The Saeima has adopted and promulgated the following laws of Valstsprezident: on the Baltimore University's constitutional amendments to article 1. With this law the University of Baltimore are approved the constitutional meeting 20 December 2012 Baltimore, the University adopted at the constitutional amendment. 2. article. I. the Status, rights, actions and tasks of basic 1. Liepaja University (University) is a higher education of the Republic of Latvia, the scientific body that implement the academic and professional study programmes, as well as dealing with science, research and artistic innovation, serving the Atlanta, Georgia and Latvia's growth. Its name in other languages are: Liepaja University (in English); Université de Liepaja (French); Лиепайскuй университет (Russian); The Liepaja Universität (German). University of Liepaja short name is lime. The University's founder is the State in the person of the Cabinet. 2. The University is an autonomous institution of education and science with the self-governing rights. Autonomy gets rights to freely choose the school founder and University of law put forward the corresponding tasks and forms, as well as responsibility for university education quality, focused and rational financial and material resources, the principle of democracy and University governing law and other legislation. The University has the right to: 2.1 develop and adopt its Constitution; 2.2. create a personnel; 2.3. independently determine the: 2.3.1. course content and form; 2.3.2. the student reception additional provisions; 2.3.3. the scientific research directions; 2.3.4. the organizational and administrative structure; 2.3.5. the wage rate that is not less than the Cabinet set rates; 2.3.6. the structure of financial resources; 2.4. developing and adopting internal procedures of regulatory documents; 2.5. assign qualification and academic/professional degrees, the National University of education recognised documents in accordance with the procedure laid down in the law; 2.6. assign scientific qualifications in accordance with the law of scientific activities; 2.7. the University granted honorary doctor and honorary member names in accordance with the rules approved in the Senate; 2.8. promoting international cooperation, student and academic staff and inter-university exchange programmes; 2.9. to receive and use the Organization and individual donations and donations; 2.10. perform an appropriate University profile on economic activities income is included in the University's budget for its development. 3. competence of the University of the Republic of Latvia Saeima approved the Constitution of the University. II. Academic freedom 8. Academic staff is entitled to choose the methods of training. III. The University governing body 12. main decision-making bodies of the University are: 12.1 constitutional meeting; 12.2. The Senate; 12.3. The Rector; 12.4. deleted; 12.5. The academic Tribunal. 13. the constituent Assembly has authorized the University the highest representation and management and decision-making body. 13.1. the constituent Assembly: 13.1.1. adopt and amend the Constitution of the University; 13.1.2. deciding on a university status and the name change; 13.1.3. Approves the election regulations of the Rector, shall elect the Rector and a reference; 13.1.4. listen and evaluate the Rector's annual report on the activities of the University; 13.1.5. Approves the rules of the Senate elected by the Senate and members of the academic and general staff; 13.1.6. deleted; 13.1.7. The Senate is the University personnel management and decision-making bodies of the collegiate. 14.1. The Senate confirms: 14.1.1. The University is running the Convention. It is elected by the Senate of the 7 to 10 persons for a period of three years after the University Department recommendations. The Senate also approved regulations for the Advisor to the Convention. Advisor to the Convention contribute to the University's work with public interest, advises the Senate and Rector of the University's development strategy. Advisor to the Convention shall have the right to propose the matter to the Senate and the constitutional meeting. 16. The Rector is the University's highest officer in the exercise of General University Administration and without special authorisation to represent the University. 16.1. The Rector elected by the constituent Assembly for five years, no more than two times in a row. The Rector must be a professor. The Rector election is governed by regulations approved by the constituent Assembly. Elected Rector confirms the Cabinet of Ministers. 16.2. The Rector is responsible for the University's operation 16.2.1. compliance of law of the universities of the Republic of Latvia and other laws, as well as the Constitution of the University of Liepaja, constituent Assembly and Senate; 16.2.2. be responsible for university education, being conducted scientific research and artistic creativity; 16.2.3. ensure University awarded State budget and pašieņēmum, as well as University property, economic and legal targeted use; 16.2.4. personally responsible for the financial activities of the University; 16.2.5. encouraging and responsible for the University's staff development and provide academic staff and student academic freedom; 16.2.5.1 responsible for the University's strategy and prepare the budget of the University; 16.2.6. familiar, manages and is responsible for all University law and Constitution of the University objectives. 