The Saeima has adopted and the President promulgated the following laws: The Constitution of the Latvian Academy of Culture in article 1. The Constitution of the Latvian Academy of Culture meeting 14 November 2003 adopted in the Constitution with this law is approved.

5. the Academy has the right to set its own administrative, organizational and economic structure, and create manpower.

7. in carrying out its mission, the Academy is based on the following principles: 7.1 the Studio process, scientific and artistic creativity are respected in the interests of the people of Latvia, world humanitarian culture and art;
7.2. the Academy shall implement a study and scientific activities of unity;
7.3. the Academy promotes continuing education;
7.4. The Academy cooperates with other educational and scientific authorities in Latvia and other countries, providing student, academic staff and exchange of scientific information.
8. The Academy has the right to grant academic degrees and degrees, professional qualifications and professional degrees for those learners who have successfully completed courses.
9. The Academy shall have the right to independently work with foreign educational institutions, art institutions and other legal and natural persons.

15. 21. The Senate makes decisions by simple majority of the total number of senators.
22. The Senate's decisions may be appealed to the arbitration within ten days from the date of the decision.

52. 55. The academic staff shall carry out the student training and research work of the humanities and social sciences and the arts.

57. The Academy staff remuneration principles determined by the Senate of the Academy, while the monthly wage rate may not be less than the Cabinet set rates.

59. Professor, Associate Professor and Assistant Professor in the same election period are entitled to unpaid leave of up to 24 months to work as guest lecturer in other universities.
