/article 6 (4), or regulation no 717/2014 article 6 (4). 27. the decision on the grant of de minimis aid under Regulation (EC) No 1407/2013, Regulation No 1408/2013 and Regulation No 717/2014 can be accepted up to the expiry of this regulation, or until 30 June 2021. 28. Support can receive trader, cooperative societies, farmers or fishermen and individual company holdings which comply with the provisions of paragraph 24 of the above conditions and the following requirements: 28.1. the economic operator is established in the commercial register of the Republic of Latvia or cooperative society, farmers or fishermen or individual holding company is registered in the enterprise register of the Republic of Latvia; 28.2. the trader, cooperative society, farmers or fishermen holding individual or company under the administration of the State revenue service tax (duty) the debtor of the information available in the database is not a tax or fee debt, including State social security payment for debt, which totals more than 150 euro; 28.3. trader, cooperative societies, peasants or fishermen or individual holding company funding the recipient has not provided false information or intentionally misled in connection with European Union structural funds or the Cohesion Fund (hereinafter – the Fund) co-financed projects implementation; 28.4. the merchant, cooperatives, farmers or fishermen holding the interests of the company or individual person has not committed a crime that hit the Republic of Latvia or the European Union's financial interests, and the trader, the cooperative society, farmers or fishermen holding individual or entity under the criminal code are not suitable for the forced influence; 28.5. cooperative society are joined together at least three commercial companies (not granting aid housing cooperatives, the owner of the car in the garage of cooperatives of owners, boat owners garage cooperatives and cooperatives of Horticulture). 29. support for membership in the national billboard is not assigned to the trader, cooperative society, farmers or fishermen holding individual enterprise whose product does not meet the specifics of the exhibition stand concept and target market, which is organized in the exhibition. 30. support may receive the Association or foundation that comply with the provisions of paragraph 24 of the above conditions (de minimis conditions do not apply to the Association or Foundation, which receives the support of the project, which is not related to the implementation of economic activity), and the following requirements: 30.1. Vi. Project implementation and financing conditions 53.
