The Saeima has adopted and the President promulgated the following laws: the identity documents Act Chapter I. General provisions article 1. The purpose of the law this law aims to establish the legal status of individuals and their identity documents (identity document), as well as their types, content, use, transfer and withdrawal procedures.
2. article. Identity document (1) the identity document is legally authorised State institutions issued a document establishing identity.
(2) the identity of the holder is the person to whom the identity card issued.
(3) the following persons and their legal status documents: 1) identity card;
2) passport.
(4) an identity card and passport is the property of the Republic of Latvia, and the issuance of State fee payable to the Cabinet in the order and amount. Duty is not payable on non-resident identity card, diplomatic and service passports.
3. article. ID (1) in Latvia, the following persons are issued certificates: 1) the citizen's identity card;

3) stateless persons, refugees, aliens or persons with alternative status, residence permit;
4) a non-resident, it is accredited in foreign or international organisations of the diplomatic or consular representation of staff members, the ID card.

4. article. Passport (1) Latvia such passports are issued: 1) citizens a passport;
2) passport for non-citizens;
3) diplomatic passport;
4) service passport;
5) stateless travel document;
6) refugee travel document.
(2) a travel document is authorized in the law, the national regulatory authorities issued identity document, the Republic of Latvia in accordance with international agreements binding, this law and other regulations, gives the holder the right to cross the State border of the Republic of Latvia and intended to travel to foreign countries.

Chapter II. Identity card and passport are the contents and format of the article 5. Chapter III. Identity card and passport for article 7. Chapter IV. Identity cards, passports and return the holder's rights and obligations Article 10. 11. article. Personal responsibility (1) Latvian citizen and citizen living in Latvia and has reached 15 years of age is bound to get ID cards if they are not in possession of a valid identity card.
(2) alien, refugee, stateless persons (who have received residence permits in Latvia) or his or her parents (if the person has not reached 15 years of age) are obliged to receive a personal certificate, if she is not in possession of a valid identity card.
(3) a Person who has reached 14 years of age, identity card, passport or a certificate of return gets personal.
(4) If a person has not reached 14 years of age, the identity card, passport or a certificate of return shall receive the person's parents.
12. article. Identity cards, passports and return the holder's obligations (1) the identity card, passport, or return to the certificate holder has the obligation to keep the ID card, passport or a certificate of return to come into possession of another person or injury does not become invalid for use.

Chapter v. Identity cards, passports and return transfer of the certificate and the procedures for using Article 13. 14. article. 4) for use by another person;
5) use another person's passport, identity card or a certificate of return;
6) issued to another person;
7) use the identity card or passport, which has become unserviceable.
 16. article. Do not use a valid identity card, passport and return certificate (1) identity card, passport or a certificate of return is not valid for use if: 1) over the period of validity;
2) it made in the laws unexpected mark;
3) changed the name of the person or the last name (first name and last name);
4) changed the legal status of the person;
5) changed other article 5 of this law in the first part of the ID card, passport, or return to the certificate holder or found inaccuracies in records;
6) issued in its place a new identity card, passport or a certificate of return;
7) at is mechanically or other damage, which is not possible to identify the holder of the document or read the information specified therein;
8) it does not match the specified pattern;
9) identity cards, passports, or return to the holder in writing to the reporting on the identity card, passport or a certificate of return loss in the national police or the national border guard authority, document issuing authority or Latvian diplomatic or consular representation;
10) regulations laid down in the decision on withdrawal of the residence permit or the nullity.
(2) the Cabinet determines the valid identity documents and not the completed form, be included in the invalid document register, as well as document and form tracking procedures.
1. Transitional provisions this law article 3, second paragraph shall enter into force on 1 January 2005.
2. Article 3 of this law, the third part shall enter into force on January 1, 2004.
