Nr. 55 2) European globalisation adjustment fund funding, and the conditions for the use of active employment and reduction of unemployment prevention measures Issued in accordance with the law on the support of the unemployed and jobs seekers-article 4 of the tenth i. General questions 1. European globalisation adjustment fund (hereinafter referred to as the Fund) funding, and the conditions for the use of active employment measures and preventive measures to reduce unemployment in the European Parliament and of the Council of 17 December 2013 to Regulation (EU) no 1309/2013 for the European globalisation adjustment fund (2014-2020) and repealing Regulation (EC) no 1927/2006 (hereinafter referred to as the Council Regulation Nr. 1309/2013). 2. These provisions shall implement appropriate laws and regulations of the European Union's structural and cohesion funds management and control by 2014 – 2020 programming period insofar as these provisions do not stipulate otherwise. 3. the Fund supports the target of Council Regulation (EC) no 1309/2013 persons referred to in article 3, which have acquired the status of unemployed. 4. the maximum eligible funding level of the Fund for the period up to 2020 is 60% of Council Regulation No 1309/2013 article 13, paragraph 1 of the total State budget and 40% co-financed. Council Regulation (EC) no 1309/2013 article 4 referred to in paragraph 2, in exceptional cases, total investment may not exceed 15% of the maximum annual amount of the Fund. Council Regulation (EC) no 1309/2013 article 7(1) "b" referred to the cost of the measure may not exceed 35% of Council Regulation No 1309/13 article 7, paragraph 1 of the agreed set of personalised services the total cost of the measures. Investment costs for self-employment, business start-ups and investment costs in situations when workers take over the company's holdings may not exceed 15 000 euros. 5. Funding may be used for the following purposes: 5.1. Council Regulation (EC) no 1309/2013 3. persons referred to in article 3; 5.2. III. Fund funding and utilization 17. Fund financing and the control of the use, control and monitoring provides the following bodies: 17.1. the managing authority; 17.2. the audit authority; 17.3. the certification authority; 17.4. the Commission. 18. The managing authority shall perform the functions of the Ministry of welfare. The Ministry of welfare provides that the functions of the managing authority are separated from other functions of the Ministry. 19. the managing authority shall have the following rights: 19.1. to request and receive from the beneficiary and that rule 17.2 17.3 and 17.4, in the. said institutions the information necessary for the management and supervision of the Fund; 19.2. to request and receive information from beneficiaries of Council Regulation (EC) no 1309/2013 release referred to in article 4, the information for the preparation of the Fund's application for funding under Council Regulation (EC) no 1309/2013 article 8 and other information; 19.3. to propose and carry out measures for control of the Fund to the beneficiary; 19.4. to plan the actions co-financed by the Fund and the expenses of the preparatory, management, information and publicity, control and reporting measures. 20. the managing authority shall have the following responsibilities: 20.1. prepare these rules referred to in point 15 of submission to the European Commission. 20.2. Council Regulation (EC) no 1309/13 article 18, paragraph 1, the deadline for submission to the European Commission to prepare the final report; 20.3. to provide information to the public and to ensure publicity of issues related to the implementation of the measures co-financed by the Fund, according to managing financial resources from the budget of the Ministry of welfare or pursuant to Council Regulation (EC) no 1309/13 paragraph 4 of article 12; 20.4. to monitor and control the implementation of the measures co-financed by the Fund, including the verification of the measures financed by the Fund in place, as well as to review and approve the reports submitted by the beneficiaries of the Fund reports on the implementation of the activities financed by the Fund and to monitor the use of funding; 20.5. to ensure separate accounting records for the administration of the Fund co-financed expenditure or the appropriate tracking code system in relation to all the administration of the Fund co-financed measures linked transactions; 20.6. to assess the implementation of the Fund not found in compliance and to take a decision on them; 20.7. Council Regulation No 1309/2013 article 21, paragraph 1 specific measures; 12.9. to prepare for submission to the European Commission, the European Parliament and of the Council of 25 October 2012 Regulation (EU, EURATOM) no 966/2012 on the financial provisions applicable to the general budget of the Union, and repealing Council Regulation (EC, Euratom) No 1605/2002 (hereinafter referred to as the financial regulation) article 59, point 5, first paragraph "a" and "b" referred to in the reports, report accuracy and completeness, veracity, as well as their that the expenditure complies with the applicable legislation and has been incurred in respect of operations selected for funding in accordance with the criteria applicable to the operational programme and to comply with applicable law. 21. The beneficiary shall perform the functions of the Agency. 22. The beneficiary shall have the following rights: 22.1. ensure that in the application of the measures co-financed by the Fund;

22.2. to calculate the Council Regulation No 1309/13 article 7, paragraph 4 of the set. 23. the Agency shall determine the order in which it implements the Fund measures. 