The Saeima has adopted and the President promulgated the following laws: the Latvian Environmental Protection Fund Act article 1. The scope of the law, the law determines the Latvian Environmental Protection Fund and the purpose of its use of funds. 2. article. The Latvian environmental protection fund legal status (1) Latvian Environmental Protection Fund (hereinafter Fund) means the set of tools and measures of environmental protection projects.
(2) the Fund is the Latvian Environmental Protection Fund Administration (hereinafter Fund Administration). The administration of the Fund is the Ministry of the environment's direct regulatory authority.
(3) the activities of the Fund. 3. article. The purpose of the Fund the Fund's objective is to promote sustainable economic development through integration of environmental protection requirements in all sectors of the economy, to ensure people's right to live in a quality environment in accordance with the national environmental policy guidelines, as well as adequate measures for the conservation of biodiversity and ecosystem protection. 4. article. The Fund and the use thereof (1) the Fund shall consist of: 1) the national budget allocation from general revenue to the law on the State budget for the current year to the extent prescribed;
2) parties including foreign person, gifts, donations and foreign financial assistance.
(2) the Fund is financially supported by private and public legal entities implemented projects under article 6 of this law in the second subparagraph of paragraph 1.
(3) the Fund will be used for the implementation of the objectives of the Fund, as well as the Council of the Fund, the Administration and operation of the Board.
(4) the national budget granted to the Fund grant from the general revenue, the applicable measures and the funding of projects related to environmental protection according to this law, article 6 paragraph 1, second subparagraph.
(5) the use of the Fund is determined by the Latvian Environmental Protection Fund Board (hereinafter Foundation) under the procedures laid down in its Statute. 5. article. (4) the Statute of the Council of the Fund and the Fund's Board approved by the Cabinet of Ministers. 7. article. (2) the administration of the Fund shall have the following tasks: 1) announce Fund for funding of projects submitted to the contest and to organise the evaluation of the project according to the decisions of the Council of the Foundation;
2) to ensure the efficient use of the resources of the Fund in accordance with the decisions of the Council of the Foundation;
3) make Foundation Secretariat functions;
4) to ensure the full use of the Fund for its transparency, to publish information about the amount of project funding and grant sources, to provide public information about the Fund and the projects financed by the Fund shall prepare and publish the annual operations of the Fund's public reports;
5) to meet the Fund's Board and its Chairman's instructions to the Foundation Charter.
(3) the administration of the Fund by-laws approved by the Cabinet of Ministers. 9. article. The Foundation's Advisory Council (1) in order to raise public interest in the distribution of resources of the Fund and its participation in the decision-making process, the President of the Council of the Foundation creates the Latvian Environmental Protection Fund Advisory Board (hereinafter referred to as the Fund's Advisory Council) and approved its Statute.
(2) the decision of the Board of the Foundation are recommended. 10. article. Evaluation of projects submitted to the Fund Administration proposals evaluated by the national environmental authorities and the Fund's Advisory Council. Restrictions on the operations of the Fund (1) the administration of the Fund have no right to commit to the expense of the Fund's assets, if this obligation is not directly relevant to the objectives and tasks of the Foundation.
(2) the assets of the Fund may not be pledged or otherwise encumbered.
(3) the administration of the Fund shall not be a member of a partnership, the members (shareholders) of the Corporation, to buy the securities, commitments arising out of contracts of guarantee, to enter into loan agreements, as well as gifted, lent, or donate to the Fund. 12. article. Fund control of Justice

The activities of the Council of the Fund is in charge of Justice, the President of the Council of the Foundation. Transitional provisions 1. Cabinet-2006 April 1 issue this law article 6, fourth paragraph, and article 8, referred to in the third paragraph, the laws and regulations. 2. Article 8 of the law referred to in the third subparagraph of the Cabinet of Ministers Regulations entry into force, but no longer than up to 2006 in force on 1 April 2003 the Cabinet of Ministers of 16 of Regulation No 715 "Latvian Environmental Protection Fund Administration regulation", insofar as they do not conflict with this Act. 3. By 31 December 2006 the Fund financed by the State Agency "Museum of nature". The law shall enter into force on the day following its promulgation.
