The Saeima has adopted and the President promulgated the following laws: The national budget for the year 2000, article 1. To approve the State budget for the year 2000 revenue 1 373 743 104 lats in accordance with annexes 1 and 2.
 
2. article. To approve the State budget for the year 2000, Editions 1 439 743 280 lats and in net loans 14 499 012 lats in accordance with 1, 3, 4 and 5 of the annex.
 
3. article. To confirm the amount of municipalities mērķdotācij 94 493 267 lats, including: 1) District and the urban municipalities of the Republic — the municipal basic, general secondary education, vocational education, special education institutions and partial interests in education, music and art schools pay teachers and the State social insurance compulsory contributions 66 766 633 lats in accordance with 6, 7, 8, 9 and 10;
2) District and the urban municipalities of the Republic — municipal pre-schools, special boarding school and sanitarium type boarding school, special boarding school for children with physical and mental disabilities 16 333 687 lats in accordance with the annex;
3) local folk art amateur collective heads of State wage and social security payments 188 224 lats in accordance with annex 12;
4) County, city and district land and development projects for the development and realisation of 440 000 lats in accordance with the provisions of the Cabinet of Ministers;
5) investments in the parish, city and district municipalities 10 764 723 lats in accordance with annex 13.
 
4. article. To approve the State budget grant municipalities 7 463 010 lats, including: 1) municipal financial equalisation fund to 6 903 010 lats;
2) administrative and territorial reform of the law on execution of 560 000 lats.
 
5. article. Approve national measures for a nonprofit organization, the national joint stock company "national network of information agency" financed by the State budget revenue and expenditure 2 024 539 lats in accordance with annex 14.
 
6. article. Set a maximum national debt at the end of the year 631 700 000 lats. To determine the action of the Government limits public debt obligations in case of unforeseen circumstances 12 575 000 lats. Predict the year 2000 izsniedzamo national guarantees 101 780 000 lats in accordance with Annex 17.
 
7. article. Fix municipal loan and guarantee commitments total allowable increase of 18 500 000 lats. 8. article. Determine that the revenue from the personal income tax is credited to the city and County municipal budgets 71.6 percent, but not less than 186 947 600 lats and the Welfare Ministry's special health care budget 28.4 percentage, but not less than 74 152 400 lats.
 
9. article. Provide that, in accordance with the law "on State social insurance" the social insurance special budget, the share of expenditure on social services in the amount of financing is as follows: State pension special budget: 75.11 percent, disability, maternity and sickness special budget: 17.87 percent, the employment special budget: 6.80 percent, work-special budget: 0.22%.
 
10. article. To confirm the Ministry and the central public authorities long-term commitment limits in 2001, 2002 and future years in General and the State of the country's special budget in accordance with the annex.

23. article. The Ministry of Foreign Affairs of the "security delegation negotiating with the European Union" within the planned funds to provide ministries and central institutions of the State of the negotiation process for accession to the European Union.

4) social tax increase demanded unless the money 20710.43 dollars, and the delay money 107,894.44 lats.
(2) the Minister of finance is entitled to delete the first part of this article, delete the tax increase demanded unless money and delay the money that built up between 1999 until 23 November 2000 January 1.
 
28. article. With the entry into force of this Act invalidates the law on revenues from sales of forest resources "(Latvian Saeima and the Cabinet of Ministers Rapporteur in 1994, 15.nr; 1998, nr. 3).
The law shall enter into force on 1 January 2000.
