The Saeima has adopted and the President promulgated the following laws: the law of the national information system in the national information system Act (Republic of Latvia Saeima and the Cabinet of Ministers rapporteur, 2002, nr. 12; 2005, nr. 14; 2007, nr. 14), the amendments are as follows: 1. Article 1: expressions of paragraph 8 by the following: ' 8) national information system savietotāj-centralized information technology as a whole, which are integrated into the national information system and operation; ";
to complement the article, paragraph 10 by the following: "10 critical state information) system — a State system of information security risks in the case of national and public security functions require the circulation of the information may be subject to risks."
2. Add to article 2, the second subparagraph of point 4 and 5 by the following: ' 4) to regulate the national system of information security management;
5) determine requirements for critical national information system and the national information system for the protection of savietotāj. "
3. To supplement the law with the 14, 15 and 16 of article by the following: ' article 14. National information systems security management (1) the statutory national information system security ensures compliance with the requirements of the national information System Manager.

15. article. (2) the national information systems security manager training is a mandatory pre-requisite knowledge test sort.
(3) the national information systems security manager to issue a certificate if he successfully passed the knowledge examination.
(4) the Cabinet of Ministers issued the rules that govern the national information systems security manager training and knowledge testing procedures, as well as the issue of the certificate, the renewal, termination and cancellation procedures.
(5) public administration facilities in accordance with the procedure laid down in the law, an individual can be delegated by contract of the national information systems security manager training, knowledge examination, as well as the task to issue, renew certificate, certificate action to terminate and cancel the certificate.
16. article. Critical national information system and the national information systems savietotāj protection requirements (1) the State information system is considered critical in public information systems topic if it meets at least one of the following characteristics: 1) contains data corruption or destruction which can create barriers to the implementation of fundamental human rights;
2) contains data that are necessary for the country major economic, political and national security functions;
3) its data against concluded international treaties are entitled to use the foreign users.

4. a add to transitional provisions with paragraph 5 and 6 by the following: "5. This law, article 15 and article 16, paragraph 2 shall enter into force on January 1, 2010.
6. The Cabinet of Ministers until 2009 December 31 issue: 1) article 15 of this law, in the fourth paragraph, those provisions of the national information systems security manager training and knowledge testing procedures, as well as the issue of the certificate, the renewal, termination and cancellation procedures;
2) article 16 of this law referred to in the second subparagraph the provisions on requirements for the major critical national information system and the national information system for the protection of savietotāj. "
