The Saeima has adopted and the President promulgated the following laws: the amendments to the Education Act to make the Education Act (the Saeima of the Republic of Latvia and the Cabinet of Ministers rapporteur, 1998, nr. 24; 1999, 17, no. 24; 2000, no. 12; 2001, no. 12) the following amendments: 1. Supplement article 1 with 2.1, 14.1 and 20.1 points as follows: "2 1) formal education — a system that includes elementary education, secondary education and higher education degrees learning program certifies State recognized educational or professional qualifications, as well as education and professional qualification document; "
"14 1) non-formal education — outside formal education organized interests and demand a corresponding educational activity;"
"vocational education 20 1) — codified knowledge and skills, as well as the formation of vērtīborientācij art, culture or sport alongside elementary education or secondary education degree that gives you the opportunity to prepare for production of selected vocational direction."
2. Make the text of article 4 as follows: "the mandatory five-year-old and the child is sešgadīg the preparation of basic learning and the acquisition of basic education or the acquisition of basic education up to 18 years of age to continue."
3. in article 14 (2): turn off;
make paragraph 3 by the following: "3) determines the order in which the State funded primary education, secondary education and higher education programs that implement private education institutions;"

make paragraph 6 by the following: "6) confirms the University (excluding universities) constitutional;";
turn off paragraph 14;
Add to paragraph 17, the words "and the boarding school";

Express 21 as follows: "21) defines the procedure of ensuring student preventive health care, first aid, as well as student safety education and organized events;"
express the following paragraph 23: "23) determines the procedure for receipt of scholarships and grants the minimum size of the higher education program learners who are admitted to the tendering procedure according to the State-funded places, and professional education program learners who enrolled according to national or local government, the number of funded places;"
Add to article 25 as follows: "25) is governed by the children's camps and rules of operation of the organisation."
4. Express article 15 paragraph 24 as follows: "24) approved by the College, as well as the Ministry of education and science under the national educational institutions and educational institutions support the regulations;".
5. in article 17: make the third paragraph of point 6 in the following wording: "6) provides the learners preventive health care and first aid accessibility for the education in the Cabinet of Ministers order;"

6. Article 24: Add to the article with a new fifth subparagraph by the following: "(5) a month from the second and third subparagraphs referred to the date of submission of documents to the Ministry of education and Science approved the Statute of the College, including college education register and issue a certificate of registration it.";

7. 9. Supplement article 38 the second part of paragraph 5 with the following: "5) vocational guidance education programs."
10. Replace the first subparagraph of article 42, the words "persons" with the word "Person" and the words "learner" in it — with the words "it" in this institution.
11. Expressing article 46 the following: "article 46. Adult education programs (1) adult education can offer formal and informal education programs.
(2) adult formal education programme for the implementation of this Act, the vocational education Act, the School Act and other laws.
(3) adult informal education programs is determined these educational content and their compliance with the State and employers, as well as personal growth interests and those for adults have the right to learn throughout their lives regardless of the above educational.
(4) non-formal adult education programmes and training courses designed and implemented by the education authorities, as well as to other legal or natural persons independently or in cooperation with customers.
(5) State and municipal education institutions established are entitled to exercise adult informal education programs without a licence, other legal and natural persons — after receiving a licence the local authority.
(6) the adult education can be financed: 1) State and local government budget;
2) employers;
3) learners;
4) donations and gifts;
5) other means. "
12. To supplement the law with the following wording for article 29.3:29.3 "article. Vocational education programs (1) vocational education is voluntary. Vocational education programs with national educational standards in educational development authority.
(2) vocational guidance education programme shall lay down the procedure for implementing the vocational training law. Vocational guidance in the education programme should receive appropriate licence. "
13. Article 55: make paragraph 5 by the following: "5) get the preventive health care and first aid education and its organized events;"
to complement the article, paragraph 10 by the following: ' 10) on life and health, to safe conditions in the educational institution and its organized events. "
14. Express article 60 of part three of the second and third sentence as follows: "Teacher pay State or local government educational institutions, including the five-year-old and a baby sešgadīg training is provided from the State budget funds and the State budget mērķdotācij. Municipal general pre-school education teacher pay is provided from the budgets of the local authorities. "
15. transitional provisions: to make the first sentence of paragraph 4 as follows: "article 53 of this law, the second part shall enter into force on September 1, 2003. 1, 2003 to September, teachers ' wages are increased in accordance with Cabinet of Ministers accepted the wage increase teachers ' schedules. "
The law shall enter into force on 1 September 2001.
The law adopted by the Parliament in the July 5, 2001.
