The Saeima has adopted and the President promulgated the following laws: the song and Dance Festival Act article 1. The purpose of the law this law aims to preserve, develop and pass on to future generations the song and dance celebration tradition.
2. article. The task of the law this law to: 1) ensure the song and dance of feast in a loop of continuous progress;
2) to ensure the song and dance celebration preparation process;
3) to determine the State and local financial and organisational responsibility.
3. article. Song and Dance Festival as the value of (1) the national song and Dance Festival is a unique cultural tradition of Latvia and Latvian national identity. Song and Dance Festival traditionally form the General Latvian Song and Dance Festival and the Latvian school youth song and Dance Festival (also in the future — the song and Dance Festival).
(2) Song and dance celebration tradition and symbolism in Latvia, Estonia and Lithuania to the United Nations Educational, scientific and Cultural Organization in the 2003 November 7, declared humanity's oral and intangible cultural heritage masterpiece.

5. article. Song and dance holiday recurrence (1) the General Latvian Song and Dance Festival is held once every five years.
(2) Latvian school youth song and Dance Festival is held once every five years between the General Latvian Song and Dance Festival.
(3) Song and Dance Festival happens in the interim: 1) amatierkolektīv;
2) preparation of the Repertory;
3) choir, folk dance, folklore and folk music set (collective) view of the brass band and folk applied arts Studio exhibition;
4) conductor and head of the seminar;
5), divisions of song and dance, as well as folk music festival;
6) innovation measures and initiatives;

6. article. 7. article. The competence of the institution of the country song and Dance Festival in the preparation and organisation of (1) the Cabinet of Ministers: 1) defines the current overall Latvian Song and Dance Festival organizer, time and space;
2) determines the current Latvian school youth song and Dance Festival organizer, time and space;
3) creates the song and dance celebration Council and approve its rules;
4) confirms the song and dance celebration tradition of conservation and development programs;
5) preparing the annual State budget bill, provides for the financing of the song and dance celebration and preparation process.
(2) the Ministry of culture: 1) within their competence ensures the overall Latvian Song and Dance Festival for the preparation process and oversee the Ministry of culture of the responsible authority;
2) confirms the song and dance celebration Council proposed the General Latvian Song and Dance Festival artistic Council and its Charter and ensure that this work of the Council;
3) in collaboration with the Ministry of education and science in the development of song and dance celebration tradition of conservation and development programme and submit it to the Cabinet for approval;
4) in cooperation with the Ministry of education and science in the development of an annual plan of action song and dance celebration tradition of conservation and development in the implementation of the programme;
5) provides the overall Latvian Song and Dance Festival in the preparatory process and during the virsvadītāj;
6) submitted to the Cabinet of Ministers General Latvian Song and Dance Festival and the preparation of the draft budget process.
(3) the Ministry of education and Science: 1) in matters within their competence, supports Latvian school youth song and Dance Festival for the preparation process and oversee the Ministry of education and science of the responsible authority;
2) confirms the song and dance celebration Council proposed the Latvian school youth song and Dance Festival artistic Council and its Charter and ensure that this work of the Council;
3) in collaboration with the Ministry of culture in the development of song and dance celebration tradition of conservation and development programs;
4) in collaboration with the Ministry of culture in the development of an annual plan of action song and dance celebration tradition of conservation and development in the implementation of the programme;
5) provides the Latvian school youth song and Dance Festival in the preparatory process and during the virsvadītāj;
6) submitted to the Cabinet of Latvian school youth song and Dance Festival and the preparation of the draft budget process.
(4) Ministry of song and dance during the Festival provides the public order and security.
(5) The Health Ministry in song and dance holidays provides emergency medical assistance to participants and spectators of the Festival.
8. article. Song and Dance Festival Council (1) song and dance celebration tradition of conservation and development to monitor the implementation of the programme of the Cabinet of Ministers created the song and Dance Festival.
(2) Song and Dance Festival in the Council shall be appointed for a period of five years — the time between routine General Latvian Song and Dance Festival. The song and dance celebration, the President of the Council from among its members for a period of five years shall elect the members of the Council.
(3) the song and dance celebration Council consists of 14 members: 1) Minister of culture;
2) Minister of education and science;
3) Minister of finance;
4) Chairman of the Riga City Council;
5) head of the Latvian Union of Municipalities;
6) two choral industry (growth of the guš choir and the choir of the representative student representative);
7) two dance industry (adult dance collective representative and student dance collective representative);
8) brass band, a representative of the sector;
9) folk applied arts industry representative;
10) folk music industry representative;
11) traditional cultural sector representative;
12) professional music representative.
(4) Song and dance of feast in the composition of the Council, if necessary, you can also include other Ministers and representatives of other institutions.
(5) Song and Dance Festival Council of technical and organizational performance provides the Ministry of culture. Song and Dance Festival for the President of the Council and the Secretariat are paid from the State budget.
(6) Song and Dance Festival, the Council: 1) promote the song and dance celebration tradition of conservation and development program design and provide an opinion on the draft programme before being approved by the Cabinet of Ministers;
2) approved the annual action plan for the song and dance celebration tradition of conservation and development in the implementation of the programme;
3) recommends that the Ministry of Culture and the Ministry of education and science the overall Latvian Song and Dance Festival and the Latvian school youth song and Dance Festival artistic Council;
4) opinion to the Cabinet on the overall Latvian Song and Dance Festival and the Latvian school youth song and Dance Festival and the preparation of the budget process;
5) overseeing the song and dance celebration preparation and progress according to the song and dance celebration tradition of conservation and development programme;
6) annually submit to the Cabinet a report on the song and dance celebration tradition of conservation and development in the implementation of the programme;
7) recommends that the work of the representatives of the Baltic States song and Dance Festival Committee, and prepare proposals for the respective Baltic countries cooperation plan;
8) suggests another with song and dance celebration tradition and development related issues in the relevant institutions, as well as participate in the following questions and give opinions on them.
9. article. Song and Dance Festival for the preparation and financing of the holding (1) are provided from the State budget funds: 1) the overall Latvian Song and Dance Festival for the preparation and organisation of the public holiday, accommodation and catering of participants to cover the Festival;
2) Latvia school youth song and Dance Festival for the preparation and organisation of the public holiday, accommodation and catering of participants to cover the Festival.
(2) The current song and Dance Festival between the annual national budget amount shall not be less than the previous year's allocation will be used: 1) the heritage of song and Dance Festival and a folk music festival in the artistic preparation;

Transitional provisions 1. After the entry into force of this law, the following General Latvian Song and Dance Festival is held in 2008.
2. After the entry into force of this law the following Latvian school youth song and Dance Festival is held in 2010.
3. Song and Dance Festival to create the Council, not later than three months after the date of entry into force of the law, and its mandate expires September 1, 2008.
The law shall enter into force on 1 July 2005.
