Article 1: express the following in paragraph 24: "24) household waste electrical and electronic equipment-electrical and electronic equipment waste arising in the household or in trade, services, industry elsewhere, bodies and, if they are characteristics and volume comparable household generated waste electrical and electronic equipment. The waste electrical and electronic equipment, which could be used both in households, and also elsewhere, in any case, considered household waste electrical and electronic equipment; " make 26 the following: 26) "electrical and electronic equipment manufacturer, any person who, irrespective of the trading methods used, regardless of the distance contract: a) their economic activities are made in electrical and electronic equipment under his own name (company) or mark or ask to design or produce electrical and electronic equipment and sold them with your name (company) or mark in the territory of Latvia , b) using your name (company) or mark, their economic activities in the territory of Latvia sold equipment, produced by the other party, except when the equipment is also the name of the manufacturer (firm) or mark, c) their economic activities for the first time in Latvian market made available to electrical and electronic equipment from a third country or from another Member State of the European Union, for payment or free of charge of supplying them for distribution , the consumption or use, d) conducts its business operations in another European Union Member State or in a third country, and with the distance contract, sold in Latvia in electrical and electronic equipment in households or directly to users who do not have household; " to supplement the article with the following paragraph 27:27) "electrical and electronic equipment distributors: any person who, in their economic activities in electrical and electronic equipment shall be made available on the market. Electrical and electronic equipment distributor at the same time can also be electrical and electronic equipment manufacturer within the meaning of this law. " 2. (2) in order to ensure that the management of hazardous waste according to article 4 of this law, the creator of hazardous waste, the owner or the operator where hazardous waste is mixed, not subject to the requirements of the first subparagraph, may make mixed waste separation, if that is possible, taking into account technical and economic opportunities. " 9. Article 20: replace the seventh paragraph, first sentence, the words "reuse" with the words "preparing for re-use"; turn off the ninth paragraph, the words "or" dump ". 10. in article 24: a supplement to article 1.1 part as follows: "(11) foreign electrical and electronic equipment manufacturers may, in writing, authorize a person who pursues commercial in Latvia, to take over the foreign electrical and electronic equipment manufacturer obligations in respect to Latvia in this statutory waste electrical and electronic equipment management requirements. Latvia registered in electrical and electronic equipment manufacturer, who does business in Latvia and, with the distance contract, sell electrical and electronic equipment in another European Union Member State where it does business, not in writing, authorize a person who is registered in the relevant Member State of the European Union, to take over the electrical and electronic equipment manufacturer obligations in the Member State of the European Union for electrical and electronic equipment waste management. "; make the second paragraph as follows: "(2) the cabinet shall determine the electrical and electronic equipment manufacturer and their authorized representatives in order of registration. Electrical and electronic equipment manufacturers or their authorised representatives register of environmental protection and regional development Ministry authorized body or electrical and electronic equipment manufacturers ' Association of persons established, which delegated the task of environmental protection and regional development Ministry. Electrical and electronic equipment manufacturers or their authorised representatives provide the protection of the environment and regional development Ministry notified body or Association of persons referred to information on the Latvian market of electrical and electronic equipment, the quantity of categories, as well as collected, reused, recycled, recovered and exported waste electrical and electronic equipment in quantity and categories. " 11. To make article 25 the following: "article 25. Electrical and electronic equipment manufacturer cooperate with economic operators carrying out the waste electrical and electronic equipment in order to facilitate the processing of electrical and electronic equipment design and production, so that it is possible the dismantling and recovery, as well as the equipment, their components and materials reuse, separation and recovery. Electrical and electronic equipment design and manufacturing of applied legislation on ecodesign requirements for energy related products (the products), without using techniques that make it difficult for the equipment of waste reuse, except when the use of such techniques significantly enhances environmental protection or security requirements. " 12. in article 26: Add to the first paragraph, after the word "waste" by the word "collection"; to make the fourth subparagraph by the following: "(4) electrical and electronic equipment distributor that supplies new household electrical or electronic equipment directly to the user, provide the waste electrical and electronic equipment, not asking for payment if the relevant electrical and electronic equipment belonging to a similar type of electrical and electronic equipment and carried out the same functions as the supplied electrical and electronic equipment". Add to article 4.1 part as follows: "(41) retail stores, with at least 400 square meters large electrical and electronic equipment sales area, or in the vicinity of electrical and electronic equipment distributors provides electrical and electronic equipment collection from users of the free, where no outer dimensions less than 25 centimeters, without requiring you to buy the same or a similar type of electrical or electronic equipment. Electrical and electronic equipment distributors gives the collected waste electrical and electronic equipment management under the fifth of this article. Supplement article 27 with the fifth paragraph as follows: "(5) By 13 august 2005, the electrical and electronic equipment manufacturer shall bear the same manufactured or placed on the market of electrical and electronic equipment waste and household waste electrical and electronic equipment collection and recovery costs, as well as the costs associated with the preparation of the waste for recovery, disposal and preparation disposal of waste in an environmentally sound manner. " 14. Supplement article 42 with 8.1 and 8.2 part as follows: "(81) national environmental services control the waste electrical and electronic equipment shipments in accordance with Regulation No 1013/2006 of the European Commission on 29 November 2007, Regulation No 1418/2007 of the European Parliament and Council Regulation (EC) No 1013/2006 (iii) or listed in Annex IIIA, some of the export of waste for recovery to countries to which the OECD decision does not apply on the control of transboundary movements of as well as the use of electrical and electronic equipment shipments, for which there is a reasonable suspicion that you are sending waste electrical and electronic equipment. The national environmental guard is entitled to require of electrical and electronic equipment manufacturer and receive free of charge from the manufacturer or a third party on another person that organizes the used electrical and electronic equipment, information about all the used electrical and electronic equipment functionality and chemical composition analysis. (82) the Cabinet of Ministers shall lay down the requirements for the use of electrical and electronic equipment for testing of consignments for which there is a suspicion that you are sending waste electrical and electronic equipment. " 18. To supplement the informative reference to European Union directive with the following version of paragraph 23:23) of the European Parliament and of the Council of 4 July 2012 the 2012/19/EU directive on waste electrical and electronic equipment (WEEE) ".