24. The beneficiary shall have the following responsibilities: 24.1. attract Council Regulation No 1309/2013 persons referred to in article 3 of the active employment measures and preventive measures in the reduction of unemployment according to the legislation on the employment measures active and preventive measures to reduce unemployment, organisation and financing arrangements for the implementation of the measures and selection principles under Council Regulation No 1309/13 article 16, paragraph 4 of the conditions and pursuant to Council Regulation (EC) no 1309/2013 referred to in article 10 equality between men and women and of non-discrimination conditions and the engagement with the managing authority; 24.2. Council Regulation (EC) no 1309/2013 article 7 laid down in the action for which there is entitlement to the aid, take as soon as possible, but not later than 24 months after the date of filing of the application in accordance with the Council Regulation No 1309/13 paragraph 1 of article 8; 24.3. provide a separate accounting for the expenditure co-financed by the Fund or the appropriate tracking code system for all with the implementation of the measures co-financed by the Fund-related transactions, as well as statistical records of each Fund co-financed measures of the parties involved, its gender, age, education level, social exclusion risk population groups; 15.2. to submit a report on the managing authority of the measures co-financed by the Fund the implementation and review of the use of funding, including pre-financing, national co-financing and financing of the Fund; 15.2. to provide information on the implementation of the measures co-financed by the Fund, and to ensure that the provisions of the institutions referred to in paragraph 17 of the access of all to the implementation of the measures co-financed by the Fund related to the original document or their derivatives, as well as the implementation of the measures co-financed by the Fund in place; 24.6. According to Council Regulation (EC) no 1309/2013 article 5 to specify the method used to calculate the provision referred to in paragraph 3, the number of persons to one of Council Regulation No 1309/13 Article 5, paragraph 2 of the dates; 15.3. in accordance with paragraph 32 of these regulations to participate in the meetings of the managing authority and report on the implementation of the measures financed by the Fund on the progress and results; 15.4. to report immediately to the Ministry of Welfare of Council Regulation No 1309/2013 release referred to in article 4. 25. the audit authority for the Ministry of finance. The Ministry of Finance shall ensure that the functions of the audit authority is separated from other functions of the Ministry. 26. the audit authority shall have the following rights and obligations: 26.1. to request and receive from this provision in paragraph 11, 17.1, 17.3 and 17.4. in the said institutions and funding requested information necessary for the performance of its duties; 26.2. the managing authority and the certifying authority the initial assessment of compliance of the European Parliament and of the Council of 17 December 2013 regulations No 1303/2013 laying down common provisions on the European regional development fund, the European Social Fund, the Cohesion Fund, the European agricultural fund for rural development and the European Fund for Maritime Affairs and fisheries and general provisions on the European regional development fund, the European Social Fund, the Cohesion Fund and the European Fund for Maritime Affairs and fisheries, and repealing Council Regulation (EC) No 1083/2006 (hereinafter referred to as the Council Regulation No. 1303/2013) article 124, paragraph 2 and in annex XIII criteria; 16.3. to prepare the initial conformity assessment report and opinion of the managing authority and the certifying authority compliance with the Council Regulation No 1303/2013 article 124 paragraph 2 and in annex XIII criteria and submit them to the Minister of welfare; 26.4. take 59 of the financial regulation, article 5, point "a" and "b" section of the reports provided for in the audit. 27. the certification authority for the Ministry of welfare. The Ministry of welfare, ensure that certification authority functions are separated from other functions of the Ministry. 28. the certification authority has the following rights and obligations: 28.1. to request and receive from this provision in paragraph 11, 17.1, 17.2 and 17.4. in the said institutions and funding requested information necessary for the performance of its duties; 28.2. prior to the submission of applications for payment to the European Commission to certify and attest that the expenditure has been tested and complies with the applicable legislation; 28.3. in the preparation of applications for payment and submission to take into account the audit authority or the responsibility of the audit results; 28.4. to prepare and submit to the European Commission a payment application and confirm that it is based on verifiable supporting documents, and it is verified by the managing authority; 28.5. prepare for submission to the European Commission of the financial regulation, in article 59, point 5, first paragraph "a" referred to in the reports, report accuracy and completeness, veracity, as well, that the following expenditure conforms to the applicable legislation and has been incurred in respect of operations selected for funding in accordance with the criteria applicable to the operational programme and to comply with applicable laws; 28.6. list the recoverable amounts and the amounts withdrawn after all or part of the contribution granted waiver; 17.8. the Fund supports the implementation of the checks required to submit reports to the European Commission for approval. 29. The managing authority and the certifying authority in the selection procedure in accordance with Council Regulation (EC) No 1303/2013 article 124 (1). Welfare Minister shall inform the European Commission of the managing authority and the certifying authority compliance with the Council Regulation No 1303/2013 contained in annex XIII criteria. 30. Article 59 of the financial regulation referred to in paragraph 5 of the statement of expenditure declarations, the final audit report, annual summary of controls effected and independent audit opinion shall be submitted to the European Commission together with the Council Regulation No 1309/13 article 18, paragraph 1 of the final report. 31. After final payment is received from the European Commission the Treasury supports the European Commission's funding of State budget revenues. 32. In order to monitor the use of the Fund's effectiveness and the quality of the managing authority at least once a year a meeting organised in which the beneficiary shall report on the implementation of the activities financed by the Fund on the progress and results. 33. the funding recipient and the managing authority shall ensure the double financing risk prevention and the demarcation with the European Social Fund financed in the framework of active employment measures and preventive measures to reduce unemployment without involving the Council Regulation No 1309/2013 3. the persons referred to in the article at the same time the European Social Fund funded the active employment measures and preventive measures in reducing unemployment and measures financed by the Fund.
