No 63 14) individual agricultural and forestry vehicle conformity assessment Issued in accordance with the provisions of the Highway Traffic Act, the fourth subparagraph of article 15.1 i. General questions 1. rules determine individual implements of agriculture and forestry, its trailers and interchangeable towed equipment, as well as special implements (hereinafter vehicle) the conformity assessment procedures and technical requirements. 2. The terms used in the following terms: 2.1. individual vehicle approval-the document by which the inspection body certifies the conformity of the vehicle is officially a national individual vehicle conformity assessment requirements; 2.2. interchangeable towed equipment – vehicle that complies with the European Parliament and of the Council of 5 February 2013 Regulation (EU) No 167/2013 for agricultural and forestry vehicles approval and market surveillance (hereinafter Regulation No 167/2013) article 3, paragraph 10 of the above definition; 2.3. equipment-any device that is not a component and supplementing the vehicle or be installed on it; 2.4.-United devices system unit, the vehicle of one or more specific functions; 2.5. the details – a device used for the Assembly of vehicles, as well as spare parts; 2.6. separate technical unit-a device which is part of the vehicle. 3. These provisions shall not apply to vehicles: 3.1. intended for use in the armed forces, civil protection, fire-fighting, maintaining public order services, sport and entertainment; 3.2. which received type-approval; 3.3. registered in foreign countries and for a period of up to three months brought in Latvia; 3.4. Regulation No. 167/13 paragraph 2 of article 2. 4. conformity of the vehicle shall be assessed for the inspection body accredited national accreditation body according to the laws and regulations on assessment of conformity assessment bodies, accreditation and monitoring implements, trailers and its components conformity assessment (hereinafter referred to as the authority). 5. market surveillance function performing the State technical supervision of the Agency, in collaboration with the national authorities, the vehicle owner (holder) and institutions. 6. The institution within 10 working days of the receipt of the application, examine the documents presented. If an application for review to the legitimate need additional information, the vehicle owner (holder) at the request of the institution to submit, within one month after receipt of the request. If within that period the requested information is not received, the institution does not accept applications submitted and, upon request, give it back to the vehicle owner (holder). 11. If the submitted documentation meets the requirements of this regulation, the institution shall agree with the owner of the vehicle (holder) for the technical inspection of the vehicle location and time. 12. the institution of technical compliance expertise: 12.1. vehicle identification number unique to the plate (annex 5) and fixed to the vehicle; 12.2. the indicative measurements to determine the vehicle's conformity with the technical documentation and with the requirements of this regulation; 12.3. the technical inspection report shall be prepared in duplicate. One copy to be kept for not less than 10 years, the institution, the other for the vehicle owner (holder). 13. where technical expertise during the institution finds that the vehicle does not meet the requirements in these rules, it shall indicate in the report the non-compliance. The vehicle owner (holder) one month, inconsistencies and prevents the vehicle repeatedly presented the technical expertise. 14. If the vehicle conforms to the requirements of this regulation, the authority shall issue within five working days of individual vehicle approval (annex 6), showing the unique individual approval number. 15. General requirements 1.1.
