Cabinet of Ministers Regulations No. 655 in 2016 (4 October. No 50 11) amendments to the Cabinet of Ministers of 26 2015. Regulation No 259 of may "aid modalities for participation in the international cooperation programmes in the field of research and technology" Issued in accordance with scientific activity article 13 of the law of the third subparagraph of paragraph 4 to make Cabinet 26 2015. Regulation No 259 of may "aid modalities for participation in the international cooperation programmes in the field of research and technology" (Latvian journal, 2015, nr. 116.) the following amendments : 1. Express 1.1. subparagraph by the following: "1.1. procedures for granting support for membership of the European Union's research, innovation, technology development and demonstration programme (hereinafter the programme) projects;". 2. Delete paragraph 1.2., the words "research and development". 3. Replace paragraph 2.4. figures and the words "9 July 2008" with numbers and words, "September 22, 2010". 4. Replace the words "paragraph 2.18 (hereinafter-ERIC Consortium)" with the words "(ERIC)". 5. Express 3.1. subparagraph by the following: "3.1. research organization – the scientific institutions of the Republic of Latvia in the register (hereinafter register of scientific institutions) registered scientific institutions (hereinafter referred to as the scientific authority), which corresponds to the European Commission of 17 June 2014 to Regulation (EU) No 651/2014 (Official Journal of the European Union, 2014 26 June, no L 187/1) to the specified categories of aid compatible with the internal market, the application of the Treaty and article 107.108 (hereinafter Regulation No 651/2014) 2. Article 83 the definition laid down in point; ". 6. Make the following paragraph 3.12: "3.12 project research categories (research category), if the State aid, fundamental research, industrial research, experimental development of Regulation No 651/2014 2. Make a paragraph 4 by the following: "4. in accordance with these rules shall: 4.1. State aid under Regulation No 651/2014 25. and article 28 and national co-financing: 4.1.1. FP7 and CIP" Horizon 2020 "project; 4.1.2. EU ERIC – European social survey (European Social Survey) the European research infrastructure consortium (European Research infrastructure consortium) and its research phase to be implemented in the framework of cost recovery; 4.2.4. the European academic network GEANT (Gigabit European Academic Network) (GEANT) Association, the Consortium, GEANT projects, including Latvia's annual connection fee of the GEANT and GEANT internet channel (World Service Commodity); 4.2.5. the European strategic forum on research infrastructures (European Strategy Forum on Research Infrastructure (esfri)) the European research infrastructure road map for 2016 (European Roadmap for the Researcher to Infrastructure 2016) include a European research infrastructure consortium (European Research Infrastructure Consortium (ERIC)), which was established in accordance with the regulations. "ERIC 9. Make paragraph 6 by the following: "6. the tenderer: 6.1. is eligible for support under these rules, if the Agency is to support the applicant's submitted an application for the granting of aid for the implementation of the project (hereinafter application) and, pursuant to paragraph 14 of these rules, the applicant has entered into an agreement with the European Commission or agency for the implementation of a project; 6.2. public aid shall be granted in accordance with Regulation No 651/2014 6. paragraph 2 of article has launched the project before the application is submitted to the Agency. If the equipment and use of equipment in the project does not cover the entire depreciation period for eligible considers only its depreciation costs covering the period when the equipment and facilities used in the project, and which is calculated in accordance with good accounting practice; 13.1.4. costs of buildings and land, to the extent and for the period used for the implementation of the project according to their intensity of use in the project. As regards the buildings eligible to be considered as only the depreciation costs corresponding to the duration of the project, and is calculated in accordance with generally accepted accounting principles. In relation to the ground shall be considered ineligible costs of commercial transfer or actually incurred capital costs; 13.1.5. the cost of contract research, knowledge and patents bought or licenses received from outside sources of fair competition, as well as the cost of consultancy services and equivalent services used exclusively for the attainment of the objectives of the project. These costs must not exceed 25 percent of the project total eligible costs; 13.1.6. charges for equipment, instruments and materials (e.g. chemicals, laboratory utensils, medicines), to the extent and as long as they are used in the project, as well as their purchase and delivery costs, which are listed under the accounting regulatory regulations and are directly attributable to the performance of the project; 13.1.7. other direct costs not specified in 13.1.1, 13.1.2. these provisions, 13.1.3.,.,., and 13.1.5 13.1.6 13.1.4. in subparagraph and which is required to direct project objectives; 13.2. If the applicant, under this paragraph provides for the grant of State aid, valued according to this provision the requirements of chapter II, subject to this provision subparagraph 12.1.2.. " 14. Replace paragraph 17 of the introductory paragraph, the number "2 200" with the number "5000". 15. Add to 17.4. section behind the words "administration costs" with the words "and to pay value added tax expense". 16. To supplement the rules by 17.5. subparagraph by the following: "17.5. Cost activities planned in the framework of international events (conferences, seminars, training activities and summer school) organisation and progress of Latvia." 17. Replace paragraph 19.1. numbers and the word "4.1, 4.2, 4.3, 4.4, 4.5, 4.6, and 4.8.47." with the figures and word "4.1.1, 4.1.2, 4.1.3., 4.1.4, 4.1.5 and 4.1.6.". 18. Amend paragraph 19.8. the words "or" application ". 19. Replace paragraph 20, the word "Academy" with the words "the Latvian Academy of Sciences".
