The Saeima has adopted and the President promulgated the following laws: The European Convention for the protection of animals kept for farming and its Protocol article 1. 10 March 1976 the European Convention for the protection of animals kept for farming purposes (hereinafter referred to as the Convention) and 6 February 1992 the European Convention for the protection of animals kept for farming purposes amended Protocol (hereinafter referred to as the Protocol) with this law is adopted and approved. 2. article. Fulfilment of the obligations provided for in the Convention are coordinated by the Ministry of agriculture. 3. article. Convention shall enter into force for the period specified in article 14 and in order, the Protocol shall enter into force it in article 7 within the time and in order, and the Ministry of Foreign Affairs shall notify the newspaper "journal". 4. article. For the purpose of this Convention animals shall mean animals bred or the skipper for the production of food, Lea haven, charminster, skin or fur or for other farming purpose, and modern intensive stock farming systems shall mean systems which predominantly employ technical installation is operated principally by means of automatic processes. 2 Each Contracting Party article shall give effect to the principles of animal welfare passed down in articles 3 to 7 of this Convention. Article 3 shall be housed on animals and provided with food, water and care in a manner which-having regards to their species and to their degree of development, adaptation and domestication-is appropriate to their physiological and ethological needs in accordanc with established experience and scientific knowledge. Article 4 1. The freedom of movement appropriate to an animal, having regarded it in spec and in accordanc with established experience and scientific knowledge, shall not be restricted in such a manner as to cause it unnecessary suffering or injury. 2. Where an animal is continuously or regularly tethered or confined, it shall be given the space appropriate to its physiological and ethological needs in accordanc with established experience and scientific knowledge. Article 5 the lighting, temperature, humidity, air circulation, ventilation, and other environmental conditions such as gas concentration or noise intensity in the place in which an animal is housed on, having regards to its IR-spec and it its degree of development, adaptation and domestication-conform to its physiological and ethological needs in accordanc with established experience and scientific knowledge. Article 6 of the animal shall be provided with food or liquid in a manner, nor shall such food or liquid contain any substance, which may cause unnecessary suffering or injury. Article 7 1. The condition and State of health of animals shall be thoroughly inspected at intervals sufficient to avoid unnecessary suffering and in the case of animals in modern intensive stock CEAS farming at least once a day. 2. The technical equipment used in modern intensive stock farming systems shall be thoroughly inspected at least once a day, and any defect discovered shall be remedied with the least possible delay. When a defect cannot be remedied forthwith, all temporary measure to safeguard the cessary not welfare of the animals shall be taken immediately. Chapter II-Detailed implementation article 8 1 shall be A Standing Committee set up within a year of the entry into force of this Convention. 2. Each Contracting Party shall have the right to (a) their appoin representative to the Standing Committee. Any member State of the Council of Europe which is not a Contracting Party to the Convention shall have the right to be represented on the Committee by an observer. 3. The Secretary General of the Council of Europe shall conven the Standing Committee whenever he finds it and in any case not cessary when a majority of the representatives of the Contracting Parties or the representatives of the European Economic Community, being itself a Contracting Party, request its convocation. 4. A majority of the representatives of the Contracting Parties shall constitut a forum for holding a meeting of quor the Standing Committee. 5. The Standing Committee shall take its decision by a majority of the votes cast; However, unanimity of the votes cast shall be required for: (a)) the adoption of the recommendations provided for in paragraph 1 of article 9; (b) the decision to be admi) the observer for others than those referred to in paragraph 2 of this article; (c)) the adoption of the report referred to in article 13; This report could set out, where appropriate, the opinion of the divergen. 6. Subject to the provision of this Convention, the Standing Committee shall draw up its own rules of procedure. Article 9 1. The Standing Committee shall be responsible for the elaborations and adoption of recommendations to the Contracting Parties containing detailed provision for the implementation of the principles set out in Chapter I of this Convention, to be based on scientific knowledge concerning the various species of animals. 2. For the purpose of carrying out its responsibilities under paragraph 1 of this article, the Standing Committee shall follow developments in scientific research and new methods in animal husbandry. 