The Saeima has adopted and the President promulgated the following laws: The Constitution of the Latvian Academy of Culture in article 1. The Constitution of the Latvian Academy of Culture meeting 14 November 2003 adopted in the Constitution with this law is approved.
2. article. The law shall enter into force on the day following its promulgation. With the law put the Constitution of the Latvian Academy of Culture.

Adopted by the Latvian Academy of culture in the constituent Assembly meeting 2003 November 14, Academy of culture of Latvia Satversme Latvian cultural Academy is founded in 1990 on December 29 with the Republic of Latvia to the Council of Ministers decision.

3. the Academy is an autonomous institution of higher education with the right to develop their own Constitution and to determine the content and form of studies, research work and the content in accordance with applicable laws and regulations.
4. the Constitution of the Academy of the Republic of Latvia guarantees the statutory academic staff and student academic, research and artistic creativity.
5. the Academy has the right to set its own administrative, organizational and economic structure, and create manpower.
6. the Academy is a public legal entity, its legal order with no 3342301524 is registered in the register of educational institutions, has its own stamp with the Republic of Latvia the small national coat-of-arms images; his attributes: the flag and emblem.
7. in carrying out its mission, the Academy is based on the following principles: 7.1 the Studio process, scientific and artistic creativity are respected in the interests of the people of Latvia, world humanitarian culture and art;
7.2. the Academy shall implement a study and scientific activities of unity;
7.3. the Academy promotes continuing education;
7.4. The Academy cooperates with other educational and scientific authorities in Latvia and other countries, providing student, academic staff and exchange of scientific information.
8. The Academy has the right to grant academic degrees and degrees, professional qualifications and professional degrees for those learners who have successfully completed courses.
9. The Academy shall have the right to independently work with foreign educational institutions, art institutions and other legal and natural persons.

15. The constitutional meeting of 50 persons for a period of three years, by secret vote, shall elect from the academic staff, student and staff in General, the amount of space allocated to them, in proportion to representation. The proportion of academic staff in the constituent Assembly must not be less than 60% (30 delegates) and the student share, not less than 15% (10 delegates). 17. The Senate of the Academy is the Academy staff collegiate leadership and authority to develop and approve the procedures and conditions for all areas of activity of the Academy and runs the Academy study process.

20.4. approve all regulations, rules of the Academy and other University activities regulatory documents, other than those that are within the competence of the constituent Assembly;
20.5. upon the proposal of the Rector and Vice Rector of the approved administrative department managers;
20.6. the Commission and the Council set up a separate issues.
21. The Senate makes decisions by simple majority of the total number of senators.
22. The Senate's decisions may be appealed to the arbitration within ten days from the date of the decision.

33. Rektorāt Academy is a consultative, collegial institution which has created operational and regular management of the Academy and organisational issues. Rektorāt is headed by a Rector; It includes: Vice Rector, deans, Department heads, Studio Manager, Department head, Chief Accountant, HR Manager, external communications manager.

40. the Commission shall be chaired by the Chairman, who no less than annually submit to the Senate a written report of the results of the inspection. The Audit Commission's decisions within one month of the Academy may be appealed to the Senate. The Audit Commission, or a member of the constituent assembly reference by the Senate or 2/3 the constitutional meeting request.
41. The Scientific Council of the Academy represents the Academy's research activities and organisational strategy of the work of the Academy for scientific research. The Scientific Council dealt with the Academy's academic staff and Doctoral scientific operations related issues.
42. The Scientific Council is composed of 7 people at the proposal of the Rector to 3 approving the Senate. 43. the basic structure of the Academy shall consist of the Chair, the Department and the faculty, library, video library. 52. The Academy staff rights and obligations is to facilitate learning, study and research freedom, the exercise of their direct obligations of work and study, as well as participation in the Academy's administration and self-government institutions, according to the Academy's constitutional arrangements for the meeting, and the applicable regulatory enactments.

55. The academic staff shall carry out the student training and research work of the humanities and social sciences and the arts.
56. Academic staff workload and tasks the student education and management work of research, scientific research, artistic innovation and industry development in the quality evaluation determined in accordance with the existing laws, the Senate approved rules for academic posts.
57. The Academy staff remuneration principles determined by the Senate of the Academy, while the monthly wage rate may not be less than the Cabinet set rates.
58. academic staff, according to the University Act, has the right to: 58.1. annual paid leave of eight weeks;
58.2. every six years — paid six calendar months research leave from employment;
58.3. once get paid three months long study leave for thesis preparation.
59. Professor, Associate Professor and Assistant Professor in the same election period are entitled to unpaid leave of up to 24 months to work as guest lecturer in other universities.
60. The Academy works for the Betterment of the Council. Its mission is scientific skill assessment and the award of the degree.
61. Like the Academy of Professor, Associate Professor, Assistant Professor, lecturer, Assistant, principal investigator and research and administrative positions (Rector, Vice Rector, Dean) can take according to the existing laws and the Constitution of the Academy.

82. The State budget funds of the Academy study is financed under the Cabinet of Ministers of the procedures laid down. Tuition study locations that are not financed from State budget funds, shall be borne by the student, legal and natural persons concluding the contract with the Academy.
83. The Academy student is his own administration: 83.1. Student Self-Government operates in accordance with the regulations approved by the Senate.

83.6. Student self-government decisions after they have been approved in the Senate of the Academy are mandatory for all students.
(IV) the Academy PROPERTY, finance and economic activities 84. The REORGANIZATION or LIQUIDATION of the Academy VI 90. Decisions on reorganisation or winding-up of the Academy shall be adopted by the Cabinet Minister of education and science, which shall be added to the proposal of the Academy reorganization or liquidation projects, as well as the opinion of the Council of higher education.
