The Saeima has adopted and the President promulgated the following laws: law on article 1 of the Museum. The terms used in the law, the law is applied in the following terms: 1) the subject-matter of the Museum that research and processing is recognized as subjects with the heritage and Museum located in the inventory;
2) muzejisk object-object by its heritage significance corresponds to the requirements of the subject of the Museum, but the Museum is not included in the inventory;
item 3) Museum-historical evolution, the scientific subject matter of the whole Museum, located in the Museum;
4) collection-Museum of the Museum's collection of objects linked one feature or more features and historical, scientific or artistic value is an indivisible whole.
2. article. The purpose and operation of the Act (1) this law aims to provide the public and public relations in the area of the Museum, providing the Museum's existence, financing and operating as one of the Latvian cultural heritage conservation and development opportunities.
(2) of the Act apply to all museums in Latvia, irrespective of their founding and funding arrangements.
3. article. The concept of the Museum the Museum is a public research and educational institution whose mission is to collect, preserve, study and promote the community's natural, spiritual and cultural values, to promote the use of public education and development. 7) makes provisions for the National Museum and other museum activities to the governing legislation;
8) confirms the appointment of the Director of the National Museum.
5. article. The competence of the Ministry of Culture Museum (1) the Ministry of culture: 1) develop national strategies and implement State policies in the area of the Museum;
2) include international agreements on cooperation in the field of museums and all cooperation projects in line with the museums;
3) under the Cabinet of Ministers regulations give State budget funds in especially accredited museums a special heritage, fine art and other important national project and programme implementation;
4) suggested the State Museum Director candidates for the Office and Museum Board members for approval to the Cabinet of Ministers.
(2) the competence of the Ministry of culture shall exercise the functions of the Government Museum.
(3) the interests of the Museum and the Saeima representative in the Cabinet Minister of culture.
6. article. The Museum of public administration (1) Museum and national inventory National Museum supervised by Government. The Museum of public administration is under the supervision of the Ministry of culture, the body which approves the regulations of the Cabinet of Ministers.

6) authorise the national inventory of items for export outside the territory of Latvia, pursuant to Cabinet of Ministers regulations on the National Museum inventory;
7) authorise the museum items to exclude from a national inventory, subject to the provisions of the Cabinet of Ministers on the national inventory of Museum;
8) seized (confiscated by the customs, the courts) a natural, cultural, artistic, archaeological and other muzejisk items of the evaluation and selection of the national inventory;
9) participate in the Museum's object and muzejisk object in the auction and register it in the change of the owner;
10) oversees the law "on copyright and related rights" observed Museum;
11) gave the Museum staff professional and methodological assistance;
12) provides the Latvian Museum of Council action.
7. article. Latvian Museum Board (1) the Council of the Latvian Museum (Museum further-Council) is a public advisory body that promotes the development of the national strategy in the field of Museum, Museum development and cooperation, as well as decision making in matters relating to the museums and the national inventory. 9. article. The competence of the Council of the Museum of museums Council: 1) encourages State, local and private museum development and cooperation of national concepts;
2) provides the Cabinet and local opinion on the budgets of State and local government projects for the funding of the Museum, as well as on other activities of the museum related matters;
3) deliver opinions on State and municipal museums, reorganization or liquidation, as well as the liquidation of accredited private museum;
4) deliver opinions on the conformity of the Museum accreditation requirements;
5) gave opinions on the muzejisk object in the exclusion from the national inventory;
6) deliver opinions in the National inventory, and conservation issues;
7) give opinions on local ministries and museums Director post nominations;
8) deliver opinions the museum professionals (staff) preparation and training matters.
10. article. Museum Foundation, reorganisation and winding-up procedures (1) the creation of national museums, reorganize and eliminate the Cabinet by the Ministry of culture of the Ministry or other proposals, having regard to the opinion of the Board of the Museum.

(5) State and local materials and financially supports State and local museums the ability to collect, preserve, study and promote the community's natural, spiritual and cultural values, as well as to maintain the Museum's shipbuilding and space under the Cabinet of Ministers regulations for the National Museum.
(6) private museums establish, reorganise and eliminates the State or local government undertakings (companies), social organisations, foundations, educational institutions, as well as to other legal or natural persons.
11. article. Museum accreditation and registration (1) Any State or Municipal Museum must be accredited. Private museum accreditation is optional.
(2) accreditation of the Museum are to be carried out in accordance with the Cabinet of Ministers issued the Museum accreditation rules. The Museum can be accredited if it meets the following conditions: 1) it has approved regulations (Bylaws);
2) are made to the Museum's inventory records;
3) has premises, equipment and security systems that guarantee the maintenance of the inventory of the Museum;
4) Museum is the item's availability to the public.

(4) the accredited museums are included in the list of accredited museums. List of accredited museums approved and amendments shall be made by the Cabinet of Ministers of the Government Museum.

