The Saeima has adopted and the President promulgated the following laws: The representatives of the Governments of the Member States meeting within the Council of the internal agreement on the financing of Community aid under the multiannual financial framework for the period 2008-2013 in accordance with the ACP-EC partnership agreement and the allocation of financial assistance for the overseas countries and territories to which part four of the EC Treaty article 1. 17 July 2006 in Brussels signed the representatives of the Governments of the Member States meeting within the Council of the internal agreement on the financing of Community aid under the multiannual financial framework for the period 2008-2013 in accordance with the ACP-EC partnership agreement and the allocation of financial assistance for the overseas countries and territories to which part four of the EC Treaty (hereinafter the agreement), this law is adopted and approved. 2. article. The Council, acting in accordance with the ACP-EC partnership agreement financial protocol 7, together with the ACP countries take steps to review the assessment of the implementation of commitments and disbursements and assistance results and impact. This allocation shall be used to finance: i) the indicative programmes of the ACP countries under the ACP-EC partnership agreement in annex IV of article 1 to 5; II) the regional indicative programmes of the ACP countries regional and interregional cooperation and integration support in accordance with the ACP-EC partnership agreement 6 to annex IV, article 11 paragraph 1 of article 13 and article 14; (b) EUR 2 700 million)-to finance intra-ACP cooperation and many or all ACP countries, including regional cooperation under the ACP-EC partnership agreement article 12 of annex IV, article 13, paragraph 2, and article 14, concerning implementation and management procedures. This funding will include structural support to the common institutions: the CDE and the CTA referred to the ACP-EC partnership agreement and of annex III by the monitor in accordance with the provisions set out in the annex and the procedures, as well as the Joint Parliamentary Assembly, referred to the ACP-EC partnership agreement in article 17. This funding also includes aid to cover the ACP-EC partnership agreement and Protocol referred to in paragraph 2, the activities of the ACP Secretariat; c) part of the a) and b) above means can be used to respond to external shocks and unforeseen needs, including, if necessary, additional short-term humanitarian assistance and emergency assistance-if such support cannot be financed from the Community budget-to ease of short-term fluctuations in export earnings negative consequences; (d) EUR 1 500 million) allocation to the EIB to finance-the investment facility in accordance with the ACP-EC partnership agreement provisions set out in annex II, including additional contributions to the resources of the investment facility of EUR 1 100 million, managed as a revolving fund, and EUR 400 million as a grant interest rate subsidies EDF to finance 10. during operation, as provided for in the ACP-EC partnership agreement, annex II, article 2 and 4. Article 4 loans from EIB own resources 1. These resources shall be granted for up to EUR 2 000 million in the ACP-EC partnership agreement the objectives laid down in annex II and to EUR 30 million in the amount set out in the decision of the Association objectives in accordance with the conditions laid down in the statutes of the EIB and the relevant contribution to the financing provisions, as laid down in the ACP-EC partnership agreement and the Association decision in annex II. 2. Giving up the right to object, the Member States undertake in proportion to their contributions to the EIB to give the capital the EIB guarantee in respect of all financial commitments arising for borrowers under contracts concluded by the EIB for loans from its own resources under the ACP-EC partnership agreement, article 1 of annex II to the decision of the relevant Association and rules. 3. In paragraph 2 of this article the above guarantee does not exceed 75% of the total volume of credit granted by the EIB in accordance with all loan contracts, however, it would apply to all risks. 4. in paragraph 2, the obligations laid down in each Member State and the EIB concluded agreements guarantee. 5. Article 1 of the EIB operations managed by the EIB in relation to the payment of special loans granted to the ACP States, the OCT and the French overseas departments, together with profit and income from risk capital operations under the EDFS prior to the 9th EDF be credited to Member States in proportion to their respective contributions to the EDF, which applies this amount, unless the Council, on a proposal from the Commission, shall take a unanimous decision not to transfer the reserve or assign to other purposes. 2. Features of the support measures may cover expenditure associated with the preparation of: (a)), future, monitoring, accounting, audit and evaluation activities directly necessary for the EDF resources managed by the Commission for planning and implementation; (b)) these objectives through development policy research activities, studies, meetings, information, awareness-raising, training and publication activities; and (c)) for computer networks for the exchange of information and any other administrative or technical assistance expenditure that the Commission may incur for the management of the EDF. They also cover expenses Commission headquarters and delegations in connection with administrative support to manage operations financed under the ACP-EC partnership agreement and the Association decision. It provides the core tasks of the European civil service, for example, the Commission's permanent staff. The EDF Committee shall act by a qualified majority, which is 720 votes out of 999 votes in favour cast by at least 13 Member States. Article 1 of the investment facility Committee set up under the aegis of the Committee. the EIB (hereinafter ' the investment facility Committee "), in which the representatives of the Governments of the Member States and the Member of the Commission. Article 10 implementing rules 1. Without prejudice to article 8 of this agreement and of the voting rights in the Member States, all relevant provisions of the internal agreement 9th EDF 14 to article 30 shall remain in force, pending the adoption of a Council decision on the EDF implementing regulation 10. The decision on the implementation of the said Regulation shall be taken unanimously, on the basis of a proposal from the Commission and after consulting the EIB. Implementing regulation is appropriate in the planning and decision-making process adjustments and improvements, as well as with it as much as possible of the community and EDF procedures, including on co-financing aspects. In addition, it establishes special procedures for the management of the peacekeeping Fund. Financial Regulation before the ACP-EC partnership agreement enters into force shall be adopted by the Council acting by a qualified majority, as laid down in article 8, on a proposal from the Commission and after receiving the opinion of the EIB on the rules that apply to it, and the Court of Auditors ' opinion. 3. the Commission shall submit proposals 1 and 2 of the said regulations, provide, inter alia, the possibility of delegating implementing tasks to third parties. The European Parliament, following a recommendation from the Council, which shall decide by a qualified majority as provided for in article 8, the Commission discharge for the financial management of the EDF, excluding operations managed by the EIB. 9. the operations financed from EDF resources managed by the EIB, shall apply to the control and discharge procedure laid down in the statutes of the EIB for all its operations. Article 12 review clause the Council, acting unanimously on a proposal from the Commission, may amend article 1, paragraph 3, and articles in chapter II, except for the amendment to article 8. Article 13 ratification, entry into force and duration 1. each Member State shall approve this agreement in accordance with its own constitutional requirements. The Government of each Member State shall notify the General Secretariat of the Council of the European Union of the completion of the procedures necessary for the entry into force of this agreement. 2. This agreement shall enter into force on the first day of the second month after the last Member State notified its approval of this agreement. 3. This agreement is concluded for the same duration of time as the multiannual financial framework annexed to the ACP-EC partnership agreement in annex Ib.
