The Saeima has adopted and the President promulgated the following laws: The constitutional amendment of University of Washington State in article 1. 7. Replace paragraph 17, the words "in academic positions elected staff" with the words "academic staff".  8. Add to paragraph 19 of the second sentence as follows: "the Senate of the University may withdraw the honorary membership status to a person whose activities are adversely affected the reputation of the University or impeded its development." 9. Express 27. the first sentence as follows: "the school of Studies in accordance with the licensed or accredited study programs of the University in the form prescribed by law." 10. To supplement the Constitution with 28.1 and 28.2 of the paragraph by the following: "28.1 has the right to register in individual University study modules or course of study learning. A person who registered to university studies and of the individual module study course of learning, is a high school audience. I. General provisions 1. The University provides a modern level of study and research, on the basis of higher education and science unity. The University actively participates in the current state of public and problem solving. 2. the official name of the University's graduate school, Vidzeme name abbreviation is via. II. Operational objective, activities, tasks and basic principles 5. legal basis of activity of the University is the Constitution of the Republic of Latvia, the Education Act, School law, scientific activities, the law, other laws of the Republic of Latvia, as well as the Constitution. 6. The University activity aims at developing the University as one of the innovative regional academic education, science and research centres in the Baltic Sea area as well as to promote the development of the region, Vidzeme providing today's requirements of quality and competitive higher education through research and successful cooperation with partners in Latvia and abroad. 7. the activities of the University are the basic higher education, scientific research, continuing education and lifelong learning programmes. 8. the tasks of the University are: to provide full 8.1 cycle higher education (first and second level of higher professional education, professional and academic Bachelor of education and master of professional and academic education), doctoral level studies, continuing education and lifelong learning according to labour market trends; 8.2. creating high-level scientific environment, developing and popularizing scientific research; 8.3. to provide a stable, long-term funding for the development, facilities and management processes; 8.4. to develop the academic and general staff, and the student professionalism and competence; 8.5. to contribute to the University's strategy said the mission focused and loyal staff and Student Association, the growth and the desire to be creative to contribute their intellectual and professional abilities of University development; 8.6. to create and maintain an environment that allows versatile evolve, interact and take everyone working in the University and the student; 8.7. create cooperation open university environment; 8.8. to exercise their internal quality assurance system. 9. In its activities the University is founded on the following basic principles: 9.1, academic studies and scientific work are observed in the Republic of Latvia and the public interest, as well as take into account the achievements of the world civilization and humanistic principles; 9.2. The University provides study and research integrity; 9.3. the University provides cognitive and scientific freedom, according to the University's scientific priorities for action supports research and dissemination of results; 9.4. the University supports its business activities in compliance with the principle of academic freedom in student and academic staff.
III. Staff members of the school staff 10:10.1. academic staff of university employees who have elected to University academic posts; 10.2. the General staff, that is, graduate employees, employed in the University on the basis of the Treaty and not in prescribed in paragraph 10.1. employee categories; 10.3. learners. To this end, a person has the right to request the necessary information and orally or in writing to express their views or proposals on the draft decision in the light of the institution of the school agenda. The institution or the officer responsible for the matter concerned, have the obligation to take into account the views expressed and the proposals and the rejection of a proposal to provide a reasoned response in case of rejection the reasons for the proposal; 12.3. to participate in the University's Collegiate governing body meetings and be heard pursuant to the meeting agenda. 13. The right to vote and to be elected to the constituent Assembly and the Senate are: academic staff 13.1; 13.2. General staff; 13.3. the student. The University academic staff: 17.1. is the responsibility to participate in student education and scientific studies. Academic staff are eligible for funding scientific and academic work of the University and other sources to promote University goals and tasks. 18. Professors and associate professors, who have reached the retirement age, the University may award the honorary title of Emeritus Professor-. 19. Persons who have made a special contribution to the operation and development of the University, elect a college honorary members. The University Senate may withdraw the honorary membership status to a person whose activities are adversely affected the reputation of the University or impeded its development. 20. University professors, associate professors and Assistant tasks determines the main Latvian higher education and science, regulatory laws. 21. the main tasks of the lecturer: 21.1. lecture and reading, study and examination of the practice management organizing relevant courses; 21.2. student research work and management practices; 21.3. the participation in the programme of work and quality evaluation. 22. Assistant main tasks: 22.1. assist Professor, Associate Professor and Assistant Professor in the lectures and seminars to prepare and organize the work of the inspection, the drive to practice and participate in student assessment of knowledge; 22.2. to organize practices and follow the progress of practices to organize reports. 23. Leading scholars and researchers in the scientific research work of the University is elected by the Senate. The Senate is entitled to delegate this permission to other scientific institutions established or participated in the formation of the University. 24. The University shall grant the academic and general staff leave in accordance with the laws of the Republic of Latvia. The Senate is entitled to extra leave. Leave granted by the Rector's order if the Senate decision otherwise.