3. Unless a longer period is decided upon by the Standing Committee, (a) the recommendations shall become effective as such six months after the date of its adoption by the Committee. As from the date when (a) the recommendations of each Contracting Party to become effective shall either keep it or implementations that the Standing Committee by notification to the Secretary General of the Council of Europe of the reasons why it has decided that it cannot implementations that the recommendations or can no longer implementations that it 4 If two or more Contracting Parties or the European Economic Community being a Contracting Party, itself, have given notice in accordanc with paragraph 3 of this article of their decision not to implementations that or no longer it implementations that (a) the recommendations, that recommendations shall cease to have effect. Article 12 Each Contracting Party may be one or more appoin bodies from which the Standing Committee may request information and advice to assist it in its work. Contracting Parties shall communicate to the Secretary General of the Council of Europe the names and addresses of such bodies. Article 13 the Standing Committee shall submit to the Committee of Minister of the Council of Europe, at the expiry of the third year after the entry into force of this Convention and of each further period of three years, a report on its work and on the functioning of the Convention, including if it it not cessary deemas proposals for amending the Convention. Chapter III-Final provision article 14 1 this Convention shall be open. the signature by the member States of the Council of Europe and by the European Economic Community. It shall be subject to ratification, acceptance or approval. The instrument of ratification, acceptance or approval shall be deposited with the Secretary General of the Council of Europe. 2. This Convention shall enter into force six months after the date of the deposit of the fourth instrument of ratification, acceptance or approval by a member State of the Council of Europe. 3. In respect of a signatory Party ratifying, accepting or approving after the date referred to in paragraph 2 of this article, the Convention shall enter into force six months after the date of the deposit of its instrument of ratification, acceptance or approval. Article 15 1. After the entry into force of this Convention, the Committee of Minister of the Council of Europe may, upon such terms and conditions as it is appropriate, deemas invite any non-member State to accede theret. 2. Such accession shall be effected by depositing with the Secretary General of the Council of Europe an instrument of accession which shall take effect six months after the date of its deposit. Article 16 1 Any Contracting Party may, the. at the time of signature or when depositing its instrument of ratification, acceptance, approval or accession, specify the territory or territories to which this Convention shall apply. 2. Any Contracting Party may, when depositing its instrument of ratification, acceptance, approval or accession or at any later date, by declaration addressed to the Secretary General of the Council of Europe, extend this Convention to any other territory or territories specified in the declaration and for whose international relations it is responsible or on whose behalf it is authorised to give undertaking. 3. Any declaration made in pursuanc of the preceding paragraph may, in respect of any territory mentioned in such declaration, be withdrawn according to the procedure let down in article 17 of this Convention. Article 17 1 Any Contracting Party may, in. so far as it is concerned, this Convention by denounc means of a notification addressed to the Secretary General of the Council of Europe. 2. Such denunciation shall take effect six months after the date of receipt by the Secretary General of such notification. Article 18 the Secretary General of the Council of Europe shall notify the member States of the Council and any Contracting Party not a member of the Council of: a any signature;) b any deposit of an instrument) of ratification, acceptance, approval or accession; (c) any date of entry) into force of this Convention in accordanc with articles 14 and 15 thereof; (d)) any recommendations of the kind referred to in paragraph 1 of article 9 and the date on which it takes effect; (e) notifications received in pursuanc) any of the provision of paragraph 3 of article 9; (f) communications received in pursuanc) any of the provision of article 12; (g) any declaration received in pursuanc) of the provision of paragraphs 2 and 3 of article 16; (h) any notification received in pursuanc) of the provision of article 17 and the date on which denunciation takes effect. In witness whereof, the undersigned, being duly authorized the theret, have signed this Convention. Done at Strasbourg, this 10th day of March 1976, in English and in French, both texts being equally authoritativ, in a single copy which shall remain deposited in the archives of the Council of Europe. The Secretary General of the Council of Europe shall transmit certified cop to it each of the signatory and acceding parties.     Protocol of amendment to the European Convention for the Protection of animals for Farming Purpose of Ceas Strasbourg, 6. II. 1992 the member States of the Council of Europe, and the European Economic Community, Having regard to the signatory heret, the European Convention for the Protection of animals for Farming Purpose of CEAS 10 March 1976, hereinafter called "the Convention"; Considering that it is desirabl to explicitly extend the scope of the Convention to apply also to certain aspects of developments in animal husbandry techniques, in particular in respect of biotechnology, and to the killing of animals on the farm and, at the same time the adap some provision of the Convention to the evolving situation in respect of animal husbandry; Have agreed as follows: article 1 article 1 of the Convention shall be amended to read: "this Convention shall apply to the keeping, breeding, care and housing of animals and in particular their animals in intensive stock-farming systems. For the purpose of this Convention "animals" shall