The Saeima has adopted and the President promulgated the following laws: the identity documents Act Chapter I. General provisions article 1. The purpose of the law this law aims to establish the legal status of individuals and their identity documents (identity document), as well as their types, content, use, transfer and withdrawal procedures.
2. article. Identity document (1) the identity document is legally authorised State institutions issued a document establishing identity.
(2) the identity of the holder is the person to whom the identity card issued.
(3) the following persons and their legal status documents: 1) identity card;
2) passport.
(4) an identity card and passport is the property of the Republic of Latvia, and the issuance of State fee payable to the Cabinet in the order and amount. Duty is not payable on non-resident identity card, diplomatic and service passports.
3. article. ID (1) in Latvia, the following persons are issued certificates: 1) the citizen's identity card;
2) citizen identity card;
3) stateless persons, refugees, aliens or persons with alternative status, residence permit;
4) a non-resident, it is accredited in foreign or international organisations of the diplomatic or consular representation of staff members, the ID card.
(2) the identity card is compulsory identity document and not a citizen of Latvia citizen residing in Latvia and has reached the age of 15, as well as the person who is accredited in foreign or international organization diplomatic or consular representations of the staff member.
(3) the residence permit is mandatory identity card for stateless aliens, refugee or person granted subsidiary status and regulations duly authorised to reside in Latvia.
(4) citizens and non-citizens identity card is to be used as a travel document when going to foreign countries, where this is provided for in the Republic of Latvia in binding international agreements.
4. article. Passport (1) Latvia such passports are issued: 1) citizens a passport;
2) passport for non-citizens;
3) diplomatic passport;
4) service passport;
5) stateless travel document;
6) refugee travel document.
(2) a travel document is authorized in the law, the national regulatory authorities issued identity document, the Republic of Latvia in accordance with international agreements binding, this law and other regulations, gives the holder the right to cross the State border of the Republic of Latvia and intended to travel to foreign countries.
(3) citizens and non-citizens and stateless persons passport, refugee travel document is a travel document that is issued by a person, or minors earlier elections.
Chapter II. Identity card and passport are the contents and format of the article 5. Identity card and passport content (1) identity cards and passports are issued on the basis of the population registry data, and they contain the following information: 1) of the holder: (a)) (name), (b), (c))) last person code, citizenship or other d), a person's legal status in the Republic of Latvia, e) sex f) date of birth place of birth, g), (h), (i))) signature;

(9) non-resident identity cards do not use the population register data, and they are not recorded in the ID code.
6. article. Identity card and passport, and the handover of issue and periods of validity (1) ID card is the card of the document type.
(2) passport book has a document type.
(3) an identity card and passport, and the handover of their issuance, as well as the validity period is determined by the Cabinet of Ministers.
Chapter III. Identity card and passport for article 7. Identity card for citizens and non-citizens, stateless persons and refugees of the Passport travel document issue (1) the identity cards of citizens and non-citizens, stateless persons and refugees of the Passport travel documents the population register shall be issued to persons established in the citizenship and Migration Board.
(2) non-resident identity cards issued by the Ministry of Foreign Affairs.

8. article. Diplomatic and service passports (1) a diplomatic passport shall be issued in accordance with the law on diplomatic passports. "
(2) a passport issued by a State Department official, which occupies a leading position, or the person who is working or civil relations according to diplomatic and consular law and who is not entitled to a diplomatic passport. Circle of persons which shall be issued by the Passport service, as well as the Passport procedure determined by the Cabinet of Ministers.
(3) diplomatic and service passports issued by the Ministry of Foreign Affairs.
9. article. Return to issuing certificates (1) return certificate is a document, which replaces the travel document.
(2) return the licence can get a Latvian citizen, non-citizen or a stateless person who has a valid residence permit in the Republic of Latvia, or refugee, who is recognised as such in accordance with the laws of Asylum if he staying abroad and she does not have a valid travel document.
(3) the return of the certificate shall be issued to the holder of the certificate validity period, one time crossing the State border of the Republic of Latvia, could return to Latvia.
(4) the certificate of return issued by the Ministry of Foreign Affairs.
(5) return the licence to the content, and the procedure for the issue of a sample is determined by the Minister of Foreign Affairs.
Chapter IV. Identity cards, passports and return the holder's rights and obligations Article 10. Identity cards, passports and return the rights of the holder of the certificate (1) identity cards, passports and return to the certificate holder shall have the right to prove your identity by producing the relevant documents.
(2) citizens or non-citizen or the holder of the passport holder has the right of Latvia in binding international agreements and regulations in order to use the identity card or passport as a travel document.
(3) citizens or non-citizen ID card holder has the right of presentation of the ID card, to cross the State border of the Republic of Latvia to return to Latvia from foreign countries.
11. article. Personal responsibility (1) Latvian citizen and citizen living in Latvia and has reached 15 years of age is bound to get ID cards if they are not in possession of a valid identity card.
(2) alien, refugee, stateless persons (who have received residence permits in Latvia) or his or her parents (if the person has not reached 15 years of age) are obliged to receive a personal certificate, if she is not in possession of a valid identity card.
(3) a Person who has reached 14 years of age, identity card, passport or a certificate of return gets personal.
(4) If a person has not reached 14 years of age, the identity card, passport or a certificate of return shall receive the person's parents.
12. article. Identity cards, passports and return the holder's obligations (1) the identity card, passport, or return to the certificate holder has the obligation to keep the ID card, passport or a certificate of return to come into possession of another person or injury does not become invalid for use.
(2) if the person has not reached 14 years of age, of the identity card, passport or certificate of possession of return is responsible for that person's parents.
(3) the identity cards, passports or certificates of return loss for the holder of the document in question within five days after the capture of the facts reported in the identity card, passport or a certificate of return to the issuing authority, the national police or the National Guard's body, but if the ID card, passport, or return to the certificate holder is in a foreign country, the Republic of Latvia-diplomatic or consular representation.