16.3. Academic staff consists of: 31.1. Professor, associated Professor; 19.4. Assistant Professor, leading researchers; 31.3. lecturers, researchers; 19.5. the Assistant. Persons who obtained a Bachelor's degree, have the right to continue studies in the master's degree. The person who got the master's degree are entitled to continue post-graduate studies doctorate degree. The duration of the doctoral study programme is three to four years. 53. Studies in academic and professional courses relevant to a final conclusion and national tests, governed by the Senate-approved provisions. The University can get: 53.1. academic education and the following degrees: 53.1.1. Bachelors (academic degree); 53.1.2. master (academic degree); 53.1.3. doctor (degree); 33.1. the fourth and fifth levels of professional qualifications and the following professional degrees: b.a. 53.2.1.; 53.2.2. masters. 53.1 a Person has the right to register for a separate University study modules and course of study learning. A person who registered to individual study modules or course of study learning, is the listener. In the order determined by the University Senate. 54. the Student has its own authority, the elected, independent student representation of the rights and interests of the institution. It works in accordance with the regulations, developed by the student and approved by the Senate. The Senate can refuse approval for legal reasons only. 55. The student self-government: 55.1. defending and representing the interests of the student academic, material and cultural life of the University and other matters of national institutions; 55.2. represents the unfocused learning in Latvia and abroad; 55.3. determine the student election procedures of the constitutional meeting, Senate and other university institutions; 55.4. using the right to participate as observers including and examinations, as provided for in the order of University studies regulatory documents; 55.5. exercising rights to request and receive information and explanations from any university departments authorized representatives in all matters affecting the interests of the student; 57.5. use the right of veto in the Senate, the Faculty Council, the constitutional meeting matters affecting student interest; After the veto question of application of the harmonisation, the Commission examined, which creates the institution of the parity principle and that the decision to approve the institution concerned with the 2/3 majority. 56. The University shall publish annually a report on scientific activities. 59. Scientific research goals are: 59.1. new scientific knowledge acquisition; 59.2. the content of study and study process and developing a scientific basis; 59.3. practical challenges to research methods. 60. it is the duty of the academic staff: 60.1. to participate in the research work and to publish the results of their research; 60.2. regularly raise their scientific qualifications. 61. The University encourages the publication of research results, scientific articles, issuing stocks or other research expenses. 62. The University has the right to form dissertation Council and to grant doctoral degrees in scientific activities according to the law. VIII. Property, budget and economic activities 63. University property consists of: 39.2. for State budget funds purchased property; real estate in the land as recordable University property; 39.3. movable and immovable property that is donated or inherited or acquired by the University on its own resources; 63.3. University intellectual property; 63.4. real estate without consideration transferred by another person or the public derivative country. The University has the right to dispose of their property in the Constitution specified objectives. University property is managed separate from the possession of the national property. 64. The University's financial resources shall consist of: 64.1. national budget; 64.2. the earnings that the University obtained through activities in its Constitution for the realisation of the objectives set; 64.3. legal and physical person donations and gifts; 64.4. other legislation for financial resources. 65. The State budget funds and own revenue the University uses in accordance with the law on budget and financial management ", and other applicable legislation, and the Senate approved annual budget. 66. the financial resources of the person granted an individual programme and activities, the University shall transfer it directly to the Department, the natural or legal person, in the exercise of the appropriate program or event. 67. the budget of the University as independent parts include separate departments of financial resources. 68. Independent auditor's written opinion prepared on financial and economic activities in the University submits to the Ministry of education and science. 71. The University is entitled to tax relief, as well as exemption from taxes and duties laws and regulations on taxes and duties in the cases. IX. adoption and amendment of the Constitution order 72.
