The Saeima has adopted and the President promulgated the following laws: The national budget for the year 2000, article 1. To approve the State budget for the year 2000 revenue 1 373 743 104 lats in accordance with annexes 1 and 2.
 
2. article. To approve the State budget for the year 2000, Editions 1 439 743 280 lats and in net loans 14 499 012 lats in accordance with 1, 3, 4 and 5 of the annex.
 
3. article. To confirm the amount of municipalities mērķdotācij 94 493 267 lats, including: 1) District and the urban municipalities of the Republic — the municipal basic, general secondary education, vocational education, special education institutions and partial interests in education, music and art schools pay teachers and the State social insurance compulsory contributions 66 766 633 lats in accordance with 6, 7, 8, 9 and 10;
2) District and the urban municipalities of the Republic — municipal pre-schools, special boarding school and sanitarium type boarding school, special boarding school for children with physical and mental disabilities 16 333 687 lats in accordance with the annex;
3) local folk art amateur collective heads of State wage and social security payments 188 224 lats in accordance with annex 12;
4) County, city and district land and development projects for the development and realisation of 440 000 lats in accordance with the provisions of the Cabinet of Ministers;
5) investments in the parish, city and district municipalities 10 764 723 lats in accordance with annex 13.
 
4. article. To approve the State budget grant municipalities 7 463 010 lats, including: 1) municipal financial equalisation fund to 6 903 010 lats;
2) administrative and territorial reform of the law on execution of 560 000 lats.
 
5. article. Approve national measures for a nonprofit organization, the national joint stock company "national network of information agency" financed by the State budget revenue and expenditure 2 024 539 lats in accordance with annex 14.
 
6. article. Set a maximum national debt at the end of the year 631 700 000 lats. To determine the action of the Government limits public debt obligations in case of unforeseen circumstances 12 575 000 lats. Predict the year 2000 izsniedzamo national guarantees 101 780 000 lats in accordance with Annex 17.
 
7. article. Fix municipal loan and guarantee commitments total allowable increase of 18 500 000 lats. Municipal borrowing to determine the total magnification of 11 500 000 lats, including 500 000 lats in municipal finance for the provision of the stabilisation loan according to the law "on local government financial stabilization and monitoring of financial activities of the local authorities." Local Government provides guarantee to fix the total magnification of 7 000 000 lats.
 
8. article. Determine that the revenue from the personal income tax is credited to the city and County municipal budgets 71.6 percent, but not less than 186 947 600 lats and the Welfare Ministry's special health care budget 28.4 percentage, but not less than 74 152 400 lats.
 
9. article. Provide that, in accordance with the law "on State social insurance" the social insurance special budget, the share of expenditure on social services in the amount of financing is as follows: State pension special budget: 75.11 percent, disability, maternity and sickness special budget: 17.87 percent, the employment special budget: 6.80 percent, work-special budget: 0.22%.
 
10. article. To confirm the Ministry and the central public authorities long-term commitment limits in 2001, 2002 and future years in General and the State of the country's special budget in accordance with the annex.
 
11. article. Ministries and central authorities of the Minister of finance in order to register the Treasury budget institutions funded long term commitment, in the course of registration specifying the particular connection object or event and the realization of the commitment required.
 
12. article. Approve foreign financial help and participation in government payments to specific projects in 2000, 2001 and 2002, in accordance with Annex 16.
 
13. article. Ministries and Central State authorities carry out the activities set out in the programme budget under the Cabinet of Ministers approved the budget program (subprogram) performance indicators.
 
14. article. The Minister of finance approves the State budget institutions program and the Sub drawing up estimates of amounts receivable and approval procedures.
 
15. article. Ministries and central authorities shall ensure, under the supervision of the budget and finance institution funding plan and the approval of the national budget estimates and special budgets and financing plan submitted to the Treasury. They will be made for the expenditure necessary to delete the previous period the debts for the received goods and services.
 
