The Saeima has adopted and the President promulgated the following laws: State statistics law chapter I General provisions article 1. The terms used in the law, the law is applied in the following terms: 1) national statistics — statistics compiled by the Central Statistical Bureau or any other national or local authority;
2) statistical observation: the systematic collection of information, in accordance with a pre-determined program of ongoing public economic, demographic and social phenomena and processes, as well as the environment; 3) the individual statistical data, information on the natural or legal persons, that of the Central Statistical Bureau or any other national or local institutions dealing with national statistics, statistical purposes receives directly from respondents or indirectly from national registries , databases or other sources;
4) respondents: a natural or legal person who shall prepare and submit to the individual statistical data Central Statistical Board or another State or municipality institution dealing with national statistics.
2. article. The purpose of the law this law determines the Organization of State statistical work procedures in the Republic of Latvia, State or local government bodies dealing with national statistics, respondents and other natural and legal persons, the rights and obligations of the State in the field of statistics.
3. article. National statistical tasks (1) national statistics the main tasks are: 1) the development of a common, internationally accepted methodology to principles based on the information system of the company scans economic, demographic and social phenomena and processes, as well as the environment; 2) to collect and analyze statistical information collected;
3) to publish this information, making it available to the general public;
4) to provide for Parliamentary, State and local authorities and the wider public statistical information needed for decision-making, as well as research and idea exchange.
(2) the national statistics should be unbiased, reliable, appropriate, effective, must be based on statistical confidentiality and disclosure principles.
(3) the investigational phenomena and processes in national statistics should reflect the true. Data acquisition and processing methods and procedures must be scientifically sound. Users of statistics to inform on them, as well as on data sources.
(4) the national statistics to be used in the methodology and information must be objective and independent of political processes and interest groups.
Chapter II national statistical organisation article 4. State and local government bodies, which deal with State statistics in the Republic of Latvia national statistical work organized and conducted: 1) the Central Statistical Bureau and subordinate local Statistics Division;
2) Bank of Latvia in accordance with the law on Latvijas Banka;
3) other public or municipal institutions that address individual national statistical issues in accordance with the Cabinet of Ministers.
5. article. Central Statistical Bureau (1) the Central Statistical Office is the Government body that operates under the supervision of the Ministry of the economy and is responsible for the Organization of work of the national statistics in the Republic of Latvia and the correctness of the data, which it obtained by aggregating the information received from the respondent.
(2) the Central Statistical Bureau performs the following tasks: 1) implemented a uniform national policy, the organisation of statistical information collection, storage, analysis and publishing;
2) provides users with information on the information provided for in the national programme;
3) annual funding development in the framework of a national programme of statistical information and publish the information in this program. A national programme of statistical information shall be approved by the Cabinet of Ministers;
4) responsible for the uniform, international standards, mandatory economic information classification and coding system;
5) coordinates all the national statistical information flow, as well as public records and other information to be included in the system of mutual harmonization;
6) coordinate the ministries and other State institutions and authorities, the statistical matters;
7) by agreement with the interested natural or legal person performs additional statistical work not included in the national programme of statistical information.
6. article. Central Statistical Bureau of finance the Central Statistical administration operation is financed from: 1) grants from the General State budget revenues;
2) own revenue derived from payments for additional jobs that are not part of the national programme of statistical information and other services;
3) foreign financial resources allocated.
7. article. Other State and local institutions dealing with national statistics (1) national statistical information about individual scans public economic, demographic and social phenomena and processes, as well as environmental issues within their competence, may collect, record and summarize the Ministry, the Bank of Latvia, other State and local government bodies.
(2) the approved statistical surveys and questionnaires, as well as methodical instructions for their preparation are registered every year in the Central Statistical administration.
Chapter III the statistical observation and reporting techniques article 8. The statistical observation (1) has the following statistical observations: 1) State statistical observations;
2) other statistical observations.
(2) State statistical observations are those observations, which are carried out in the national statistics programme or in accordance with article 4 of this law shall be carried out by national or local government bodies.
(3) other statistical observations are those observations, which on its own initiative, organized and funded by individual natural or legal persons.
