No. 64 19) the national civil aviation security regulations Issued by the Commission in accordance with the law ' on the air ' 57. the third paragraph of article 1 the national civil aviation security Commission (hereinafter the Commission) is a collegiate decision-making body set up to promote the national civil aviation security programme, set goals and tasks to civil aviation security measures for effective implementation. 2. the Commission shall have the following functions: 2.1 if there is a real threat to the safety of civil aviation, depending on their nature and degree to coordinate cooperation between the authorities responsible for national civil aviation security programme; 2.2. to evaluate the civil aviation sector of the civil aviation security measures and suggest necessary changes according to the existing civil aviation security risk; 2.3. the civil aviation transportation related emergencies to advise the Cabinet crisis relief; 2.4. to provide advisory assistance in the development of measures against threats to the security of civil aviation; 2.5. create appropriate 7 December 1944 Convention on international civil aviation (hereinafter referred to as the Convention) 9. requirements set out in the annex to the simplification of the formalities of air transport, the Group of experts (hereinafter referred to as the Panel) and monitor its activities. 3. the Commission shall consist of: 3.1 traffic Ministry State Secretary (President); 3.2. the Ministry of the Interior (Vice-Chairman of the Committee); 3.3. State Secretary, Ministry of Foreign Affairs; 3.4. State agencies ' Civil Aviation Agency "(hereinafter referred to as the Civil Aviation Agency) Director; 3.5. The Ministry of transport Aviation Department Director; 3.6. public joint stock company "Riga International Airport" by the Chairman of the Management Board; 3.7. State border guard Chief; 3.8. the Security Police Chief; 3.9. The State Revenue Service Deputy Director-General of the customs legislation, the Customs Administration Director; 3.10. the emergency medical services Director; 3.11. the national armed forces air force aviation Base Commander. 4. the Commission shall convene and chair the meetings of the President of the Commission. If the President is unable to discharge his duties, the hearing shall be convened and chaired by the Deputy Chairman of the Commission. 5. Conditions relating to response measures in the development of illegal interference in the activities of civil aviation for relief or prevention of possible threats, the Commission shall convene and chair the meetings of Commission Vice-President. 6. the Commission shall be valid if they are sitting on more than half of the composition of the Commission. Members of the Commission have the right to separate the powers of the Commission meetings in its place another representative. 7. the Commission has the right to request from the: 7.1 civil aviation operators (including airports and aircraft operators), air navigation service providers, the work of the Commission the necessary information, which also includes opinions on specific issues; 7.2. to invite to participate in the meetings of the Commission, airport management, aircraft operators, air navigation service providers and other private or public authorities; 7.3. to submit to the Cabinet of Ministers proposals on non-important security measures in civil aviation development and financing; 7.4. to give expert group tasks according to its competence. 8. the Commission meets periodically, depending on civil aviation security issues, but not less frequently than once a year. 9. the Secretary of the Commission to prepare proposals for the agenda of the meeting, meetings of the Commission for consideration submit draft documents, recorded and presented in the meeting. 10. duties of the Secretary of the Commission made Civil Aviation Agency's authorized representative. 11. the Secretary of the Commission, not later than 10 working days, but in the case of extraordinary meetings not later than five working days before the meeting of the Commission shall inform in writing the members of the Commission and inform by electronic means the Group of experts, noting the meeting venue, time and agenda. 12. at the hearing the Commission deals with the response to the development of illegal interference with the consequences of the Act or the alleged threats, the duties of the Secretary of the Commission shall be made in the security police authorized representative. 13. the Commission shall take decisions by a simple majority, a vote. If the vote is split in the same way, the casting is the head of a Commission meeting. 14. the expert group shall consist of the Ministry of transport, Ministry of Interior, the Ministry of Foreign Affairs, the Civil Aviation Agency, public joint stock company "Riga International Airport", the national border guard, police, State revenue service, the customs administration of the emergency medical service and national armed forces delegated to technicians. 15. the functions of the Group of experts are: 15.1 to examine the legislation of the Republic of Latvia, the administrative practice and the passengers, the aircraft crew, cargo crossing point checks the conformity of technology Annex 9 of the Convention (for example, border crossing, customs, health, veterinary control issues, if air transport is used), to prepare proposals for the necessary amendments to the Latvian legislation and submit it to the authority which has competence in this matter; 15.2. to cooperate with airport management, aircraft operators, air navigation service providers and other private or public institutions, representatives of the simplification of the formalities of air transport. 16. the expert group meeting be convened and chaired by the Director of Civil Aviation or by his authorized representative. 17. the expert group meeting are: 17.1. planned – at least every six months; 17.2. in emergency, be convened by the Director of Civil Aviation or the members of the Group of experts. 18. Civil Aviation Agency not later than 10 working days, but in the case of extraordinary meetings not later than five working days before the meeting of the expert group on the electronic form shall notify the members of the Group of experts, noting the meeting venue, time and agenda. 19. the Group of experts carried out the duties of the Secretary of the Civil Aviation Agency's authorized representative. 20. The Group of experts in each Commission session provides an overview of the rules given in point 7.4 and point 15 of the tasks specified in the function. 21.