16. article. Budget-funded institutions during the year may be made to the general public, to the extent that they Treasury asignējus the State budget funds from grants from the general budget and revenue gained from actually executing the revenue cost of services rendered and from other own revenues.
 
Article 17. If the Ministry and the central national authorities do not provide revenue for the transfer of the activities of the general revenue account to the extent planned in accordance with Annex 2, to the Minister of Finance has the right to a corresponding extent reduce the Ministry approved appropriations until this law is amended accordingly.
 
18. article. State budget revenues from fees of institutions and other own revenue that exceeds the annual State budget act in certain quantities, and the estimated State budget institutions charge revenue balances at the beginning of the financial year with the permission of the Minister of finance may be diverted to additional budgetary expenditure.
 

19. article. The State budget is a permanent special appropriation that allows such expenses, not exceeding the actual revenue and balance the level of the beginning of the financial year as well as this law certain loans. Special budget balances at the beginning of the financial year with the permission of the Minister of finance may be diverted to additional budgetary expenditure. If the social insurance special budget fiscal deficit level is higher than planned, from the general public by providing loans for a nonprofit organization, the national joint stock company "State social insurance agency", are provided social security cost in accordance with laws and regulations.
 
20. article. To determine the State of the Office of the President of the "General Government Services" expenditure within the President's remuneration per month 1000 lats and representation expenses per month 200 lats.
 
21. article. The privatization of the State property fund funds into the Cabinet in the prescribed amount is credited to the account specified by the Ministry of Finance on Treasury debt and paying for this refinancing.
 
22. article. If the ministries and central institutions of the country function tests and evaluation of activity results in the national budget is found inappropriate use of funds, Finance Minister proposes to reduce appropriations until this law is amended accordingly and the Cabinet of Ministers adopted a decision on the allocation of the required reduction and the national budgetary measures funded to improve the functioning of the institution.
 
23. article. The Ministry of Foreign Affairs of the "security delegation negotiating with the European Union" within the planned funds to provide ministries and central institutions of the State of the negotiation process for accession to the European Union.
 
24. article. To provide for the education and Science Ministry for the national budget for the program "Teacher pay reform" costs 8 240 000 lats for the remuneration of teachers and the State social insurance compulsory contributions. The Ministry of education and science in the Cabinet of Ministers Regulations development project of pedagogical employees pay in connection with the education system reform measures under education law transitional provisions of paragraph 4. Cabinet of Ministers regulations govern the distribution of expenditure by programme and subprogramme.
 
25. article. Provide that if the 2000 State budget tax revenue exceeds the forecast revenue is considered additional funds in the budget to redirect to education in accordance with Cabinet of Ministers accepted education system reform plan and teacher pay increases.
 
26. article. Provide for the National Ministry of transport paid for "Latvian rural road alignment and development" 4 457 000 lats in determining the appropriation for entry into force on 1 May 2000.
 
27. article. (1) the Latvian National Opera after state tax arrears in 1999 November 23 is deleted in the following quantities: 1) the principal sum of the value added tax of 12389.20 lat, the increase demanded unless the money 536.87 dollars, and the delay in the money 2415.90 lats;
2) personal income tax of the principal sum, the increase demanded unless 866,862.44 lats money 69420.78 dollars, and the delay money 502,521.93 lats;
3) State social security payment increase demanded unless the money 7700.43 dollars, and the delay money 41029.91 lats;
4) social tax increase demanded unless the money 20710.43 dollars, and the delay money 107,894.44 lats.
(2) the Minister of finance is entitled to delete the first part of this article, delete the tax increase demanded unless money and delay the money that built up between 1999 until 23 November 2000 January 1.
 
28. article. With the entry into force of this Act invalidates the law on revenues from sales of forest resources "(Latvian Saeima and the Cabinet of Ministers Rapporteur in 1994, 15.nr; 1998, nr. 3).
The law shall enter into force on 1 January 2000.
