The Saeima has adopted and the President promulgated the following laws: the law of chemical substances to make the chemicals Act (Republic of Latvia Saeima and the Cabinet of Ministers rapporteur, 1998, nr. 10; 2001, 3, 22 no, 23 no; 2003; 2005, no. 15; 2007, nr. 24; Latvian journal, 2009, 182, no. 194; 2010, 178, no 205; 2012, 92. No.) the amendments are as follows: 1. Article 1: turn off paragraph 6; to supplement the article with paragraph 8 by the following: ' 8) toxic and highly toxic chemical substances and mixtures: 1., 2., and 3. category acute toxic chemical substances and mixtures and class 1 chemical substances and mixtures with toxic effects on specific targeted after single or repeated exposure. "
2. in article 3: Express 1.1 part as follows: "(3) this law shall be determined by the competent authority and the establishment of a helpdesk of the European Parliament and of the Council of 18 December 2006, Regulation No 1907/2006 concerning the registration, evaluation, authorisation and restriction of chemicals (REACH) and establishing a European Chemicals Agency, amending Directive 1999/45/EC and repealing Council Regulation (EEC) No 793/93 and Commission Regulation (EC) No 1488/94 as well as Council Directive 76/769/EEC and Commission directives 91/155/EEC, 93/67/EEC, 93/105/EC and 2000/21/EC (hereinafter regulation 1907/2006), the European Parliament and of the Council of 16 December 2008, Regulation (EC) no 1272/2008 on classification, labelling and packaging of substances and mixtures, and amending and repealing directives 67/548/EEC and 1999/45/EC and Regulation (EC) No 1907/2006 (hereinafter regulation 1272/2008) and of the European Parliament and of the Council of 22 may 2012, the Regulation (EU) No 528/2012 for the placing on the market of biocidal products and use (hereinafter regulation 528/2012), as well as the competent authority of the European Parliament and of the Council of 4 July 2012 Regulation No 649/2012 concerning the export and import of dangerous chemicals article 4 (hereinafter Regulation 649/2012). "; to make the third part "b" of paragraph 1 subparagraph by the following: "(b) cosmetic products").
3. in article 4: replace the third paragraph, the words "chemical products" with the words "the chemicals products, processed products"; Express 3.1 parts 1 and 2 in the following wording: "(1)) shall be the competent authority, which shall operate in accordance with regulation 1907/2006 and article 121 provides that regulation and in article 123 article 124 in the first paragraph compliance with the requirements, operating under regulation 1272/2008 article 43 and 44 of that regulation provides, and the requirements in article 45, as well as in accordance with regulation 528/2012 article 81 (1) of Regulation 649/2012 article 4; 2) creates a help line in accordance with regulation 1907/2006 124. the second paragraph of article 44 of regulation 1272/2008 and regulation article 528/2012 article 81, paragraph 2, and to ensure its functioning; " turn off 3.1 part 4; Supplement parts by name and 6.1 numbers "regulation 1907/2006" with the words and figures "and trade in existing processed products, other than products of processed food and veterinary sector, and processed products which are substances or mixtures in accordance with regulation 528/2012"; Add to article 6.4 part as follows: "(64) the food and veterinary service controls the biocides and processed products in the food chain and veterinary sector pursuant to Regulation 528/2012 law given in the monitoring objects."; to complement the seventh subparagraph after the word "mix" with the words "or processed products".
4. Add to the transitional provisions in paragraph 11 and 12 with the following: "amendment 11 relating to article 1 of this law to supplement paragraph 8 shall enter into force on 1 June 2015. 12. Amendment relating to article 4 of this law 6.1 and article 4 replenishment with 6.4 part shall enter into force on 1 September 2015. "
