The Saeima has adopted and the President promulgated the following laws: the national flag of Latvia's law chapter I. General provisions article 1. The purpose of the law this law aims to establish uniform use of the Latvian flag. 2. article. The Latvian national flag description (1) the national flag of Latvia is karmīnsarkan with a white horizontal stripe.
(2) the national flag of Latvia sarkanbaltsarkan delete ratio is 2:1: 2 (3) of the Latvian national flag width and length ratio is 1:2. (4) the national flag of Latvia as applicable for sarkanbaltsarkan, as well as the flag width and length regardless of the size of the flag complies with this law, the model set out in annex 1.
(5) the national flag of Latvia is the Latvian national emblem. 3. article. The national flag of Latvia general rules of use and prohibition of the use of the national flag of Latvia (1), the Latvian national flag used in this law and other laws in the cases and in order to guarantee the proper respect.
(2) the flag of the Republic of Latvia shall be prohibited to use: 1) to the building, which is located in an emergency;
2) at the buildings where the facade is repaired;
3) in other inappropriate places and conditions.
(3) it shall be prohibited to use damaged, faded, dirty or otherwise inappropriate national flag of Latvia.
(4) use an invalid flag of Latvia to destroy discrete way. Chapter II. Protokolār in the order in which the Latvian national flag used in conjunction with other flags article 4. Protokolār in the order in which the Latvian national flag used in conjunction with other flags (1) together with the national flag of Latvia use other flags, placed them in the following order: 1) the national flag of Latvia;

3) international public organization flag;
4) President of Latvia's standard;

(2) where, together with the Latvian national flag used a number of other national or international public organisation flags, it is laid out as follows: 1) action in one of Latvia's way, like the flag, national flags, arranged in alphabetical order by country name in the Latvian language;
2) Latvia take international action in one kind of flags, such as national flags, arranged in alphabetical order by country name in English or the official language of the event.
(3) If Latvia is a public international organization, Latvian national flag used in accordance with the Latvian place this organization approved protokolār.

The Latvian national flag and other flags on buildings article 5. 3) at Parliament main building;
4) near Cabinet building;
5) at the Ministry buildings;

8) at the national armed forces joint headquarters building;
9) at the Central Bank building and at branches of the Bank buildings;
10) at the town and municipality of the Republic of Councils building;
11) Latvian border inspection posts and at border crossing points;
12) at the Latvian diplomatic and consular buildings, if it is technically feasible and does not conflict with the host country's laws and traditions of diplomatic protocol;
13) at the education building.
(2) the Latvian national flag can be placed with other permanent buildings, ensuring the proper respect.
(3) if it is made in the first paragraph of this article building or repaired this overhaul the building facade, the decision on the flag of the Republic of Latvia adopted the corresponding movement in the first part of the said authorities. 6. article. (3) where, together with the Latvian national flag other flags used in the flag of rigging, it is laid out as follows: 1) the national flag of Latvia flag placed at the beginning of the line, but the other flags in this protokolār in the order prescribed by law on the right of the Latvian national flag, looking at the rows of flagpoles (annex 2 of this Act;)
2) national flag of Latvia placed flags at the beginning and end of the line, but the Middle — other flags in this law in the protokolār direction from left to right, looking at the rows of flagpoles (annex 2 of the Act).
(4) where, together with the Latvian national flag used in this law article 4, first paragraph, 2., 3., 4., 5., 6., 7., 8., 9, 10, 11, 12 or 13 flags, referred to their width should match the width of the Latvian flag. 7. article. The Latvian national flag to use holiday, Memorial and celebrated days of (1) the national flag of Latvia at public buildings, the person in private law legal persons and associations of persons in buildings, and residential buildings located on May 1, may 4, 11 November and 18 November.
(2) the Latvian national flag in mourning at a public party buildings, private law legal persons and associations of persons in buildings, and residential buildings located in 25 March, 14 June, 17 June, 4 July, and on the first Sunday in December.
(3) the national flag of Latvia is also used in other cabinet or local cases.
(4) the national flag of Latvia can use the popular, religious and family holidays, Memorial Day and in other cases, guaranteeing it the proper respect. 8. article. The Latvian national flag to use Lithuanian national day of renewal and independence of the Republic of Estonia on the date of (1) the renewal of the Lithuanian national day — 16 February — to the national flag of Latvia Riga Castle in the Tower of the Holy Spirit, at the main building of the Parliament and Cabinet buildings placed in the Lithuanian national flag.
(2) the Republic of Estonia's independence day, 24 February, alongside the national flag of Latvia in Riga Castle in the Tower of the Holy Spirit, at the main building of the Parliament and Cabinet buildings placed the flag of Estonia. 9. article. 4) on the day of the referendum. Chapter IV. The Latvian national flag using spaces article 10. (3) in the first and second part of the Latvian flag laid down principles may also be used for private business negotiations, contracts, press conferences and other events. 11. article. 4) the Prime Minister and other cabinet members of the labour offices;
5) Constitutional Court Chairman and judges of the Constitutional Court, as well as the working offices of the Constitutional Court in the Chamber;
6) Court Chairman and Chairman of the courthouse offices work;
7 the Attorney General and the Ombudsman's work) in the study;
8) Latvian diplomatic and consular representation offices of driving.