mean animals bred or the skipper for the production of food, Lea haven, charminster, skin or fur or for other farming, purpose, including animals produced as a result of genetic modification or novel genetic combinations. "The intensive stock farming systems" shall mean husbandry methods in which animals are the skipper in such numbers or density, or in such condition, or at the production level, such that their health and welfare depend upon frequent human attention. " Article 2 (A) shall be inserted in the new article 3 in the Convention which reads as follows: "the Natural or artificial breeding or breeding procedures which cause or are likely to cause suffering or injury to any of the animals involved shall not be practised; of the animal shall be the skipper for farming purpose-unless it can be reasonably expected, on the basis of it is phenotyp or genotyp, that it can be detrimental effects to be without skipper on its health or welfare. " Article 3 article 3 of the Convention shall be re-numbered article 3 pr. Article 4 Article 6 of the Convention shall be amended to read: "No animal shall be provided with food or liquid in a manner, nor shall such food or liquid contain any substance, which may cause unnecessary suffering or injury. Other substance with the exception of those given for therapeutic or prophylactic purpose shall be administered to an animal of unless it has been demonstrated by scientific studies of animal welfare or established experience that the effect of the substance is not detrimental to the health or welfare of the animal. " Article 5 article 7 of the Convention shall be amended to read: "1. The condition and State of health and welfare of the animals shall be thoroughly inspected at intervals sufficient to avoid unnecessary suffering and in the case of animals kep in intensive stock-farming systems at least once a day. 2. When an animal is to be killed on the farm, this shall be done competently and in any case without causing unnecessary pain or distress to the animals or to other animals. 3. Technical equipment used in intensive stock-farming systems shall be thoroughly inspected at least once a day, and any defect discovered shall be remedied with the least possible delay. When a defect cannot be remedied forthwith, all temporary measure to safeguard the cessary not health and welfare of the animals shall be taken immediately. " Article 6 1. This Protocol shall be open for amendment of the signature by the member States of the Council of Europe which have signed or acceded to the Convention, and by the European Economic Community, which may become parties to this Protocol of amendment by: (a) signature without reservation) as to ratification, acceptance or approval, or (b) signature subject to ratification) , acceptance or approval, followed by ratification, acceptance or approval. 2. the member State of the Council of Europe shall sign without reservation as to ratification, acceptance or approval, or deposit an instrument of ratification, acceptance or approval, unless it is already or become simultaneously a of Party to the Convention. 3. Any State not a member of the Council which has acceded to the Convention may also accede to this Protocol of amendment. 4. Instruments of ratification, acceptance, approval or accession shall be deposited with the Secretary General of the Council of Europe. Article 7 this Protocol of amendment shall enter into force on the first day of the month following the date on which all the parties to the Convention have become parties to this Protocol of amendment in accordanc with the provision of article 6 article 8 From the date of its entry into force, this Protocol shall form an integral of the amendment on the of the Convention. Article 9 of the reservation may be made in respect of the provision of this Protocol. Article 10 the Secretary General of the Council of Europe shall notify the member States of the Council of Europe, any State which has acceded to the Convention and the European Economic Community of: (a) any signature of this) Protocol of amendment; (b)) the deposit of any instrument of ratification, acceptance, approval or accession; (c) the date of entry) into force of this Protocol of amendment in accordanc with article 7; (d) any other Act, declaration), notification or communication relating to this Protocol of amendment. In witness whereof the undersigned, being duly authorised, have signed theret this Protocol. Done at Strasbourg, this 6th day of February 1992, in English and French, both texts being equally authentic, in a single copy which shall be deposited in the archives of the Council of Europe. The Secretary General of the Council of Europe shall transmit certified cop to each member State of the Council of Europe, to any other Contracting State to the Convention and to the European Economic Community.

European Convention for the protection of animals kept for farming purposes Strasbourg, 10.03.1976. Convention signatory Member States of the Council of Europe, considering that it is desirable to adopt common rules to protect agricultural purposes turamo the animals, especially in modern intensive stock-farming systems animals are involved, have agreed as follows: chapter I General provisions article 1 this Convention shall apply to the keeping of animals, care and accommodation, and in particular to the modern intensive livestock production systems involving animals. The meaning of this Convention animals are those animals which are reared or kept for food, wool, skin or fur manufacturing purposes, or in any other agricultural purpose; modern intensive livestock systems means systems where the mostly used mainly with automatic process operated through the technical device. Article 2 each Party shall implement this Convention, in article 3 to 7 in certain animal welfare principles. Article 3 the animals are housed and provided with food, water and care appropriate to the animal species and their development, adaptation and domestication of degree and according to their physiological and Ethological needs in accordance with recognised experience and scientific knowledge. 