The Saeima has adopted and the President promulgated the following laws: the law on the protection of animals in the animal protection Act (Republic of Latvia Saeima and the Cabinet of Ministers rapporteur, 2000, no. 2; 2002, nr. 2), the amendments are as follows: 1. Add to article 4 of the second paragraph by the following: "(2) a Person is prohibited to hold the animal if it is convicted of cruelty to animals."
2. in article 5: Supplement to article 2.1 part as follows: "(21) If the owner of the animal is not able to perform the second part of this article, he referred to the animal seized or the person who donates the ability to discharge these functions pass the shelter or eitaniz the law.";
to supplement the article with the fifth and sixth the following: "(5) a dog dangerous recognizes food and veterinary service of the Cabinet of Ministers.
(6) a dangerous dog shall be prohibited to have the person who: 1) punished for the assault of a man or animal, which has been threatened by human or animal health or life;
2) violated the laws and requirements governing weapons, munitions, explosives, explosive guards, special features, and the use of pyrotechnic articles;
3) is a medical institution accounting (in the registry) due to alcoholism or drug addiction, or toksikomānij, which established psychiatric disorders, or that have been found in the past and there are medical reports that they can occur;
4) can point to a permanent residence. "
3. Express article 10 paragraph 2 by the following: "2) houses (rooms), animals for testing, training, trade and public exhibitions, to present the requirements for keeping a dangerous dog as well as the House (room) of the animal's owner and the rights and obligations of the holder;".
4. Express transitional provisions in paragraph 3 by the following: "3. The Cabinet of Ministers until July 1, 2003:1) confirms the claim House (rooms), animals for testing, training, trade and public exhibitions, to present the requirements for keeping a dangerous dog as well as the House (room) of the animal's owner and the rights and obligations of the holder;
2) confirm the animal protection Council of ethics rules, defining its functions and activities. "
Transitional provisions with the entry into force of this Act shall terminate the constitutional order of article 81 of Cabinet of Ministers issued Regulation No. 576 "amendments to the animal protection law" (Latvian journal, 2002, nr. 189).
The Parliament adopted the law of 6 February.
The President of the Parliament instead of the President i. Otter Riga 2003. on 20 February, the Editorial Note: the law shall enter into force on March 6, 2003.