(4) entering foreign countries, identity cards, passports or re-entry licence holder is responsible for the relevant foreign entry conditions.
Chapter v. Identity cards, passports and return transfer of the certificate and the procedures for using Article 13. Identity cards, passports and return the transfer of licence (1) if the ID cards or passports in accordance with the procedure prescribed by law "from Latvian citizenship, he a month from the date of receipt of the order the loss of citizenship, pass the identity card or passport, if it had been issued, the Naturalization Board, but if ID cards or passports is located abroad, — Latvian diplomatic or consular representation.

(4) the dead person's passport, identity card or return the licence, except a diplomatic passport, service passport or a non-resident person, passes the civil registry Department.
(5) the dead person's diplomatic passport, service passport or a non-resident person shall forward the certificate of the Ministry of Foreign Affairs.
(6) the deceased person's foreign passport, identity card or a certificate of return shall be referred to the Latvian diplomatic or consular representation in the foreign country.
(7) the holder of the certificate of return after returning to Latvia without delay return certificate citizenship and immigration authorities.
(8) the Naturalization Board, Latvian diplomatic or consular representation, the national police authority, State border guard authority and the civil registry Department released ID cards, passport and return it to the issuing of the certificate delivered.
14. article. Identity cards, passports and return of the certificate of removal (1) identity cards, passports or certificates of the issuing authority, return them to an authorized institution, the national police and State border guard authority have the right to remove without a time-limit of the identity card, passport or a certificate of return if the person is obtained the documents illegally, used the identity card, passport or a certificate of return which has become unserviceable in accordance with this law, article 16, first paragraph, point 9 or a change to the legal status of the person, the document is not passed this law, article 13 of the first and second parts, within the prescribed period. The person has the right to require the removal of such documents shall be drawn up in writing according to the administrative rules governing the process.
(2) a Person arrested for a period which is longer than three hours for an administrative offence or committing a criminal offence or the type of penalty — imprisonment or arrest, identity card, passport or a certificate of return shall be removed under authority of this person, the pre-trial investigation authority or court. 15. article. Identity cards, passports and return the licence restrictions on the use of The ID card, passport or a certificate of return shall be prohibited: 1) do it not for legislation;
2) to remove (this prohibition does not apply to article 14 of the law);
3) to pass or take the pledge;
4) for use by another person;
5) use another person's passport, identity card or a certificate of return;
6) issued to another person;
7) use the identity card or passport, which has become unserviceable.
 16. article. Do not use a valid identity card, passport and return certificate (1) identity card, passport or a certificate of return is not valid for use if: 1) over the period of validity;
2) it made in the laws unexpected mark;
3) changed the name of the person or the last name (first name and last name);
4) changed the legal status of the person;
5) changed other article 5 of this law in the first part of the ID card, passport, or return to the certificate holder or found inaccuracies in records;
6) issued in its place a new identity card, passport or a certificate of return;
7) at is mechanically or other damage, which is not possible to identify the holder of the document or read the information specified therein;
8) it does not match the specified pattern;
9) identity cards, passports, or return to the holder in writing to the reporting on the identity card, passport or a certificate of return loss in the national police or the national border guard authority, document issuing authority or Latvian diplomatic or consular representation;
10) regulations laid down in the decision on withdrawal of the residence permit or the nullity.
(2) the Cabinet determines the valid identity documents and not the completed form, be included in the invalid document register, as well as document and form tracking procedures.
1. Transitional provisions this law article 3, second paragraph shall enter into force on 1 January 2005.
2. Article 3 of this law, the third part shall enter into force on January 1, 2004.
3. electronic voter registration system, the citizens ' passports are made on participation in elections mark or national referendum.
The law shall enter into force on 1 July 2002.