(5) If a State or municipal museum is not accredited, then one year are given the possibility of repeated accreditation. If the Museum is also not accredited, it is eliminated and excluded from the list of accredited museums. The Museum's further use of the item in the agenda shall be determined pursuant to the provisions of this law.
(6) private accredited museum loses accredited museum and is excluded from the list of accredited museums, if it does not meet the conditions of the second subparagraph.
(7) the Museum public administration consists of the register in which the Museum will include all State and local museums, all accredited private museums, as well as by agreement with the owner of the private museum-private not accredited museums.
12. article. Museum activities (1) the legal basis for the activities of the Museum is the legal basis for this law, other laws and regulations, as well as museums Bylaws (Bylaws).
(2) State and local museums regulations approved by the Ministry or local government responsible for the Museum.
(3) State and local museums are legal persons and which has its own stamp with the full name of the Museum and current accounts in credit institutions.

13. article. Museum management (1) the National Museum Directors are appointed and removed from Office by the Cabinet of Ministers on the recommendation of the Ministry of Culture, taking into account the opinion of the Board of the Museum.

14. article. National inventory (1) national inventory consists of: 1) accredited national and municipal museum items;
2) private museum collections or individual items at the Museum muzejisk recommendation of the Council and with the consent of the owner.

4) subject is alienated in accordance with the fifth subparagraph of this article.
(7) subject to the permission of the exclusion from the national inventory of Museum Government issued after the Museum proposal, which contains the subjects, or at the initiative of the holder of the subject, subject to this Act and the regulations of the Cabinet of the National Museum, as well as items the Museum Council.
15. article. The Museum rights and obligations (1) the Accredited museums are: 1) the Cabinet in order to export to the time the museum collections or individual items out of your country, pursuant to the export of cultural monuments and the museums receive government authorization;
2) provide paid services, make publishing and use of funds for the development of the activities of the Museum, the collection, restoration and conservation of replenishment, staff development expertise, the stimulus material and her research work;

4) to get the State budget dedicated funds a special heritage, fine art and other important national project and programme implementation;
5) close the civil transactions to promote the Museum's conservation and replenishment of stocks, pursuant to Cabinet of Ministers regulations on the National Museum inventory;
6) get a museum guide of Government support.
(2) State and local government accredited museums are eligible to receive State or local funding.
(3) State and local museums are obliged: 1) ensure the availability of the items of the Museum visitors and researchers under the Cabinet of Ministers regulations on the national inventory of Museum;
2) to report annually on its activities to the Council of the Museum and the Museum of the necessary information to the public administration.
(4) State and local museums may not be transferred, or turn off the items from the Museum stocks without the permission of the Museum Administration.
(5) the private museum, the rights and obligations of each museum determines rules (statutes).
16. article. National Museum funding (1) a State Museum shall be financed from the State budget, by providing funds to: 1) the Museum building maintenance and restoration;
2) renting of premises, utility payments, tax and land lease payments;
3) Museum volumes (purchasing, expeditions), retention, physical security (security and fire safety engineering), as well as a Museum of the exploration and exploitation of stocks;
4) maintenance facilities, the microclimates of Museum preservation and restoration of objects;

6) international cooperation.
(2) the National Museum may receive additional funding from other sources and donations in the form of donations and income from fees for services. Paid services and other revenue result in funds being credited to the Museum's general account of Treasury settlement Center, and are used only for the development of the activities of the Museum.
(3) If the National Museum receives a donation or gift to the defined purpose or without it, they enter a special budget account.
Article 17. Municipal Museum (1) the financing of municipal museums financed by the local authorities concerned, providing features: 1) the Museum building maintenance and restoration;
2) renting of premises, utility payments, tax and land lease payments;
3) Museum volumes (purchasing, expeditions), retention, physical security (security and fire safety engineering), as well as a Museum of the exploration and exploitation of stocks;
4) maintenance facilities, the microclimates of Museum preservation and restoration of objects;

6) international cooperation.
(2) municipal museums may receive additional funding from other sources and donations in the form of donations and income from fees for services. Paid services and other revenue result in funds being credited to the Museum's general account and are used only for the development of the activities of the Museum.
(3) If the municipal museums receive a donation or gift to the defined purpose or without it, they enter a special budget account.
18. article. Private financing of the Museum (1) private museum funding arrangements determined by their owners.
(2) if the accredited private museums have received public funds in the event of the liquidation of the Museum the National Museum the Museum is the preferred items.
19. article. International cooperation (1) the Museum is entitled independently to cooperate with museums in other countries, to join the International Museum organisations and participate in their activities.
(2) a Museum may receive State guaranteed insurance coverage for the organisation of international exhibitions in Latvia.
(3) the State funded the Museum's participation in international organisations.
Transitional provisions 1 the Cabinet six months after the entry into force of this law: 1) makes the Museum accreditation rules;
2) makes provisions for the National Museum inventory;
3) approved by the Council of the Latvian Museum of rules;
4) confirms the Museum Administration rules;
5) develop procedures for the accredited municipal and private museums can get the State budget dedicated funds special heritage, fine art and other important national project and programme implementation.
