The Saeima has adopted and the President promulgated the following laws: the amendments to the agricultural and rural development in the law to make agricultural and rural development Act (Republic of Latvia Saeima and the Cabinet of Ministers rapporteur, 2004, nr. 10; 2006, nr. 9, 3. to supplement the article with the tenth, eleventh and twelfth, as follows: "(10) the cabinet shall determine the procedures for developing a draft law on State budget for the current year, are designed for national commitments on the guarantees provided under the agricultural and rural development loan guarantee programs, as well as agriculture and rural development loan and vesting under the agricultural and rural development loan guarantee programmes, monitoring procedures of the guarantees issued.
(11) the Act on the State budget for the current year to determine the extent of the country responsible for the guarantees provided under the agricultural and rural development guaranteed loan programs.

3. To supplement the law with article 8.1 as follows: "article 8.1. Application security (1) the Commission of 22 July 1985 in Regulation (EEC) no 2220/85 laying down common detailed rules for the application of the system of securities for agricultural products, applicable to certain security to guarantee the fulfilment of the obligations under the common market organisation for agricultural management measures.
(2) support the application of agricultural and processed products thereof, shall be determined by the Cabinet of Ministers. "
4. Express article 11 by the following: ' article 11. Organic farming and agricultural products into the Cabinet growing Madge determines: 1) organic monitoring and control procedures;
2) directly applicable European Union legislation on organic farming in non-regulated animal, wild plants and their products and procedures;
3) integrated cultivation of agricultural products, the storage and labelling requirements, as well as control arrangements;
4) State fees and payment procedures for the evaluation of the application for authorisation of the use of vegetative propagating material not obtained by the organic method of agricultural production;
5) State fees and payment procedures for the evaluation of the application for the issue or extension of a permit for the use of ingredients which are not organic farming the organic agricultural production method. "
5. the transitional provisions be supplemented with 13, 14 and 15 of the following paragraph: "13." until the new cabinet from the date of entry into force of the provisions, but no longer than up to 31 December 2008 applicable Cabinet 12 June 2007 No. 379 of the terms ' organic monitoring and control procedures ", in so far as they do not conflict with this Act.
14. The Cabinet of Ministers: 1) until January 1, 2008 issued by this law, article 11, paragraph 3 of the proposed regulations;

15. This law, article 11 (4) and (5) shall enter into force simultaneously with the corresponding amendments to the law "About taxes and fees". " The law shall enter into force on the day following its promulgation.
