The Saeima has adopted and the President promulgated the following laws: State estimate for 2007 article 1. To approve the State budget revenue for 2007 4 218 594 376 lats in accordance with annexes 1 and 2.
2. article. To approve the State budget expenditure for 2007 4 396 425 176 lats in accordance with 1, 3, 4 and 5 of the annex.
3. article. To confirm the amount of 250 135 965 Governments mērķdotācij lats, including: 1) cities and districts of the Republic authorities — local basic, general secondary education, vocational education, special education, and part of the interest of the institutions educational programs for teacher pay and State social insurance contributions 165 107 887 lats in accordance with 6, 7, 8 and 9;
2) cities and districts of the Republic authorities — local pre-schools, special boarding school and sanitarium type boarding school, special boarding school for children with physical and mental disabilities 44 886 138 lats in accordance with annex 10;
3 the Republic of city and district) Governments, local institutions and five-year-old sešgadīg child in training teachers employed and pay State social insurance contributions in the amount of 11 044 861 lats in accordance with the annex;
4 the Republic of city and district) Governments — municipal pre-school education establishments employed teacher pay increases and State social insurance contributions 6 177 967 lats in accordance with annex 12;
5) local folk art collective heads of State wage and social security payments 746 922 lats in accordance with annex 13;
6) planning regions, districts and local governments in planning the development of 440 000 lats in accordance with the provisions of the Cabinet of Ministers;
7) investment authorities 20 872 190 lats;
8) municipal merger projects in 160 000 lats cabinet order;
9) municipal public libraries of free internet and computer use 700 000 lats Cabinet.
4. article. To approve the State budget allocations to local authorities in 11 024 453 lats, including: 1) financial cohesion fund 7 152 897 lats;
2) administrative and territorial reform law for the execution of the 275 000 lats;
3) real property tax on buildings forecasts a reduction of compensation 3 596 556 lats Cabinet.
5. article. To approve the State long-term commitment limits investments (including the funds of the European Union and other foreign financial instruments co-financed programmes) and other long-term obligations in accordance with annex 14.
6. article. Set a maximum national debt at the end of the year after a nominal 1 500 000 000 lats. Provide that the Minister of finance in May 2007 on behalf of the State to provide guarantees 142 787 650 lats in accordance with the annex.
7. article. Fix State budget loans total magnification 49 850 000 lats.
8. article. (1) determine local borrowing and guarantee total allowable increase of 74 283 918 lats. Municipal borrowing total magnification to determine the 44 283 918 lats, including 10 000 000 lats for the European Union for the implementation of projects co-financed, 1 000 000 lats financial stabilisation of loan according to the law "on financial stability and financial supervision of the local authorities." The Minister of Finance has the right to change the European Union co-financed the loan for the project implementation and financial stabilisation loan increase, up to a total increase of municipal borrowing. Local Government provides guarantee total magnification to determine the 30 000 000 lats.
(2) the local government borrowing total magnification does not affect local long-term commitments made under the law "on local government budgets" to article 22.
9. article. Fix to the Ministry of education and Science funding for undergraduate and graduate credit deletion 762 034 lats.
10. article. Provide that, in accordance with the law "on State social insurance" the social insurance special budget revenue, the proportion of annual social security funding in the amount of services is as follows: State pension special budget: 74.51 percent disability, maternity and sickness special budget: 19.58 percent, employment special budget-5.16 percent, work-special budget: 0.75 percent.
11. article. The rate of contribution funded pension scheme is 4 percent of the contributions to the object that is defined in the law "on State social insurance".
12. article. To approve the expenditure programme "national defence, security and NATO integration" in 2007, 254 044 260 lats in accordance with Annex 16. "National defence, security and NATO integration" uses is determined by the Cabinet of Ministers.
13. article. The performers of the budget legislation in order to draw up and approve the State budget State budget programme and sub-programme and measure them. The budget allocation for performers within the effective and rational use of the resources of the State budget according to the estimates of planned to ensure the State functions.
14. article. Ministries and other central public authorities provide revenue for the transfer of the activities of the general revenue account to the extent planned in accordance with Annex 2.

16. article. Determine that the programs "Mērķdotācij 01.00.00 education measures", the "Mērķdotācij Republic 05.00.00 city and district municipalities: municipal educational institutions teacher pay and State social insurance contributions", the "Mērķdotācij Republic 10.00.00 city and district municipalities, the municipal education institutions and five-year-old sešgadīg child in training teachers employed and pay State social insurance contributions" and the program "Mērķdotācij Republic 14.00.00 city and district municipalities: municipal pre-school education establishments employed teacher pay increases and the State social insurance compulsory contributions" artist's education and science, and that it provides a financing plan submitted to the Treasury.
Article 17. To determine that programs 02.00.00 "Mērķdotācij local folk art collective ceo pay and the State social insurance compulsory contributions" performer is the Ministry of culture, and that it provides a financing plan submitted to the Treasury.
18. article. Determine that the programs "Mērķdotācij investment 03.00.00 authorities", "Mērķdotācij planning 04.00.00 regional, district and local government planning for development", the "Mērķdotācij of the municipality of 06.00.00 mergers for the preparation of the draft", the "Mērķdotācij of the municipality of 15.00.00 public libraries free internet and computer use" and program "grant 04.00.00 administrative and territorial reform law enforcement" performer is regional development and local government Ministry and that it provides a financing plan submitted to the Treasury.
19. article. Determine that the program "grant 01.00.00 financial cohesion fund" 09.00.00 "grant program and a property tax on buildings to compensate for the reduction of the forecast" performer is the Ministry of finance and that it provides a financing plan submitted to the Treasury.
20. article. Determine that individual income tax revenue, the Treasury forecast personal income tax revenue budget distribution account is not less than $349 952 077.
21. article. Determine that individual income tax revenue allocation between the State budget and municipal budgets are municipal budgets and 79 percent of the national budget, about 21 percent, personal income tax payer's monthly non-taxable minimum 50 lats, and personal income tax relief for dependants — $35 per month.
22. article. Allow Finance Ministers to the Cabinet in order to delete the State loans lats eliminated 9 713 767 companies (companies) or commercial companies.

