The Saeima has adopted and the President issued the following law: animal feed law chapter I General provisions article 1. The law is applied in the following terms: 1) animal feed, raw, fresh or preserved products of vegetable or animal origin, industrial by-products or organic or inorganic substances, used singly or in animal nutrition in compound feedingstuffs;
2) feed, feed production, packaging, storage, import, export (import) (export), distribution or marketing;
3) feed materials: the raw, fresh or preserved products of vegetable or animal origin, industrial by-products or organic or inorganic substances, used in the preparation of compound feedingstuffs or as adjuvant of premixtures;
4) compound feedingstuffs, feed materials, feed additives and premixtures for compound animal feeding as complete or complementary feedingstuffs;
5) additives: substances or preparations, substances used to improve the characteristics of the feed to ensure full nutrition of animals, to improve their productivity, meet certain nutrition and prevent or reduce the harmful effects of waste on the environment; 6) dietary food — a complete or complementary feedingstuffs satisfying the specific needs of animals for certain nutrients, if animals are temporarily or permanently impaired metabolic processes;
7) medicated feed, veterinary medicines and feed mixtures prepared for animal nutrition and for treatment or prevention;
8) premixtures: additive or additive mixture with the adjuvant for the manufacture of compound feedingstuffs;
9) premixtures: therapeutic combination of a veterinary medicinal product with the excipients, medicated feed production;
10 animal — animal productivity) from which is produced a food for human consumption;
11) complementary feedingstuffs: mixtures of feedingstuffs which consists of individual substances in high concentrations and may be used for animal nutrition in combination with other feedingstuffs;
12) complete feed: the feed mixture, the composition of which satisfy the needs of the animal feed and bio-active substances according to its species, age, productivity or physiological position.
 
2. article. The law aims to ensure high quality, human and animal health, life and green feed.
 
Chapter II requirements for feed business operators article 3. (1) a Person may be involved in the food chain, if its activities with each feed at any stage in the feed chain and the site is accepted or registered by the food and veterinary service.
(2) food chain stakeholders and recognition of the registration procedures and requirements of the food chain stakeholders determined by the Cabinet of Ministers.
(3) a food and veterinary service recognized and registered persons engaged in the food chain, the food chain stakeholders list.
 
4. article. Food chain stakeholders recognise, if it meets certain requirements and are manufactured, packaged, distributed, stored, imported or exported: 1) feed additives containing antibiotics, growth promoters, coccidiostats, carotenoids and vitamins and provitamins, ksantofil, trace elements, antioxidants, micro-organisms or enzymes;
2) protein derived from bacteria, yeast (except for the yeast, which cultivated on vegetable or animal origin substrate), algae and lowest mushrooms;
3) by-products of fermentation amino acids, amino acids, the amino acid salts and analogues;
4) premixtures containing antibiotics, growth promoters and coccidiostats group of additives in feedingstuffs;
5) premixtures containing copper, selenium, vitamin A and D.
 
5. article. Food chain stakeholders recognise, if it meets certain requirements and produce or their farms for animal nutrition preparing compound feedingstuffs containing premixtures which: 1) antibiotics, growth promoters and coccidiostats;
2) feed materials with increased pollution.
 
6. article. Food chain stakeholders recognise, if it meets certain requirements and are manufactured, packaged, distributed, stored, imported, exported, or your willing to farm animals medicated feed.
 
7. article. Food chain stakeholders registered if it meets certain requirements and are manufactured, packaged, distributed, stored, imported or exported: 1), želētājviel, flavourings, colorants, binders, stabilising, emulsifiable preservative, containing an appetite-enhancing substances and, thickeners and additives group coagulants;
2) premixtures containing antioxidants, carotenoids and vitamins and provitamins, ksantofil (except vitamin A and D), trace elements (other than copper and selenium), micro-organisms or enzymes;
3) compound feedingstuffs containing premixtures containing antioxidants, carotenoids and ksantofil, vitamins, provitamins, trace elements, micro-organisms or enzymes;
4) compound feedingstuffs containing additives in feedingstuffs that contain antioxidants, carotenoids and vitamins and provitamins, ksantofil (except vitamin A and D), trace elements (other than copper and selenium), micro-organisms or enzymes;
5) feedingstuffs, feed additives and premixtures.
 
8. article. Food chain stakeholders registered if it meets certain requirements and packaged, distributed, stored, imported or exported mixtures of feedingstuffs which contain: 1) premixtures containing antibiotics, growth promoters and coccidiostats;
2) feed materials with increased pollution.
 
9. article. Food chain stakeholders registered if it meets certain requirements and their farms for animal nutrition preparing compound feedingstuffs containing premixtures: 1), which contain antioxidants, carotenoids and vitamins and provitamins, ksantofil, trace elements, micro-organisms or enzymes;
2) feed supplements that contain antioxidants, vitamins and provitamins (except vitamin A and D), trace elements (other than copper and selenium), micro-organisms or enzymes.
 
10. article.  (1) food labelling and advertising information shall not be misleading or ascribe feed properties which it does not possess.
(2) the label must be clearly visible, legible and indelible.
(3) the quality of the label manufacturer or Packager and Distributor, if it has the power to change the product's original packaging or labelling.
(4) in Latvia to redistribute Cabinet duly labelled and packaged foods.
 
11. article. (1) the Feed is distributed to the manufacturer's original packaging.
(2) close the Packaging so that it would not be possible to use it again.
 
12. article. Feed redistribute bulk if: 1) one feed is traded on the other producer;
2) producer of feed delivered packing company.
 
13. article. Feed mineral blocks, briquette unseparated, roots, grains and by-products, as well as oil, starch and sugar industry by-products redistribute bulk.
 