V. University of management, administration and structure 29. representation and management of the University and the main decision-making bodies is: 29.1. The constitutional meeting; 29.2. The Senate; 29.3. The Rector; 29.4. (excluded by the 2012 15 February the constitutional meeting decision No. 1.4.);
29.5. The academic Tribunal. 30. The University top management authority and authority in strategic, financial and economic matters is its founder, but the highest collegial body of the representation and leadership and authority in academic and scientific issues are the constitutional meeting. 31. the coordination of the activities of the University and the Rector of various issues can create advisory body. The constitutional meeting: 21.8. adopt and amend the Constitution of the University; 35.2. approve and amend the constitutional meeting rules; 35.3. elect the Rector and leave Office; 35.4. listen to and approved by the Rector, Vice Rector, Senate President and Chairman of the Audit Commission reports; 22.1. The University's Charter, the constituent Assembly Statute, Senate rules, amendments and decisions in those of the Rector election or revocation of the appointment, shall be taken by a two-thirds majority of those present, if the constitutional meeting if at least two thirds of the total number of members of the constituent Assembly. 39. the Senate of the University's Collegiate leadership and authority, confirming the order and the rules governing all College activities. 40. The academic and general staff representatives in the Senate, elected by secret ballot, the constitutional meeting of 13.1 and 13.2 points for that person. The Rector is the University's highest officer in the exercise of General University Administration, without special authorisation to represent the University. Rector: 45.1. responsible for the conformity of the activities of the University Graduate School of law and other laws, as well as the University's Charter; 45.2. response of university education, being conducted scientific research and artistic creativity; 45.2.1 promotes responsible University personnel development and provides academic staff and student academic freedom; 45.2.2 is responsible for the University's strategy and prepare the budget of the University; 45.3. The University provides for the State budget, as well as Universities in the legal, economic and targeted use; 28.2. the personal responsibility for the financial activities of the University; 28.3. foster high school staff development and provide academic staff and student academic freedom; 28.3. in other legislation, as well as the Constitution of certain Universities the Rector's duties. 46. the constituent Assembly elected Rector for four years, by secret ballot. Elected Rector confirms the Cabinet after University founder. 47. The Audit Commission is the representative body of the University, who conducted the internal audit assignments and to act in accordance with the laws of the Republic of Latvia, the University's Charter and other universities internal laws. The Audit Commission aims to examine the University's financial and business operations with the Republic of Latvia laws, the Constitution of the University and other universities internal laws, as well as the constituent Assembly and the Senate. The Audit Commission of 3 (three) persons elected by the composition of the constituent Assembly for two years. The members of the Audit Commission can revoke the constitutional meeting. The Audit Commission can be elected elected academic staff and student representatives. The Audit Commission tasks and functions are defined in the Charter of the Audit Commission. 48. The universities academic Tribunal shall consist of 3 (three) members, of whom 2 (two), by secret vote, elected by the constituent Assembly of the academic staff, and one (1) student elected by the authority of a full time student. High schools the academic Tribunal is elected for two years. The academic members of the Tribunal, elected from among the academic staff, you can undo a constitutional meeting.   49. the competence of the academic Tribunal is laid down in Law School. 50. the University is the Advisor to the Convention that are in a advisory capacity. Advisor to the Convention contribute to the University coordination with the public interest, to advise and make proposals to the Senate and Rector of the University development strategy. Advisor to the Convention shall have the right to propose the constitutional meeting of the University or in the Senate. Advisor to the Convention's election, the reorganisation and the winding-up order, size, and the term is determined by regulations approved and the Senate members are elected by a simple majority. 51. The University, subject to the legislation of the Republic of Latvia, the requirements and procedures, you can create a business unit of education and research (Faculty, Department, etc), as well as the organisational, economic and service jobs. The University is entitled to build a scientific Institute, subject to the legislation of the Republic of Latvia. The scientific activities of the Institute, the reorganisation and winding-up order is determined by the University Senate approved the scientific institute rules or statutes. 56. in paragraph 29 of the Constitution established the University representation and management of the institution and the actual action authority administrative provisions may appeal to the administrative procedure prescribed by law.   Vi. Student Self-Government University student is 57. his authority – the elected, independent student representation of the rights and interests of the institution. The Student self-government representatives have the right to participate in the constituent Assembly, Senate, administration, meetings, academic meetings of Heads of departments, as well as be present academic examination (exam ieskaiš) in progress.   VII. Finance, property and economic activity 61. University property: 61.1. moveable and immovable property that is donated to it, which it inherited or purchased for own resources; 61.2. State budget resources purchased property; 38.1. the University intellectual property. 62. The University is financed from the State budget. The University may receive financial resources from other legislation sources (fees, gifts, donations, loans and other credit institutions). The University's budget approved by the Senate. IX. reorganization and liquidation of University 66. Decision on reorganization or liquidation, the University adopted the Cabinet by the Minister of education and science.
