The Saeima has adopted and the President promulgated the following laws: the foreign status of the armed forces of the Republic of Latvia chapter I General provisions article 1. The scope of the law (1) this Act regulates the status of foreign armed forces in military exercises or manoeuvres in Latvia, which have signed the North Atlantic Treaty Organization member States and the countries participating in the partnership for peace ", the agreement on the status of their armed forces.

(4) this Act does not apply to persons in the territory of Latvia enjoying privileges and immunities in accordance with the 1961 Vienna Convention on diplomatic relations and the 1963 Vienna Convention on consular relations.
2. article. Foreign armed forces stay in the legal basis of the Republic of Latvia Cabinet of Ministers organised by the foreign armed forces units and the Latvian national armed forces units in military exercises or manoeuvres in Latvia, pursuant to this law, the law "On the North Atlantic Treaty Organization member States and the countries participating in the partnership for peace, the Treaty — on the status of the armed forces and the Protocol to this Treaty" and the law "Latvian national armed forces participation in international operations".
3. article. The Republic of Latvia State border crossings and stay in the Republic of Latvia (1) foreign armed forces, part of the person entitled in accordance with the procedure laid down in this Act to cross the State border of the Republic of Latvia and to reside on its territory military exercises or manoeuvres.

(3) the unit commander (responsible person) crossing the State border of the Republic of Latvia, presented a list of the staff of the unit approved by the Ministry of defence of the Republic of Latvia. This list is made the marks of the Republic of Latvia State border crossing.
(4) road vehicles, aircraft and vessels as well as cargo and arms imports and control there is a law of the Republic of Latvia and other laws.
(5) foreign armed forces, persons not residing in the Republic of Latvia military exercises or manoeuvres, no need to register with the Interior Ministry of citizenship and Migration Affairs Administration.
4. article. Armaments and logistical support (1) foreign armed forces to coordinate with the Ministry of defence of the Republic of Latvia of its armaments and logistics guarantee type and amount of foreign armed forces in the Republic of Latvia into the joint military exercises or maneuvers.
(2) the Ministry of defence of the Republic of Latvia shall issue the authorisation of foreign armed forces armaments and arms imports and export records and control under harmonised lists.
5. article. Carrying of firearms and use of foreign armed forces, persons not at the time when they are staying in the Republic of Latvia has the right to carry and use firearms only in military training and manoeuvres in the territory of the planned tasks in military training and manoeuvres. 9. article. Learning Latvian territorial waters (1) foreign Navy ships and support vessels of the Republic of Latvia the training in territorial waters in accordance with this law and other laws of the Republic of Latvia.

Chapter III special provisions article 10. Telecommunications (1) public telecommunications network services are provided in accordance with the laws of the Republic of Latvia "on telecommunications".

(4) permission to set up and operate a foreign armed forces radio system shall be issued by the Ministry of transport of the Republic of Latvia, the Republic of Latvia by the Ministry of defence.
(5) foreign armed forces to take the necessary measures to prevent distortion of the telecommunications network in Latvia, which could lead to foreign armed forces telecommunications or other electrical equipment. 11. article. Foreign armed forces, the person driving licences to drivers who arrived in the Republic of Latvia, the foreign units of the armed forces, authorized to drive if they have a driver's license to the 1968 Vienna Convention on road traffic in certain categories of driver.
12. article. Foreign armed forces movement of vehicles in the territory of Latvia (1) motor vehicles and their trailers must be registered in the relevant foreign country. These vehicles must be a foreign registration number concerned by signs in accordance with the 1968 Vienna Convention on road traffic, and the country identification mark or Latvian Road Safety Directorate issued temporary identification mark.
(2) From a foreign country for a period of up to one month in the territory of Latvia imported vehicles and their trailers and the registration shall be the Ministry of defence of the Republic of Latvia.
(3) foreign armed forces component parties must comply with road traffic regulations.
(4) in cases where transport of dangerous goods that require special permission for such authorization in accordance with the laws of the Republic of Latvia and regulations is the responsibility of the Defence Ministry of the Republic of Latvia.
13. article. Dispute resolution of disputes and claims and claims between the Republic of Latvia and the foreign armed forces which the unit is located on the territory of the Republic of Latvia military exercises or manoeuvres, are addressed.
14. article. Exemption from taxes

The foreign forces and their composition in the person, while in the territory of Latvia military exercises or manoeuvres, are exempt from customs duties: 1), value added tax and excise duty on imported into the Republic of Latvia of arms and logistical support for military exercises or manoeuvres;
2) of any in the Republic of Latvia established income taxes on income that is earned for participating in military exercises or manoeuvres. Income that is earned from other activities in the Republic of Latvia, the law does not exempt from the laws of the Republic of Latvia for taxes.
15. article. Health protection of the Republic of Latvia, the Ministry shall take measures to ensure the necessary sanitary hygiene conditions in foreign armed forces unit location.
16. article. Environmental protection of foreign armed forces units must be taken while in the territory of Latvia, they prevent the pollution of the environment, but when adverse effects had been inevitable and there has been damage to the topsoil, soil pollution, the transformation of plant damage, etc., to restore the environment. If restoration is not possible in accordance with the laws of the Republic of Latvia "on environmental protection", the Ministry of defence of the Republic of Latvia and the foreign forces agree on remedy environmental damage.
Article 17. The right to wear a uniform of foreign military personnel of the armed forces at a time when they are staying in the Republic of Latvia has the right to wear a uniform. At the uniforms must be attached by the Republic of Latvia Ministry of Defence issued a specific pattern.
18. article. International treaties concluded by the Republic of Latvia, if international agreements approved in the Parliament, are intended for different terms than this law, international treaty provisions.
