The Saeima has adopted and the President promulgated the following laws: The 1990 Protocol on amendments to the Convention on international civil aviation article 50 a paragraph article 1. 1990 26 October in Montreal signed a Protocol on amendments to the Convention on international civil aviation article 50 a (hereinafter referred to as the Protocol) with this law is adopted and approved. 2. article. Ulmanis in Riga in 1999 on February 11, relating to an amendment to the Protocol to article 50 (a) of the Convention on International Civil Aviation Signed at Montreal on 26 October 1990 the ASSEMBLY OF the INTERNATIOANL CIVIL AVIATION ORGANIZATIONS HAVING met in its Twenty-eight Session (Extraordinary) at Montreal on 25 October 1990; HAVING NOTED that it is the desire of a large number of Contracting States to enlarge the membership of the Council in order to ensur better balance by means of an increased representation of Contracting States; HAVING CONSIDERED it appropriate to increase the membership of that body from thirty-three to thirty-six; HAVING CONSIDERED it did not amend it, cessary for the purpose aforesaid, the Convention on International Civil Aviation done at Chicago on the seventh day of December 1944; 1. APPROVE, in accordanc with the provision of article 94 (a) of the Convention aforesaid, the following proposed amendment to the said Convention: "In article 50 (a) of the Convention shall be in line with the second amended by replacing" thirty-three "by" thirty-six "."; 2. SPEC, pursuan to the provision of the said article 94 (a) of the said Convention, one hundred and eight as the number of Contracting States upon whose ratification the proposed amendment aforesaid shall come into force; 3. RESOLVE that the Secretary-General of the International Civil Aviation Organization draw up a Protocol, in the English, French, Russian and Spanish languages, each of which shall be of equal authenticity, embodying the amendment above-mentioned and the matter hereinafter appearing: (a) the Protocol shall be signed) by the President of the Assembly and its Secretary General. (b) the Protocol shall be open) the ratification by any State which has ratified or adhered to the said Convention on International Civil Aviation. (c) the instrument of ratification) shall be deposited with the International Civil Aviation Organization. (d) the Protocol shall come) into force in respect of the States which have ratified it on the date on which the one hundred and eight instrument of ratification is so deposited. (e) The Secretary General shall immediately) notify all Contracting States of the date of deposit of each ratification of the Protocol. (f) The Secretary General shall immediately) notify all States parties to the said Convention of the date on which the Protocol comes into force. g) With respect to any Contracting State ratifying the Protocol after the date aforesaid, the Protocol shall come into force upon deposit of its instrument of ratification with the International Civil Aviation Organization. CONSEQUENTLY, pursuan to the aforesaid action of the Assembly, this Protocol has been drawn up by the Secretary General of the Organization. In WITNESS WHEREOF, the President and the Secretary General of the aforesaid Twenty-/8 Session (Extraordinary) of the Assembly of the International Civil Aviation Organization, being authorized by the Assembly, theret sign this Protocol. Done at Montreal on the twenty-sixth day of October of the year one thousand nine hundred and ninety, in a single document in the English, French, Russian and Spanish languages, each text being equally authentic. This Protocol shall remain deposited in the archives of the International Civil Aviation Organization, and certified thereof shall be transmitted by the cop to the Secretary General of the Organization to all States parties to the Convention on International Civil Aviation done at Chicago on the seventh day of December 1944.

Sidhu of the President of the Twenty-/8 Session (Extraordinary) of the Assembly Secretary General Protocol on amendments to the Convention on international civil aviation article 50 a point signed in Montreal in 1990 on 26 October the international CIVIL Aviation Organization Assembly meeting at its twenty-eighth (extraordinary) session in Montreal in 1990, October 25; Given that most Contracting States expressed a desire to increase the number of members of the Council, to extend the representation of the Contracting States, to ensure a better balance; Considering that is targeted to increase the number of members of this body from thirty-three to thirty-six members; Considering the need to this end for amendments to the Convention on international civil aviation, signed in Chicago on 7 December 1944; 1. Approves, in accordance with article 94 of the Convention referred to "a" item, the following provisions of the proposed amendment to the said Convention: "amendment to article 50 of the Convention" a "in the second sentence of paragraph by replacing the words" thirty-three "by" thirty six "."; 2. Determines, in accordance with article 94 of the Convention "(a)" rules of the said amendment shall enter into force after being ratified by one hundred eight Contracting States; 3. Decides that the international civil aviation organization draw up a Protocol by the Secretary-General in English French, Russian and Spanish languages, all texts being equally authentic, and that amendment and include the following provisions: (a) the signature of the Protocol) the President and the Secretary General of the Assembly; (b) the Protocol is open to ratification) in each State which ratified that Convention on international civil aviation or acceded to it; c) ratification shall be deposited with the international civil aviation organization; d) States which have ratified the Protocol, it shall enter into force on the day when the deposited one hundred eighth instrument of ratification; (e)), the Secretary-General shall immediately notify all Contracting States of the date when each Protocol ratification instrument deposited; (f)), the Secretary-General shall immediately notify all Contracting States of the Convention on the date of entry into force of the Protocol; g) each Contracting State that ratified the Protocol by that date, the Protocol shall enter into force after the deposit of its instrument of ratification with the international civil aviation organization. As a result, according to these Assembly activities, prepared by the Secretary-General for this Protocol. In witness whereof, the international civil aviation organization Assembly that the twenty-eighth (extraordinary) session the President and the Secretary-General, mandated by the Assembly, sign this Protocol. Signed at Montreal in the year one thousand nine hundred and ninety of the twenty-sixth of October one document in English, French, Russian and Spanish languages, each text being equally authentic. This Protocol shall be deposited in the international civil aviation organization's archives, but it approved the Secretary-General sent copies of all of the Convention on international civil aviation, which was signed on 7 December 1944, in the Contracting States.
