The Saeima has adopted and the President promulgated the following laws: the law of the movement of fertilizer to make the movement of fertilizers Act (Republic of Latvia Saeima and the Cabinet of Ministers rapporteur, 2006, 5, 24 no) the following amendments: 1. in article 3: make the first part of paragraph 5 by the following: "5) fertilizers, which apply to one of the customs procedures, except fertilizers subject to customs procedures, release for free circulation."
make the second paragraph as follows: "(2) to the fertilizers that have the marking" EC fertiliser "(EC label), subject to the provisions of this law: 1) unwanted impurity maximum concentration of fertilizers (article 4, paragraph 1, first subparagraph" (d) ");
2) fertilizers monitoring, control and inventory, as well as the test of resistance to detonation or a copy of the receipt and provision of information (article 4, paragraph 1, first subparagraph, ' f ', article 4, third paragraph, third part of article 8, article 9, first paragraph, 7, 8, 9 and 10 and the other parts 1, 2 and 5;)
3) fertilizer quality conformity assessment procedures, monitoring and control (article 4, paragraph 1, first subparagraph, "g");
4) control of fertilisers, as well as sampling sampling and preparation (article 4, first paragraph, point 2);
5) cases of non-compliance with the communication of the European Commission (article 4, paragraph 2);
6) performers duties (article 5 of the first, second, third and fourth);
7) action with low quality fertilizers (article 7);
8) national monitoring and control costs (article 14). "
2. in article 4: make the first part of the introductory part of paragraph 1 by the following: "1) the identification of the fertilizers, quality, conformity assessment, and trade rules, which States:";
Add to paragraph 1 the first subparagraph "h point" after the word "included" with the words "crop monitoring information system of the country";
to supplement the article with the third part as follows: "(3) the Customs authorities shall ensure in law enforcement supervision and control on the import of fertilizers from countries which are not members of the European Union (hereinafter third countries)."
3. in article 5: make the first part of paragraph 1 by the following: "1) application for trade in manufactured, packaged or imported the fertilizer or the prepared mixture (except individual order) the registration or application for the EC fertiliser markings;";
to supplement the article with third, fourth and fifth paragraph as follows: "(3) the manufacturer, importer or mechanical mixture in Blender before the plain or combo fertilizer registration in Latvia where ammonium nitrate nitrogen is over 28 percent of the mass of fertiliser (ammonium nitrate fertiliser of high nitrogen content), or of the Act concerned article 8 referred to in the second subparagraph of the authorization shall provide the service test of resistance to detonation or a copy of it and the fertilizer manufacturer's letter of guarantee or its copy of the fertilizers produced in compliance with the regulations No 2003/2003 relating to the requirements of the test of resistance to detonation. Ammonium nitrate fertilizer with high nitrogen content that bears the EC mark, the test of resistance to detonation or a copy thereof shall be submitted to the Department prior to the inclusion of this fertilizer crop monitoring information system in the country.
(4) the performer, fertilizer importation from the third country and the application of the customs procedure of release for free circulation, the Customs authorities shall produce the fertilizer registration certificate (except where fertilizer producer registered in Latvia from a third country) or, where the law of article 8 authorisation referred to in the second subparagraph of fertilizer. Fertilizers with the EC mark shall produce identification mark issued in accordance with Regulation No 2003/2003 conditions for packaging or label, or the relevant supporting documents.
(5) the mechanical mixture of Fertilizer Blender in Latvia shall maintain a record of the ingredients of the mixture and their origin, but if the fertilizer mixture, in Latvia the motor is prepared by individual order, in addition to also keep records of each such amount of the mixture. "
4. in article 8: make the first paragraph by the following: "(1) to manufacture, package, import and market may be entered in the register of fertilizers and fertilizers, which issued the the permission referred to in the second subparagraph. Mechanical mixtures can be prepared from commercial fertilizers with EC mark and register includes fertilizers, subject to legislative requirements with respect to identification of the fertilizers, quality, conformity assessment, and trade. This also applies to fertilisers mixtures that are mechanically made by individual order. ";
to supplement the article with the third part as follows: "(3) the EC fertiliser markings may be marketed after submission of this law article 5, first paragraph, the application referred to in paragraph 1 of the EC fertiliser markings."
5. Article 9, first paragraph: turn off paragraph 6, the words "not less frequently than once a year";
make point 7 by the following: ' 7) during fertilizers monitoring, control and record keeping that have the CE marking, in accordance with Regulation (EC) No 2003/2003, as well as receive the detonation tests or copies of all types of ammonium nitrate fertilisers of high nitrogen content placed on the market with the EC mark; "
Add to part with points 9 and 10 by the following: "9) gives the State revenue service, the customs administration of the main third countries produced fertilizers, which one of the chain is the introduction, with the following information: a) five working days — about the accounting log fertilizers with the EC mark and the manufacturer's registered fertilizers, b) each month to 5. date, registered the previous month fertilizers for those fertilizers in respect of which this Act issued in the second paragraph of article 8 of that authorisation as well as for fertilizers, which annulled the registration certificate;
10) specify the information required to identify, from the State revenue service's main customs administration can request information on fertilizers, which are placed under a customs procedure — release for free circulation. "
6. Express article 11, first paragraph, point 3 as follows: "3) If a person for two consecutive years has provided this law article 5, first paragraph, the information referred to in paragraph 2." 
7. Make the text of article 14 as follows: "expenditure on fertilizers to State supervision and control shall be borne by the State budget, except for the identification of the fertilizers, quality conformity assessment and trade requirements regulatory provisions provide otherwise."
8. transitional provisions be supplemented with 5, 6, 7, 8 and 9 in paragraph by the following: "5. The importer shall, until the entry into force of this law, article 5, third paragraph, simple or combined registered the ammonium nitrate fertiliser of high nitrogen content, up to 30 June 2009 shall submit to the Department the fertilizer manufacturer's guarantee letter or a copy thereof on the conformity of this fertilizer Regulation No 2003/2003 relating to the requirements of the test of resistance to detonation.
6. Fertiliser manufacturers, this means Blender, Packager of compound or importer shall submit to the authority of this law article 5, paragraph 1, first subparagraph, in particular the application for the EC fertiliser markings, starting with January 1, 2010.
7. Article 5 of this law, the third part relating to ammonium nitrate fertilisers of high nitrogen content, which bears the EC mark, shall enter into force on January 1, 2010.
8. Service by January 1, 2010:1 9 of this Act) the first paragraph of article 7 laid down in the records of EC fertilisers;

The Parliament adopted the law on 27 November 2008.