4. Article 1. Animal appropriate freedom of movement, having regard to its species and in accordance with recognized experience and scientific knowledge does not restrict the freedom of movement to such an extent to cause unnecessary suffering or injury. 2. If the animal is continuously or regularly tethered or confined, it is provided the area according to its physiological and Ethological needs in accordance with recognised experience and scientific knowledge. Chapter II Detailed implementation article 8 1 year after the entry into force of the Convention the Standing Committee is created. 2. Each Party shall have the right to designate its representative to the Standing Committee. Each Member State of the Council of Europe, which is not party to the Convention, has the right to designate observers, who can represent the country in the Committee. 3. The Secretary-General of the Council of Europe shall convene the Standing Committee whenever he deems it necessary, and in any case, when a majority of the representatives of the parties or the European Economic Community-parties-representative requests the convening of such meetings. 4. a majority of the representatives of the parties to the Convention shall constitute the quorum needed to convene a meeting of the Standing Committee. 5. the Standing Committee shall decide by majority vote; However, the following issues need unanimous decision: a) article 9(1) provides for the adoption of the recommendations; (b)) a decision on admission of observers, except paragraph 2 of this article in the observer; c) referred to in article 13 adoption of the report; If necessary, this report can present different viewpoints. 6. Pursuant to the provisions of this Convention, the Standing Committee shall draw up its own procedural rules. 9. Article 1. the Standing Committee is responsible for the development of the recommendations addressed to the parties and which contains detailed in chapter I of this Convention, the implementation of the principle set out with a view to be based on scientific knowledge appropriate to the various animal species. 2. In order to fulfil their obligations under this article, the Standing Committee to take into account the progress in scientific research and new methods in animal husbandry. 3. the Standing Committee shall decide on the extended period, as the recommendation shall enter into force six months after its adoption by the Committee. The Parties shall transmit to the Secretary General of the Council of Europe the names and addresses. Article 13 on the expiry of a period of three years after the entry into force of this Convention and thereafter every three years, the Standing Committee shall submit to the Committee of Ministers of the Council of Europe a report on its work and on the functioning of the Convention, as well as on the need to put forward proposals for the amendment of this Convention. Chapter III final provisions article 14 1 this Convention shall be open for signature by the Member States of the Council of Europe and the European economic community. It is subject to ratification, acceptance or approval. The instruments of ratification, acceptance or approval are submitted for storage to the Secretary-General of the Council of Europe. 2. this Convention shall enter into force six months after the date on which the fourth Member State of the Council of Europe submitted the instruments of ratification, acceptance or approval. 3. in relation to the signatories to the Convention for the party which ratifies, accepts or approves the Convention after the date referred to in paragraph 2, the Convention shall enter into force six months after the signing of the instrument of ratification, acceptance, approval date of the document. Article 15 1. After the entry into force of this Convention, the Committee of Ministers of the Council of Europe may invite any outside the existing State of the Council to accede to the Convention upon such terms and conditions as it considers necessary. 2. Such accession may be submitted to the Secretary-General of the Council of Europe an instrument of accession which shall take effect six months after filing. 1. Article 16 Each at the time of signature or ratification, acceptance, approval or accession, may specify the territory or territories to which the Convention applies. 2. each country ratification, acceptance, approval or accession or subsequently sending notice to the Secretary-General of the Council of Europe, extend the application of the Convention to any other territory specified in the notice, for which the international relations of the party is responsible or authorized to enter into commitments on its behalf. 3. Any appropriate advance to the point of notification, provided in respect of any territory specified in such notification may be withdrawn in accordance with the provisions of the Convention in accordance with the procedure laid down in article 17. Article 17 1 any party in so far as it concerns them, may denounce this Convention by sending European notification addressed to the Secretary General of the Council. 