23. article. The Cabinet has the right to reallocate the relevant ministries or other Central National Authority Ministry of finance 41.08.00 sub-programme "funding policy instruments of the European Union and other foreign financial assistance and projects co-financed measures" envisaged 60 300 000 lats for instruments in the European Union and other foreign aid co-financed projects and measures. 24. article. The Minister of finance in cases where the authorities of the European Community in Latvia's contributions to the budget of the European communities exceed the amount approved this law, allowed to the amendment of the law to make the necessary payments.
25. article. Reorganisation resulting State budget institutions (National Agency) until the date of entry into force of the relevant amendments to the law "on the State budget for 2007", is financed through fees and other revenue the same open account of the Treasury.

31. article. Determine that the Cabinet has the right, on the basis of the national Lisbon programme of Latvia, 2005-2008, the Ministry of the economy program 25.00.00 "entrepreneurship and the knowledge-based economy" promotion of innovation projects in the framework of the appropriations provided for reallocating appropriations between the ministries, other Central Government institutions, local authorities and budget codes corresponding to economic categories.
32. article. The Latvian National Library project for the provision of the law on funds from the Ministry of culture 22.03.00 "culture sub-programme infrastructure development" 1 664 100 lats from Latvia Bank payments for the State capital and the use of the law "on the Bank of Latvia," Latvia laid down in article 18.1, Bank payments in the State budget to the Ministry of culture to accumulate in the account, "the Latvian National Library project ' Treasury.
33. article. The Ministry of education and science in the General 21.00.00 "Teacher pay increases" appropriations allocated shall be determined by the Cabinet of Ministers, making the necessary reallocation of appropriations between the Ministry programmes, programmes, budget codes corresponding to economic categories, and municipalities in accordance with Cabinet of Ministers certain educators pay the order in the vocational qualifications, seniority and teaching workload.

36. article. The Cabinet has the right to sub for Ministry of welfare "European 01.04.00 Community initiative" EQUAL "Introduction" in the framework of the appropriations provided for reallocating appropriations between the ministries, other central public authorities and budget codes corresponding to categories approved the economic European Community initiative "EQUAL" for financing the project.
37. article. Determine that the subprogramme 05.04.00 Ministry of welfare "State social services administration, supervision and control" appropriations in the amount of 100 000 lats by the municipalities and the order in which cities and districts of the Republic of mērķdotācij of the national communities of the social part of compensation of employees and the State social insurance contributions that have or obtain a second level professional higher education academic or social work field and the municipal social services and local councils (councils) carry out social work with families and children shall be determined by the Cabinet of Ministers.
38. article. The Ministry of Health established the General subprogramme 33.05.00 "outpatient and inpatient health care provider development programme support measures" appropriations 1 520 000 lats by authorities in accordance with Annex 17.
39. article. Determine that the regional development and local government Ministry's programme 12.00.00 "support provinces" appropriations 10 000 000 lats distribution county municipalities infrastructure development is determined by the Cabinet of Ministers.
40. article. Fix that in 03.00.00 "Mērķdotācij investment authorities ' appropriations 20 872 190 lats by the municipal investment projects determined by the Cabinet of Ministers.
Article 41. Determine that the budget for the programme "with the Cabinet decision of distributable funds" appropriations redistribution between the ministries, other central public authorities, programmes, sub-programmes and spending codes according to economic categories defined by the Cabinet of Ministers, funding municipal, educational, cultural and other public interest activities.
Article 42. If, after the adoption of this law, the laws are carried out in the cases provided for the redistribution of funds between ministries, other central public authorities, programmes, sub-programmes and spending codes according to economic categories, or you increase the appropriation, the Ministry of finance each month until the tenth month, according the changes clarify the national budget summary data.
43. article. Research institutes for competitive scientific research project and program funding and other own revenue including the Treasury current account and from that account to pay for the expenditure in question.
44. article. Allow the State Capital Fund from the General sub 22.01.00 ' State Capital Fund "to make transfer transfers the budgetary authority National Capital Fund-supported programmes, projects and activities.
Article 45. The privatization of the State property fund funds into the Cabinet in a prescribed amount is credited to the account specified by the Ministry of Finance on Treasury debt and paying for this refinancing.
Article 46. Determine that the State does not tax the rest of the general revenue planned revenue from the disposal of State property used for significant national measures provided for in the General financing of these features. List of measures approved by the Cabinet of Ministers.

The law shall enter into force on 1 January 2007.
