The Saeima has adopted and the President promulgated the following laws: the law "on amendments to the United Nations Framework Convention on climate change Kyoto Protocol" make law "For the United Nations Framework Convention on climate change, the Kyoto Protocol" (Latvian Saeima and the Cabinet of Ministers rapporteur, 2002, nr. 13) follows: 1. Replace article 4, the words "the protection of the environment and regional development Ministry" with the words "Ministry of the environment".
2. To supplement the law with article 5 by the following: "article 5. The Cabinet of Ministers issued the rules, which States: 1) the arrangements for implementing the Protocol referred to in article 6 projects and the Protocol referred to in article 12 of the clean development mechanism, as well as inform the public;
2) procedures in accordance with the protocol allocates emission reduction units, certified emission reduction units, removal units and assigned amount units;
3) order in which the European Union emission trading scheme used in emission reduction units and certified emission reduction units. "
3. To supplement the law with the following transitional provisions: "transitional provision Article 5 of this law, the provisions referred to in Cabinet issue 11, 2005 to November."
4. To supplement the law with the informative reference to European Union directives as follows: "Informative reference to European Union directive included provisions in the law arising from the European Parliament and of the Council of 27 October 2004 by Directive 2004/101/EC amending Directive 2003/87/EC establishing a scheme for greenhouse gas emission allowance trading within the community, having regard to the Kyoto Protocol's project mechanisms."
The law adopted by the Parliament in 2005 September 15.
The President of the Parliament instead of the President i. Otter Riga 2005 October 5, editorial comment: the law shall enter into force on 19 October 2005.