2. Such denunciation shall take effect six months after the date on which the Secretary-General has received the following notification. Article 18 the Secretary General of the Council of Europe shall notify the Member States of the Council of Europe and all parties which are not members of the Council, on: (a) each signature); b) each deposit of instruments of ratification, acceptance, approval or accession; c) any date of entry into force of the Convention in accordance with articles 14 and 15; (d) any suggestion that) essentially corresponds to article 9, paragraph 1, and the date on which it takes effect; e any notification that) is received in accordance with paragraph 3 of article 9; f) any notification that is received pursuant to the provisions of article 12; g) any declaration received pursuant to article 16, paragraphs 2 and 3; (h) any notification that) is received in accordance with the provisions of article 17 and the date on which the denunciation takes effect. As the Government authorized, we, undersigned, certify the correctness of this Convention. Strasbourg, 10 March 1976, in English and French, both text being equally authentic, in a single copy, which is deposited in the archives of the Council of Europe. The Secretary-General of the Council of Europe shall transmit certified copies to all signatories of the Convention and to accede to this Convention invited Parties.
The European Convention for the protection of animals kept for farming in Strasbourg, the Protocol of amendment to 06.02.1992. The Member States of the Council of Europe and the European Community is a signatory to this Protocol. Having regard to the European March 10, 1976 in the European Convention for the protection of animals kept for farming purposes (hereinafter called "the Convention"). Considering that there is a clear desire to expand the scope of the Convention, to certain aspects of livestock farming practices, especially in biotechnology and animal slaughtering on farms, and at the same time adapting certain provisions of the Convention in a developing situation of animal husbandry, have agreed as follows: article 1 article 1 of the Convention is amended as follows: "this Convention applies to animal production, housing, care and accommodation of animals and in particular who is involved in intensive livestock systems. The meaning of this Convention, ' animals ' means animals are reared or kept with a view to the production of food, wool, skin or fur or any practice, including animals that have acquired genetic modification or new genetic combinations. "Intensive livestock farming systems" means the animal husbandry methods, in which the animals are kept in such density or conditions, or are exposed to a level of production that their health and welfare depends on frequent human attention. " Article 2 of the Convention is updated with new article 3, which reads: "natural is not practised or artificial reproduction of animals in procedures which cause or are likely to cause suffering of the animals involved, or injury; no animal is kept for the purposes of agriculture, unless, on the basis of its phenotype or genotype may not practical that you can hold it without causing damage to health or welfare. " 3. Article 3 of the Convention. article number is changed to 3. prim article. Article 4 of the Convention, article 6 is amended so that it sounds like this: "no animal being fed or watered in this way, no food or liquid does not contain substances which may cause unnecessary suffering or injury. The animals are not given any other substances, except for therapeutic or preventive purposes to use the funds, unless scientific studies or practice has not demonstrated that the substance does not cause damage to the animal health or welfare. " Article 5 article 7 of the Convention is amended so that it sounds as follows: "1. the position of the Animal Health and welfare, their position is thoroughly tested with the intervals, in order to avoid unnecessary suffering, but for intensive livestock systems for animals-at least once a day. 2. If the animal is to be killed on the farm, then you should do so effectively and in no case without putting the animals not nor other animals unnecessary stress; 3. in the intensive livestock systems equipment is thoroughly inspected at least once a day, and all the deficiencies found are remedied immediately. If it is not possible for immediate correction of deficiencies, then immediately all the temporary measures, which is necessary for animal health and welfare protection. Article 6 This Protocol of Amendment 1 is available for signing and the Council of Europe Member States which have signed or acceded to the Convention and to the European economic community, and they may become parties to this Protocol of amendment: (a)) sign a document without argument as to ratification, acceptance or approval, (b)) or sign a document, subject to ratification, acceptance or approval, followed by ratification, acceptance or approval. 2. None of the Member States of the Council of Europe without the opposition does not sign the ratification, acceptance or approval, nor submit the instruments of ratification, acceptance or approval, unless it has not become or not become simultaneously a member of the Convention. 3. any State which is not a member of the Council and which is a party to the Convention may also accede to this Protocol of amendment. 4. Instruments of ratification, acceptance, approval or accession shall be submitted to the Secretary-General of the Council of Europe. Article 7 amendment to the Protocol shall enter into force on the first day of the month following the date on which the parties to the Convention, this amendment became parties to the Protocol in accordance with the provisions of article 6. 8. Article starting with this amendment of the date of entry into force of the Protocol, it becomes an integral part of the Convention. Article 9 of the Protocol of amendment can not make reservations.