9. article. The techniques of statistical observation (1) statistical information can be obtained by collecting statistical reports and questionnaires, using public records and other information system data, as well as making a one-time or periodic census and surveys.
(2) State statistical observation techniques, and methodology of the programme approved by the Central Statistical Bureau or, in coordination with the other State or municipal institution dealing with national statistics.
Chapter IV the national statistical information submission procedures article 10. Country statistical information submission (1) the Respondent has a duty to determine and submit quality in full and fair laws and Cabinet regulations for statistical information, which is prepared according to the legislative documents approved by the Central Statistical Bureau or, in coordination with the other State or municipal institution dealing with national statistics.
(2) the submission of information for the statistical observation of the country's needs is considered a mandatory obligation to play for free.
11. article. 13. article. Statistical information about the activities of local authorities (1) local governments shall provide information on the municipal budget and this law provided for in article 12.

Municipal enterprises (companies) and from local budgets and funding organizations that are legal entities, provide information independently according to this law, in article 11 and 12.
14. article. Statistical information on public organizations and their associations, public organizations and their associations shall provide this law, the information provided for in article 12. 15. article. 16. article. The rights of respondents (1) the respondents have the right to obtain information on the legal basis of the survey, the purposes for which the data are required and the data protection measures.

Article 17. Central Statistical Bureau of the State in matters of statistical information to the Central Statistical administration is right: 1) approve national statistical report forms and instructions for completion and receive free of charge from all respondents the statistical reports drawn up according to those requirements, as well as the necessary explanations and information on all of the accounting and statistical work, in any stage of their implementation;
2) receive free of charge from the population register, business register and other registers or databases, the information required in the statistical information for the execution of the national programme;
3) receive free of charge from ministries, other State and local institutions dealing with national statistics according to article 7 of this law, collected and aggregated statistical information on the economic, demographic and social phenomena and processes, as well as the environment. 4) organize the statistical observation of households, as well as population surveys.
Chapter v the State of use of statistical information article 18 procedure. Use of statistical information and privacy (1) statistical data is treated as confidential if they directly or indirectly to identify the respondent, other natural or legal persons (including their departments), which provides statistical data on the individual, thereby disclosing individual information.
(2) confidential data collected exclusively for statistical purposes may only be used for statistical purposes — for the purpose of the summary and grouping of data, socio-economic phenomena and process analysis.
(3) statistical information obtained in any case may not be published or otherwise disclosed in such a way that would directly or indirectly identify any physical or legal person.
(4) the central statistical authority and other national or local institutions dealing with national statistics, is the necessary administrative, technical and organisational measures for individual statistical confidentiality, to prevent unauthorized access to information, its modification or dissemination, accidental or unauthorised destruction.
(5) the Central Statistical administration and subject to local statistical Department, as well as other State and local government institutions, which deal with national statistics according to article 7 of this law, prohibited the disclosure of natural and legal persons of any information to which they have become known in the performance of their duties. This provision shall also apply to persons who for the time being involved in national statistical information gathering and compilation.
19. article. Exceptions to the public use of statistical information in the order of this law article 18 claims for individual treatment of statistical data does not apply to: 1) of the company (the company), the Organization and the names, addresses, phone numbers and type of activity;
2) natural or legal persons employed number of employees and the composition, except for the details of certain persons;
3) types of products company (the company), organisations or institutions shall be collected, processed, transported, store, buying and selling, as well as the types of services they provide to citizens or to other undertakings (companies), organizations or institutions;
4) about environmental pollution and the environment material losses;
5) which has been publishing the interested natural or legal person written authorization.
20. article. Public dissemination of statistical information (1) the Central Statistical Bureau and other State or local government bodies, which deal with national statistics, within their competence, with the publication and media through systematically inform the public about the ongoing state economic, demographic and social phenomena and processes, as well as environmental issues. A national programme of statistical information the information collected in the framework of the publication of the copyright is the Central Administration of statistics.
(2) publishing statistical information must comply with this law, as well as other statistical information protection laws and regulatory requirements.
Chapter VI liability for non-compliance with this law, article 21. 22. article. Transitional provisions with the entry into force of this law shall lapse by law "on State Statistics" (the Republic of Latvia Supreme Council and Government Informant, 1993, no. 24).
