No 66 25) at national and European Union aid modalities event advisory services, farm management and farm support services "Sub" support for the use of advisory services for the promotion of "Issued under the agricultural and rural development Act article 5, fourth paragraph i. General questions 1. determines the order in which the State and the European Union support the event" Advisory services, farm management and farm support services "Sub" support promotion of advisory services "(hereinafter referred to as the Sub) in accordance with European Parliament and Council 2013 17. Regulation (EU) no 1305/2013 on support for rural development by the European agricultural fund for rural development (EAFRD) and repealing Council Regulation (EC) No 1698/2005 article 15 (hereinafter Regulation No 1305/2013), as well as of the Commission of 25 June 2014 to Regulation (EU) No 702/2014, by which certain categories of aid in the agricultural and forestry sectors and rural areas recognised as compatible with the internal market application of the Treaty on the functioning of the European Union article 107 and 108 (Official Journal of the European Union, 1 July 2014, no L 193) (hereinafter Regulation No 702/2014), article 39. 2. in accordance with Regulation No 1305/13 article 15 sub-action aims to promote the provision of individual consultations on cross-compliance requirements, protection of the environment, hygiene, animal welfare and good agricultural and environmental conditions, environmentally friendly methods of farming, forestry, climate change effects, the holding company or the investment's economic and ecological indicators, as well as improving safety climate and sustainability to climate change. 3. the site is under the Republic of Latvia. 4. Sub supported individual advice. The final beneficiary who receives consulting are: 4.1 agricultural or forestry sectors involved in legal or natural persons, as well as natural persons conducting economic activity in the agricultural or forestry sectors; 4.2. agricultural or forest land owner or legal possessor. 5. The beneficiary is Regulation No 1305/13 article 15 (2) and Regulation No 702/2014 article 39, paragraph 4, of the applicant. 6. the applicant is a legal public or private entity. 7. supports the applicant comply with those laid down in the conditions of the aid and, in accordance with Regulation No 1305/13 paragraph 3 of article 15 are selected through public procurement. II. conditions for receiving the aid 8. Support the applicant: 8.1 declare independence, which provides advice (no commercial interest in the agricultural or forestry machinery used in the production of chemical and biological materials, promotion and distribution); 8.2 employees who provide advice (consultants) at least once a year, provide training in paragraph 2 of these regulations in these areas; 8.3. ensure that consultants are higher or vocational secondary education and the number of consultants in vocational secondary education does not exceed 30 percent of the total involved in providing the service consultant; 8.4. actions contained in the tender exercise at least a third of the territory of Latvia, covering at least three rural support service of the regional agricultural administration customer service areas, and each such area are: 8.4.1. at least one registered member of the society of forestry services cooperative; 8.4.2. at least one registered entity supports other applicants; 8.5. represents at least three years of work experience in the provision of advice in the sector concerned; 8.6. ensure necessary logistic base, for example, consulting rooms, computer equipment, transport; 8.7. ensure that consultants who advise this provision 9.2, in the area referred to in subparagraph has received the national plant protection service issued by the plant protection adviser licence. 9. in accordance with Regulation No 1305/13 article 15, paragraph 5 and 6 support the applicant provides advice on: 9.1 the laws those minimum requirements management or good agricultural and environmental conditions; 9.2. the laws and requirements regarding the use of plant protection products, in particular compliance with the integrated plant protection the General principles and the sustainable use of pesticides; 9.3. the company's economic and environmental indicators, if the beneficiary is the merchant of the consultation a rural area who works in agricultural or forestry sector and turnover in the last year does not exceed 15 000 euro; 9.4. forest land owners and the legal possessor of the obligations provided for in the legislation on the conservation of natural habitats and of wild fauna and flora, on the conservation of wild birds and on the requirements in the field of water resources. III. Support procedures 11. After receipt of the request for consultations support the applicant within five working days of the field support service Electronic login system (hereinafter referred to as the Electronic login system), enter information about the final beneficiary, the date of receipt of the request and type, as well as consultations provided for time and place. 14. The final beneficiary, arriving on consultation, support applicants to submit registration form: 14.1 (annex); 14.2. presentation of documents proving that point 3 of the annex contains the recipient's involvement in the advice the way agricultural or forestry sectors, and provide a copy of it. 15. supports the applicant checks that the documents referred to in point 14 of the specified information. 16. supports the applicant within five working days after the delivery of the electronic consultation input login system data on the final beneficiaries, as well as the cost of the consultation (aid) and a summary of the advice provided. 17. supports the applicant quarterly Electronic login system, submit a request for payment and the following supporting documents: 17.1. consultation registration page; 17.2. visit the page; 17.3. the consultation work for the transfer and adoption of legislation; 17.4. the Bill on the provision of advice. 18. If the field support service to perform the examination in accordance with the laws and regulations on the procedures administered by the programming period 2014-2020 funding from the European agricultural guarantee fund, the European agricultural fund for rural development and the European Fund for Maritime Affairs and fisheries, as well as national and European Union support for agriculture, rural development and fisheries, reveal non-conformity with this provision of the documents referred to in point 14 of the data supplied, it shall take a decision on the refusal to pay the aid to the applicant an electronic login system and requested assistance specified in. 19. supports the applicant up to the current year's February 15 Electronic login system report for the previous calendar year to the problems identified, risk factors and their possible solutions.
