The Saeima has adopted and the President promulgated the following laws: the General Education Act Chapter I General provisions article 1. The terms used in the law (1) of the Act, the terms meet the Education Act used terms, if this law provides otherwise.
(2) the Act is used in the following terms: 1) a certificate of primary education-education document establishing basic education programs;
2) attestation on general-education secondary education document establishing general secondary education programs;
3) evidence-document establishing basic education or general secondary education programme learning;
4) teaching AIDS-education program for the implementation of the required literature, demonstrations and technical means, materials and equipment;
5) tuition-based knowledge, skills and attitudes system designed according to any scientific, technical, artistic and intended for the industry after a certain educational programs;
6) lesson (lesson) load-education program regularly visited in the subject number of hours training per week;
7 pedagogical correction)-education program that methodically and institutional custom for people in the age of compulsory schooling, which need to improve knowledge of primary education programme;

2. article. The purpose of the law this law aims to regulate State, local education authorities and other general education in the process of implementation of the activities of the parties involved, to determine their rights and obligations, as well as to create the conditions for creative, comprehensive educated personality, continuous learners for the continuation of education, professional learning, independent orientation in social and public life.
 
3. article. The General educational level and type (1) general education is implemented in the following general stages: 1) pre-school education;
2) basic education;
3) secondary education.

Chapter II general organisation article 4. Competence of the Cabinet of Ministers, the Cabinet of Ministers: 1) defines the General educational program licensing and accreditation procedures;

7) determines the long-term agenda of the diseased student learning outside educational institutions;
8) determines the year of school and teaching semester start and end time;
9) organised by the General Directors and teachers attestation of professional qualifications assessment;
10) develop General approves educational institutions;
11) approved by the national pedagogical Medical Commission rules;
12) approves the national pre-school educational center rules and organise the activities of the Centre;
13) approved by the National Center for special education rules and organise the activities of the Centre;
14) this law and other statutory Education function.
 
6. article. The competence of the Municipal Authorities of the jurisdiction in the implementation of the General Education Act and determined by other legislation.
Chapter III general education institution article 7. General education institutions, restructuring and elimination of the Treaty (1) general education institution established in the State, local authorities, other legal or natural persons.

16) other relevant provisions not contrary to this Act, the Education Act and other legislation.
 
10. article. General education institutions (1) general education institutions primarily for the general education program. General education institution can implement one or more educational programs.
(2) the General Authority under this Act, the Education Act and regulations, as well as its founding Charter, independently confirmed: 1) organized and implemented by the education process;

3) to provide catering services;

11. article. General education institutions management (1) general education institution run by the Manager.

4) educational activity and its objectives;
5) education authorities financial and material resources rational use;
6) observance of laws and educational activities.

12. article. Educational pedagogical Council

(1) the primary and secondary general education institutions with different learning and teaching process for solving issues of establishing pedagogical Council. Pedagogical Council decisions shall be taken by majority vote. The pedagogical Council meetings shall be convened at least once a semester, the progress recorded.

13. article. Educational Council (1) the public, municipalities and parental collaboration is created for educational institutions. It works in accordance with the Council regulation, and they may be: 1) educational institutions;
2) educator;
3) municipal representatives;
4) educational institutions founder;
5) parental representatives;
6) student representatives.
(2) the representatives of the Parents educational Council to be in the majority. The head of the Council shall be elected from among the representatives of parents.
(3) educational institutions, the Council: 1) develop proposals for educational development plan;
2) promotes educational support fund;
3) dealt with educational events related to organisational issues;

5) perform the other tasks provided for in the Statute of the Council of the tasks.

(2) in Special pre-school educational institutions or special groups of learners, admission and of these institutions or groups report, based on State or local government pedagogical Medical Commission opinion.
(3) private educational institutions student admission procedures determined by the founder.
(4) educational institutions may not hold entrance examination.
 
27. article. The number of trainees in general educational institutions group (1) the number of Trainees in general educational institutions in the group is determined by the Ministry of education and science.
(2) private educational institutions the number of trainees in a group down the founder, exceeding the Ministry of education and science, the prescribed maximum number of trainees in a group.
 
