The Saeima has adopted and the President promulgated the following laws: ķemeri national park law, chapter I. General provisions article 1. The law is applied in the following terms: 1 protected landscape area): a transition area between the strict protection zone and areas with unlimited economic activity outside the national park boundaries;
2) neutral zone — an area that includes residential areas and agricultural land.
2. article. Ķemeri national park is a national specially protected natural area with a specific area. Ķemeri national park is national defense, and it was created to preserve the natural heritage of this area, and kurortoloģisk values, to protect the mineral waters and curative mud formation processes, as well as to facilitate the economic activities of noplicinoš.
3. article. Ķemeri national park limits determined in accordance with this law, annex 1 and 2. Area: 40 692 hectares hectares of land and sea area of 2100 — will be specified by border iemērīšan in nature.
4. article. Ķemeri national park functional zoning determined in accordance with annexes 1 and 2.
Chapter II. Ķemeri national park administration article 5. Ķemeri national park administration distributes ķemeri national park administration. 6. article. Ķemeri national park administration is headed by a Director at the State Environment Minister's recommendation, appointed and released from Office by the Cabinet of Ministers.
7. article. To promote conservation and economic interests, is created ķemeri national park Advisory Council (hereinafter Council), acting in accordance with the regulations approved by the Cabinet of Ministers.
8. article. The Council is made up of the protection of the environment and regional development Ministry, the national forest service, state hunting farms, Ministry of welfare, the State Inspectorate for the protection of cultural monuments, natural Fund of Latvia, Jurmala City and county municipalities, the authorized representative of that territory the ķemeri national park. The Council approved the Cabinet of Ministers.
9. article. Ķemeri national park administration's financial resources shall consist of: 1) the national budget;

Chapter III. Functional area of article 10. To natural resources sustainable use in the course of ensuring nature protection and local development, ķemeri national park area is divided into functional areas.

12. article. 15. article. Stay in the nature reserve area in research or other purposes is only allowed with the ķemeri national park administration permission. The national forest service officials monitoring the area falls within the nature reserve area, such permission is not required.
16. article. Natural barring zone set to: 1) ensure international importance wetlands "Kaņier Lake" protection under the law "On 2 February 1971, the Convention on Wetlands of international importance, especially as Waterfowl living environment";
2) keep the role of the European Union's natural ecosystems and all their components;
3 protect the mineral formation) hidroķīmisk and hydrodynamic processes.
Article 17. Barring a natural zone in accordance with the nature protection plan allowed: 1) scientific research;
2) natural cognitive path;
3) picking and picking mushrooms (except for industrial purposes);
4) fishing;
5) fire;
6 biotehnisk measures);
7 healing mineral waters and mud) mining.
18. article. Natural area of prohibited any barring economic activity if conservation plan provides otherwise.
19. article. Kaņier Lake management procedures determined by the Cabinet of Ministers issued ķemeri national park protection and terms of use.
20. article. Natural barring area land that until 21 July 1940 had a natural and legal persons not required to restore the property rights to that land or requested compensation, as well as the land on which the law does not provide for restoration of property rights, agrees with the State and are registered on behalf of the State forest service in person.
21. article. Natural, protected landscape barring and neutral zone number adjustment going on hunting law, the Cabinet of Ministers issued regulations in hunting and ķemeri national park protection and usage rules, as well as the nature protection plan.
22. article. The protected landscape area was established to protect tourism, recreational and educational resources, specific landscape and mineral formation hidroķīmisk and hydrodynamic processes, as well as to reduce the anthropogenic effects on the natural reserve zone.
23. article. The protected landscape area prohibited: 1) mineral extraction, except medicinal mineral waters and mud won according to the resort farm development plan;
2) design and construction that is not matched by the law approved in regional planning;
3) air, soil, surface water and groundwater pollution;
4) waste, other than dumping regulations laid down in the agreed places of deposit of waste;
5) hidromeliorācij and other activities affecting the moisture regime (including river and Lake level changes), except for the work to be carried out to maintain the existing network and the construction of the hidromeliorācij;
6) rare habitats, as well as environmentally and aesthetically significant landscape element deterioration or destruction.
24. article. The neutral zone is included in the residential areas and agricultural land, in order to promote the development of the farm resort, save the country-specific, traditional architecture and the landscape, as well as to promote the development of these areas, sustainable use of natural resources.
25. article. Neutral zone uses subject to local government master plan and the Jurmala City development plan, as well as the area of the building.
Ķemeri national park and protected landscape area between neutral boundaries are specified in the environmental protection plan in accordance with the law "About specially protected natural areas" and regional planning.
26. article. Ķemeri national park territory marine protection zone established in accordance with the Established law is extended to 10 metres isobath.
27. article. Ķemeri national park conservation plan, protection and usage rules and zoning restrictions are binding on municipalities regional planning and must be obeyed by all natural and legal persons, located in the territory of the national park.
28. article. Ķemeri national park forests are included in the category of protected forest. The forests are managed in accordance with the nature protection plan and protection and terms of use.
29. article. National Forest Service (forest protection, forest protection, fire protection) area where under this Act is restricted economic activity, financed from the State budget.
30. article. In cases where there is a risk of natural ecosystems and hydrological regime, ķemeri national park administration is entitled to recommend protection of the environment and the Ministry of regional development regional environmental institutions to impose more stringent requirements on water use permits and permit extension of the neutral zone.
31. article. Ķemeri national park encompasses is prohibited (introduced) plant species in natural habitats and planting of introduced species, in nature.
32. article. Ķemeri national park remain in the ground for the reform of land use and property rights, as well as the property rights aprobežojum. In addition to the determination of land property rights in the form of the aprobežojum law.
33. article. Land owners and users have the right to statutory tax deductions or statutory damages if protected areas for the protection and observance of the terms of use for them.
34. article. The Cabinet of Ministers after the positive opinion of the ecological inspection confirms national projects that significantly affect the ķemeri national park ecosystems.
Transitional provisions 1. Ķemeri national park area until new contracts are in effect agreements "About specially protected natural object or its parts mode".

2. the Cabinet of Ministers to 1998 1 January confirms ķemeri national park protection and usage rules, ķemeri national park administration regulation, ķemeri national park Council Charter and ķemeri national park Council.
3. The Cabinet of Ministers within one year after the entry into force of this law provides: 1) forest use planning plan clarification;
2) ķemeri national park boundary adjustment and the marking of the national pamatkart, the parish and the Jurmala City plan;
3) resort farm development plan;
4) ķemeri national park conservation plan, protection and development of the terms of use;
5) ķemeri national park regional planning development.
4. Previously concluded long-term logging agreements are in force, provided they are not inconsistent with this Act.
5. To forest use planning plan approval ķemeri national park forest management after coordination with the national forest service is determined by the environment protection and regional development Minister confirmed ķemeri national park forest management rules.
6. To the authorities and ķemeri national park regional planning approval for the new build area of the national park authorities to coordinate with the ķemeri national park Council.
7. To respective authorities and ķemeri national park in spatial planning for approval of land transformation in the area of the national park authorities to coordinate with the ķemeri national park Council.