14. article. The feed is distributed in: 1) the tank manufacturer supplied to the final consumer;
2) complementary feedingstuffs molassed in no more than three ingredients.
 
15. article. (1) in Latvia authorised feed additives, proteins derived from bacteria, yeast (except for the yeast, which cultivated on vegetable or animal origin substrate), algae and mushrooms, the lowest fermentation by-products amino acids, amino acids, salts and amino acids amino acid analogues, the procedures of registration and movement is determined by the Cabinet of Ministers.
(2) feed additives and premixtures protein derived from bacteria, yeast (except for the yeast, which cultivated on vegetable or animal origin substrate), algae and mushrooms, the lowest fermentation by-products amino acids, amino acids, salts and amino acids amino acid analogs recorded food and veterinary service.
 
16. article. Feed additives containing antibiotics, growth promoters, coccidiostats, selenium, vitamins A and D may be spread only for feed business person whose manufacturing premixtures.
 
Article 17. Premixtures containing antibiotics, growth promoters, coccidiostats and redistribute only for feed business person producing compound feedingstuffs.
 
18. article. Medicated feed and dietary feed order is determined by the Cabinet of Ministers.
 
19. article. (1) the medicated feedingstuffs manufactured and distributed only at the written request of the official veterinarian.
(2) Medicated pre-mixes recognised for disseminate feed business person who produces or his farm animals finished medicated feed, or a recognised veterinary pharmaceutical company.
 
20. article. Medicated feed safety for humans, animals and the environment answer: 1) a veterinarian extract feed demand;
2) feed manufacturer;
3) feed dealer;
4) feed business person that your ready to farm animals and use of medicated feed.
 
21. article. (1) dietary food is unsafe, do not contain veterinary medicinal products and ensure the specific needs of the animal, which it is intended.
(2) dietetic feedingstuffs authorized to distribute only the manufacturer's original packaging.
 

22. article. (1) the manufacturer and distributor of feedingstuffs provides high-quality and healthy food.
(2) in feed and feed ingredients prohibited substances and feed safety requirements established by the Cabinet of Ministers.
(3) the plant provides a self-control system: a documented quality control of the products manufactured by the food manufacturer or its separate departments.
(4) feed business entity shall establish and maintain a registry that provides the feed and traceability of feed materials.
(5) feed business person for feed or feed materials which do not comply with the laws and requirements, immediately notify the food and veterinary service, as well as those involved in the food or feed chain, and removes the corresponding feed or feed ingredients from the market.
 
23. article. The feed is considered invalid if: 1) it does not meet safety requirements, or contain prohibited substances;
2) ended its period of validity;
3) damaged its packaging;
4) it has been corrupted and it found organoleptic or investigating the laboratory;
5) its content does not match the label of the specified composition and properties;
6 it is not) the statutory accompanying document;
7) it does not meet the regulatory requirements.
 
24. article. (1) distribution of invalid feed processing or destroy the law.
(2) the feed manufacturer, Packer, importer, holder (importer), the exporter (exporter) or the distributor shall bear the expenses related to the distribution of invalid feed control, withdrawal, processing or destruction.
 
Chapter III feed import and export procedures article 25. Feed imported into Latvia and Latvian may be removed from the food and veterinary service recognized or registered food chain stakeholders.
 
26. article. The Minister of agriculture shall determine the countries or parts thereof and the companies from which allowed to bring food in.
 
27. article. The food and veterinary service: 1) regulations prescribed controlled feed cargo to the border and customs warehouses;
2 develop a methodological instructions) on the control of animal feed imported to Latvia.
 
28. article. If the feed or feed materials do not meet the legal requirements, threat to human and animal health, life and the environment, the food and veterinary service prohibits the import into Latvia.
 
Chapter IV, feed monitoring and control of State article 29. (1) the feed State supervision and control is carried out by the food and veterinary service.
(2) a food and veterinary service controls the feed production chain, food packaging, storage, distribution, importation and exportation from Latvia in Latvia, as well as the trade and use of feedingstuffs.
(3) a food and veterinary service carries out the food chain stakeholders under the supervision and control of the Minister of Agriculture approved feed monitoring programme, as well as if there is a suspicion of non-compliance with feed law requirements.
 
30. article. (1) the food and veterinary service provides feed sampling and analysis, according to Minister of Agriculture approved feed sampling and analysis methodology.
(2) a food and veterinary service creates and updates the list of laboratories authorised to carry out an analysis of samples of feedingstuffs.
 
31. article. The food and veterinary service develop and Minister of Agriculture approved an action plan in case the food could pose a serious threat to human and animal health, life and the environment.
 
32. article. (1) the food and veterinary service manager appointed by the food and veterinary inspectors (Inspector). The Inspector is responsible for the feed chain supervision and control according to the normative requirements.
(2) the inspector shall have the right without notice to visit a feed business person, get the information you need and remove samples according to feed the national surveillance program, as well as to perform these steps if you suspect or complaints that feed business person violated the law.
 
33. article. The Inspector considered the distribution of feed invalid if it does not comply with article 23 of this law.
 
34. article. If the infringement is established, the Inspector has the right to the person guilty of the administrative punishment law.
 
35. article. (1) the food and veterinary service food chain stakeholders informed in writing of the decision taken on the basis of the findings of the control.
(2) a food and veterinary service of the decision may be appealed to the law.
 
36. article. The inspector shall be prohibited: 1) disclose business secrets which become known to him in the performance of their duties;
2) unduly hinder the food chain stakeholders;
3) personally or through a third party to participate in the food chain of people involved in economic activities.
 
The transitional provisions of the law the second part of article 3 shall enter into force on 1 January 2003.
The law adopted by the Parliament in 2002 on September 26.