28. article. Pre-school learners teaching load pre-school learners total duration of training session day must not exceed: 1) learners up to 2 years of age-15 minutes;

2) learners from 2 to 3 years of age-25 minutes;
3) learners from 3 to 4 years of age-30 minutes;
4) learners from 4 to 5 years of age-45 minutes;
5) learners from 5 to 6 years of age-50 minutes;
6) learners from 6 to 7 years of age – 60 minutes.
Chapter VI article 29 primary. Basic education institutions (1) elementary education institutions are educational institutions that implement basic education programs. Depending on the educational structures and organization of its training process are the following: 1) primary schools;
2) primary school.

36. article. The duration of the school year of primary institutions teaching year lasts: 1) class 1-34 weeks;
2) from class 2 to class 8-35 weeks;
3) class 9-37 weeks.
 
37. article. Minimum content of basic education the minimum content of basic education national education standards.
 
38. article. The fee for basic education programs learning (1) State and local education authorities may not impose school fees for basic education program.
(2) private education institutions have the right to establish tuition fees.

3) math, science and technical direction, establishing educational programmes with special emphasis on group math, science, and technical subjects of knowledge;
4) professional direction is determined by the Group of educational programmes with special emphasis on vocational guidance.
(2) the General secondary education programme in the desired direction can be combined with the minority education programmes, including the minority mother tongue, minority identity and integration in the Latvian society linked training content.

51. article. Special education institutions and classes (1) trainees with special needs special education programs can learn special education institutions or classes.

3) private special education institutions.

53. article. 54. article. Pedagogical-Medical Commission (1) is the national pedagogical medical board and local government pedagogical Medical Commission. National pedagogical Medical Commission established by the Minister of education and science. Local government pedagogical Medical Commission of the municipality. Pedagogical Medical Commission works on the basis of regulations approved by the founder.
(2) the national pedagogical-Medical Commission: 1) finds in the learner's mental and physical development disorders and special needs;
2) defines the learner with special needs learn special education programs;
3) learner parental wishes, designate the learners with special needs on a national or local special education authority or other State or local educational agency or a suitable private recommends a special educational institution in which they teach the special education program;
4) decide on the deduction of the trainees from the State or municipal special educational institutions teaching on medical grounds;
5) provide advice on the learner's parents, educators and educational institutions teaching in medical matters;
6) coordinates municipal pedagogical Medical Commission;
7) examines disputes relating to local government pedagogical Medical Commission.
(3) municipal pedagogical Medical Commission: 1) finds in the learner's mental and physical development disorders and special needs;
2) defines the learner with special needs learn special education programs;
3) learner parental wishes, designate the learners with special needs to the local special education or other municipal educational institution, or recommend a suitable public or private special education authority concerned to learn special education program;
4) decide on the deduction of the trainees from the local special education institutions teaching on medical grounds;
5) provide advice on the learner's parents, educators and educational institutions teaching in medical matters.
(4) the national pedagogical Medical Commission's decisions are binding on State and local education authorities. Local government pedagogical Medical Commission's decisions are binding on the municipal education authorities.
 
55. article. Learning achievement evaluation special education (1) special educational program learning are assessed according to the relevant State standards for general education.
(2) individual achievements in learning special educator assessed description.
 
Article 56. Lesson load per week and the number of hours of training a day in special education in teaching hours a week load and number of hours of training a day in special education program meets the 33 and 34 of this law. article.
 
57. article. Lesson duration of special educational institutions and classrooms (1) students with severe mental retardation or severe developmental disabilities lessons duration from class 1 to 9. class is 30 minutes.

2) from class 2 to class 12-40 minutes.

Chapter IX social and pedagogical correction article 59. 60. article. Social or pedagogical correction of educational institutions, classes and student intake opening (1) social adjustments in educational institutions are the Ministry of education and science.

(3) any educational institution can open class learners who need social or pedagogical correction.
(4) admission procedures of social correction institutions determined by the law "about the empowering nature of coercive measures to minors".
(5) the procedure for admission to the pedagogical educational establishment or adjustment of class and social adjustment in class determines the appropriate authorities of the founder.
(6) educational institutions which create social or pedagogical correction classes is mandatory to provide the extended work days a group of individual working with learners who learn in these classes.

Transitional provisions 1. within six months from the date of entry into force of the Act of the Minister of education and science provides this Act related to the development of the laws and submit them to the Cabinet for approval.
2. Article 48 of this law, the third part shall enter into force for the 2002/2003 school year.
3. by 1 January 2001 the district municipalities of boarding school (excluding special boarding schools) maintenance expenses are financed from the State budget of mērķdotācij.
4. Article 62 of this law in the third subparagraph of paragraph 3 shall enter into force on 1 January 2001.
