The Saeima has adopted and promulgated the following laws of Valstsprezident: amendments to the law "About the 1974 Athens Convention on passengers and their luggage by sea, 2002 Protocol" make law "on the 1974 Athens Convention on passengers and their luggage by sea, 2002 Protocol" (Latvian journal, 2005, nr. 5) as follows: 1. To supplement the law with article 1.1 as follows: "article 1.1. According to the International Maritime Organization (IMO) Legal Committee in 2006 on October 19, the guidelines adopted for the 2002 Athens Convention on passengers and their luggage by sea (hereinafter referred to as the IMO guidelines) and the IMO reservation contained therein, the Council of the European Union of 12 December 2011-2012/22/EU decision "On accession to the European Union, the 1974 Athens Convention relating to the carriage of passengers and their luggage by sea, 2002 minutes except the article 10 and 11 ", as well as the European Parliament and of the Council of 23 April 2009. Regulation (EC) no 392/2009 on the liability of carriers of passengers by sea in the event of accidents shall notify the Republic of Latvia the following reservation with regard to the adoption of the Protocol and approval: 1) carrier's liability limitation: a) Republic of Latvia retains the right to and undertakes to limit the 1974 Athens Convention relating to the carriage of passengers and their luggage by sea , as amended by the Protocol of 2002, (hereinafter referred to as the 2002 Athens Convention), article 3 of the first or second part of the responsibility, if any, with regard to passenger's death or bodily injury caused by any of the risks referred to in paragraph 2.2 of the IMO guidelines, the liability does not exceed the lesser of the following amounts: 250 thousand units of account per passenger in the case or 340 million units of account for a ship in total in each case the Republic of Latvia, b) reserves the right to and undertakes such responsibility shall apply mutatis mutandis to the IMO guidelines 2.1.1 and 2.2.2. point c) limits the Republic of Latvia in accordance with the 2002 Athens Convention article 4 the actual carrier's liability, in accordance with article 11 of the carrier or of the performing carrier shall give, or agent's responsibility and in accordance with article 12 of the total recoverable, d) of the first subparagraph of paragraph 1 and taking reservations apply irrespective of the Athens Convention 2002, article 3 of the first or second part of the liability set out in and whatever may the opposite Convention referred to in article 4 or 7, however, this disclaimer does not affect the Convention and taking 10 and article 13; 2) compulsory insurance and the insurer's liability: a) Republic of Latvia retains the rights and assume the limit under the Athens Convention 2002 Article 4bis of the claim provided for in the first subparagraph shall constantly maintain insurance or other financial security in respect of the death of or personal injury to a passenger caused by any damage, the risk referred to in paragraph 2.2 of the IMO guidelines, the liability does not exceed the lesser of the following amounts: 250 thousand units of account per passenger in the case or 340 million units of account for a ship in total in each case the Republic of Latvia, b) reserves the right to and undertakes to limit its insurers or other persons whose liability under the Athens Convention 2002 Article 4bis of the tenth provides financial security for passenger's death or bodily injury caused by any of the risks referred to in paragraph 2.2 of the IMO guidelines, not exceeding the liability insurance or other financial security of the amount that shall be maintained in accordance with paragraph 2 of this article, the "a" section , c) Republic of Latvia retains the rights and assume the IMO guidelines, including the guidelines and the IMO 2.1 2.2 clause referred to in point for all in accordance with the 2002 Athens Convention compulsory insurance, d) Republic of Latvia retains the right to and undertakes to release the 2002 Athens Convention Article 4bis of the first part of the insurance or other financial security service provider from liability, which he has not committed; 3) certification: a) Republic of Latvia retains the right to issue the insurance and certificates under the Athens Convention 2002 bis 4 of the second paragraph of article to reflect the limitations of liability and the requirement for the insurance coverage referred to in paragraph 1 of this article, "a" and in paragraph 2 of point "a", "b" and "d", and the inclusion of such limitations, requirements and exemptions as it finds necessary for the insurance market conditions at the time of issue of the certificates the Republic of Latvia, b) reserves the right to and undertakes to accept insurance certificates in accordance with similar reservations issued by other countries, which are the 2002 Athens Convention parties, c) limitations, requirements and exemptions clearly reflects under the Athens Convention 2002 Article 4bis of the second part of the issued or approved the certificate; 4) with reservation rights used, stored properly in the light of the guidelines and all the BOM amendments to ensure uniformity. If the IMO Legal Committee adopted a proposal to amend the IMO guidelines, the relevant amendments will apply from the date fixed by the said Committee. This is without prejudice to the provisions of international law on the right of the State to withdraw or amend its reservation. " 2. To supplement the law with article 4.1 as follows: "article 4.1. Communication of the Republic of Latvia on this law a reservation contained in article 1.1 shall enter into force simultaneously with the Protocol under its article 20 the final question, unless the Secretary-General notifies the IME about another procedure, and the Ministry of Foreign Affairs shall notify the official Edition of the "journal" of Latvia. "
The Parliament adopted the law in 2013, 14 November. The President of the Parliament instead of the President's Āboltiņ 2013 in Riga on November 29.
