The Saeima has adopted and the President promulgated the following laws: the amendments to the law "on the illicit manufacture of narcotic drugs and psychotropic substances to legitimate movement order" make law "on the illicit manufacture of narcotic drugs and psychotropic substances to legitimate movement order" (Latvian Saeima and the Cabinet of Ministers rapporteur, 1996, no. 12) the following amendments: 1. To supplement the law, article 1, title 1, 2, 3, 4, 8, 11 and 2, and article 3, after the word "substance" (fold) with the words "and" medicine "(fold).
2. Replace article 1, 5, 7, 9, paragraph 10, and article 3, first paragraph, the words "Ministry of welfare drug control Committee under the supervision of existing drugs, psychotropic substances and precursors lists" (fold) with the words "Ministry of welfare in monitoring the existing drugs, psychotropic substances and precursors lists" (fold).
3. To make article 3 of the second paragraph by the following: "(2) the supervision of the Ministry of welfare in the illicit manufacture of narcotic drugs, psychotropic substances and precursors lists approved by the Cabinet of Ministers. (I) are included in the list of especially dangerous prohibited narcotic drugs and psychotropic substances recognized and plants. List II contains very dangerous substances and Nara k otisk recognized psychotropic substances and medicines which are authorised for use for medical and scientific purposes. (Iii) is included in the list of dangerous psychotropic substances and drugs which can be used for malicious purposes. (IV) the list is kļaut, i e precursors, which can be used in the illicit manufacture of narcotic drugs or psychotropic substances, and that movement is governed by the law on precursors "."
4. Replace the 4., 38, and article 42, the words "Ministry of welfare" (fold) with the words "the Minister of welfare" (fold).
5. Replace 7 and article 40, the words "Ministry of welfare drug control Committee" (the fold) with the words "Ministry of welfare" (fold).
6. Express article 11 by the following: ' article 11. This law referred to in article 9 of the licence shall be issued only to a legal person which license pharmaceutical activities and appointed for the illicit manufacture of narcotic drugs and psychotropic substances and medicine circulation Executive (with appropriate education). "
7. Express article 16 as follows: "article 16. (1) the State Agency of medicines shall carry out the illicit manufacture of narcotic drugs and psychotropic substances and drug consumption analysis and calculation on the basis of it, shall prepare and submit to the UN International Drug Control Council for approval to the illicit manufacture of narcotic drugs and psychotropic substances consumption quota for the year.
(2) the State Agency of medicines shall compile and submit to the UN International Narcotics Control Board quarterly and annual statistical reports on Narcotic Drugs and psychotropic substances.
(3) the State Agency of medicines shall report to the United Nations International Drug Control Council on such orders or operations that the narcotic drugs and psychotropic substances and medicines might be diverted to the illicit circulation. "
8. Replace the 18, 21, 22, 29 and 31, the words "Ministry of welfare drug control Committee" (the fold) with the words "the national medicines agency" (fold).
9. Express article 23 by the following: ' article 23. If you actually exported the illicit manufacture of narcotic drugs or psychotropic substances, or drug quantity is less than the export authorization, the State Agency of medicines shall record on the copy of the export permit, send it to the competent authority of the importing country. "
10. Replace article 27, the words "import or export" by the words "the import, export or transit".
11. Article 30: Add to the first paragraph, after the word "destination" with the words "armed security escort";
to turn off the second paragraph, the words "and the convoy procedures".
12. Supplement article 36 following the words "prescription" by the words "and storage".
