The Saeima has adopted and the President promulgated the following laws: the national armed forces law chapter I General provisions article 1. The purpose of the law this law determines the national armed force composition, tasks, system of management, financing and control.
 
2. article. The national armed forces and (1) the national armed forces has military formations that make up the military organized, trained and armed the popular part.
(2) the national armed forces is to protect the sovereignty of the Latvian State, territorial indivisibility and its people from aggression.
 
3. article. National armed forces (1) national armed forces consist of: 1) regular forces;
2) National Guard;
3) mobilization of reserves.
(2) regular forces consist of: 1) land forces;
2) naval forces;
3) air forces;
4) special tasks unit;
5) parliamentary and presidential national security service (hereinafter Security);
6) military police;
7) Military Counterintelligence Service;
8) units set up by order of the Minister for defence of specific tasks;
9) National Defence Academy — war or exceptional condition.
(3) the National Guard is a voluntary paramilitary self-defense militia of public land.
(4) national armed forces component of the structure and legal status approved by the Minister of defence by national armed forces Commander's proposal.
 
4. article. National armed forces the arrangement of national armed forces unit placement in peace time, the Minister of defence by national armed forces Commander's proposal and approved by the Cabinet of Ministers.
 
5. article. National armed forces personnel staffing fundamentals (1) national armed forces personnel assembled exclusively from Latvian citizens.
(2) national armed forces personnel in times of peace: 1) active military service, soldiers: a) professional service soldiers who perform the services under the contract, b) compulsory military service of soldiers;
2) militia;
3) military and civilian employees;
4) to training, the reserve soldiers called up.
(3) Manpower and staffing, in the course of military service is regulated by a special law.
Chapter II national armed forces and their component tasks, article 6. National armed forces (1) the main tasks of the national armed forces main tasks are the following: 1) provide national land area, sea area and airspace integrity;
2) to participate in international operations laws and international treaties set in order;
3) provide personnel and training reserve military service;
4) to participate in the national situation in the prevention of hazards in the laws.
(2) this Act does not in other tasks provided for in the national armed forces units (subunits) may involve only by order of the Cabinet of Ministers.
 
7. article. Land force tasks (1) the performance of this law article 6 tasks defined in land forces: 1) provides public land areas;
2) provides the unit combat and mobilization readiness;
3) prepares soldiers for participation in international peacekeeping and peace support operations;
4) performed compulsory military service, soldiers training;
5) destroyed the explosive objects;
6) participates in emergency and rescue and emergency-relief.
(2) in addition to the National Guard in the first part of this article the tasks defined in the General Security and public order in the laws and other regulations. This task shall be entitled to participate in the only specially trained militia.
 
8. article. Naval tasks, the performance of this law article 6 tasks defined in the Marine Corps: 1) protects the national sea borders and ensure the territorial sea and internal waters (with the exception of rivers and Lakes);
2) Coast Guard, State control territorial sea and internal waters (except rivers and Lakes) as well as the exclusive economic zone;
3) provides the unit combat and mobilization readiness;
4) participate in environmental surveillance, search and rescue at sea and the sea of the consequences of accidents;
5) looking for a sea of potentially explosive items and have them destroyed.
 
9. article. The air force carrying out the tasks of article 6 of this law the tasks defined in the air force: 1) provides the national air space control and protection;
2) provides the unit combat and mobilization readiness;
3) participates in people and other objects, search and rescue;
4) air transport tasks.
 
10. article. Special tasks unit and its tasks (1) the special tasks unit is a specially trained unit of increased danger.
(2) the special tasks unit: 1) participates in counter-terrorism activities;
2) rescue operations on land, air and sea;
3) war shall take special operations in the interest of national defence;
4) carry out other specific tasks of the Cabinet.
(3) the special tasks unit's Charter, approved by the Cabinet of Ministers.
 
11. article. The security service and its tasks (1) security service is a special military unit with national defence operational entities.
(2) security service: 1) provides the members of the Parliament and Parliamentary Bureau, as well as the parliamentary body (object) protection (security);
2) provide the President, his family, the President's Office and residence of the President of the protection (security).
(3) officials of the Parliament and parliamentary institutions (object) protection (security) arrangements determined by the Parliamentary Bureau. The President, the President of the body (object) protection (security) arrangements shall be determined by the President.
 
12. article. Military police and its tasks (1) military police are the military discipline and legality assurance unit of cognitive authority and operational entities.
(2) military police: 1) provides assistance to military unit commanders (bosses) military security measures, military discipline, order and diligence, irregularities and criminal offences in circumstances conducive to prevention;
2) guarded military objects and a list of officials and guarding the order determined by the Minister of defence;
3) provides military traffic control, column, leisure and military cargo guarding;
4) search and detained or convicted several soldiers who avoid or penal investigation, as well as soldiers who are arbitrary or dezertējuš or went away;
5) performs military service and criminal offences in military units or their location in this criminal inquiry, as well as the criminal offence committed in the statement, the soldiers, militia and military units of the civilian workers in connection with their service (post) position or official duty;
6) ensure soldiers pavadapsardzīb and security guards apprehended as a suspect for committing a criminal offence or that suitable security feature, house arrest or detention.
Chapter III national armed forces management system article 13. National armed forces (1) national armed forces direct control by the national armed forces Commander, which is subject to defence ministers. 2) provide national armed forces continuous management, task scheduling and control their execution;
3) is responsible for the operational plan of national defence and national armed forces readiness of national defence regulatory document development and enforcement;
4) responsible for national armed forces tasks required personnel, logistical and financial resources for the timely submission of the request to the Minister of defence and the use of these resources.
15. article. National armed forces headquarters (1) the national headquarters of the armed forces is the National Commander of the armed forces of the institution that provides the Commander with the opportunity to realize a continuous management, decision making, the necessary information, documents and proposals, issuing appropriate orders and orders him to follow, as well as cooperation in fighting operation conditions.
(2) on the national headquarters of the armed forces answer their tasks for the national armed forces headquarters Chief. National armed forces headquarters chiefs shall be appointed and relieved of his post after a Cabinet Minister's proposal.

4) responsible for the tasks required personnel, logistical and financial resources for the timely submission of the national armed forces Commander and the appropriate use of these resources.
Chapter IV the national armed forces cooperation, financing and control article 17. National armed forces cooperation (1) the national armed forces cooperate with the State, municipal and private institutions in accordance with the procedure prescribed by law.
(2) if there is a threat or emergency occur, the national armed forces involvement in civil protection assistance system going with the Defence Minister's orders.
18. article. National armed forces financing and supply (1) the national armed forces is financed from the State budget.
(2) national armed forces with logistical resources going single purchase and supply system. Acquisition regulations approved by the Minister of defence. National armed forces supply rules determine the national armed forces Commander.
(3) national armed forces applied to movable and immovable property is public property that passed the Department of Defense possession. Use this property expenses are covered from the Defence Ministry to allocate the national budget.
19. article. National armed forces operational control (1) national armed forces civilian control of their competence take the Defense Minister, National Audit Office, the Cabinet, the President and the Parliament.

Transitional provisions 1. With the entry into force of this law shall lapse at the law "on the protection force" (the Republic of Latvia Supreme Council and Government Informant, 1992, 46./47./48.nr.; The Saeima of the Republic of Latvia and the Cabinet of Ministers rapporteur, 1994, no. 13, 23; 1995, no 2; 1996, no. 14; in 1997, 6., no. 20; 1999, no. 14) 1.