(2) the national flag of Latvia in the first part of the Latvian State officers offices placed in accordance with this law, referred to in article 10. 12. article. The Latvian national flag placement on the table (1) international negotiations, inter-State, intergovernmental and interdepartmental agreements signed or during the press conference, the representative of Latvia on the table can be used in proportion to the decrease of the Latvian national flag, placing it as follows: 1) international negotiations — the head of the delegation in front of the right;
2) Transnational, intergovernmental and interdepartmental agreements at the time of signing, in front of the person to the right, signing the document;
3) during a press conference — in front of the person to the right, which provides information at a press conference.
(2) international events, such as conferences, meetings, working groups during consultations, the Latvian national flag, regardless of the person's position may be placed in front of the representative of Latvia to the right. Chapter v. The Latvian national flag usage and placement to public officials professional car article 13. The Latvian national flag usage to public officials of the service car of the Latvian national flag to a service car is used: 1) the President of Latvia, the President of the Parliament, Prime Minister and Minister for Foreign Affairs of their duties abroad, where it is not contrary to the host country's laws and traditions of diplomatic protocol;
2) the Latvian diplomatic and consular missions managers, their duties abroad, where it is not contrary to the host country's laws and traditions of diplomatic protocol;
3) foreign dignitaries during visits to Latvia in accordance with article 14 of this law, the provisions of part two. 14. article. The Latvian national flag placement on public officers service car (1) proportionately reduce the Latvian national flag placed on a public official of the car's front right wing.
(2) if the car with this law, article 13, paragraph 1, of the public officials in Latvia within the rank of other national or international public organizations, in proportion to the decrease of the Latvian national flag placed on the car's front left wing, but other State or public international organizations to flag the car's front right wing, according to officials in the car. Chapter VI. The Latvian national flag mourning use cases, article 15. The Latvian national flag in mourning (1) If the national flag of Latvia is in mourning, hanging over the flag at the stem attached to black ribbon whose width is 1/20 of the flag width and length matches the width of the flag.

The Latvian national flag using decorative purposes in article 17. The Latvian national flag using decorative purposes (1) Latvian national flag may be used for decorative purposes, ensuring the proper respect.
(2) If the Latvian national flag used in the decorative purposes, its latitude and longitude ratio may differ from the laws specified in article 2 of the standard, but to keep the laws specified in the flag color tones and sarkanbaltsarkan streak.
(3) If the Latvian national flag used in the decorative purposes, it remains a national symbol of Latvia's status. 18. article. The Latvian national flag Pennant (1) the national flag of Latvia pennant is a trapezoidal fabric Ribbon Latvian national flag colors and color proportions. The Latvian national flag pennants width and length ratio corresponds to this law, as set out in annex 3 of the ratio.
(2) the national flag of Latvia pennant has the same legal protection as the national flag of Latvia.
(3) the national flag of Latvia pennant does not use the standard on building facades.
(4) the national flag of Latvia pennant used, guaranteeing it the proper respect.
(5) the national flag of Latvia pennant does not replace the flag of Latvia. 19. article. The Latvian national flag image (1) the national flag of Latvia's image may be used, guaranteeing it the proper respect.
(2) it shall be prohibited to use the national flag of Latvia's image as a mark for goods or services.
(3) the second paragraph of this article shall not apply to Latvia's national flag colors and color proportions use as trademarks or service marks. Chapter VIII. The Latvian national flag usage monitoring and law enforcement procedure article 20. Responsibility for the use of the national flag of Latvia violations of Latvian national flag or the open sacrilege disrespect against it, as well as the Latvian national flag usage policy violation perpetrators called to statutory liability. 21. article. Opinion on the flag of the Republic of Latvia, the Republic of Latvia and the Latvian flag pennants flag image compliance requirements of the opinion on the national flag of Latvia, Latvian national flag pennants and Latvian national flag image compliance with legislative requirements provided by the National Commission of heraldry. 22. article. The Latvian national flag law enforcement (1) the cabinet shall determine: 1) the national flag of Latvia, the Republic of Latvia and the Latvian flag pennants flag image tones according to the material and technique, taking into account the State heraldic Commission opinion;
2) Latvian State flag and the State flag pennants during the take-off and landing, the height and the use of the procedure, as well as the standard and suit the manufacturing and design;
3) flag of Latvia procedure for use on board ships;
4) cases in which the Latvian national flag is used in conjunction with other national or international public organizations, as well as the use of the flag.
(2) the national flag of Latvia procedure of use of national armed forces, as well as in military parades and ceremonies down the Defense Minister. Transitional provisions 1. With the entry into force of this law shall lapse at the law on the national flag of Latvia (Republic of Latvia Saeima and the Cabinet of Ministers rapporteur, 1995, no 2; 2000, no. 12; 2001, no. 5; 2004, nr. 12; 2009, 3. no). 2. the Cabinet of Ministers until 1 May 2010 does this law article 22, first paragraph, 1, 2, and 4. the provisions referred to in paragraph 1. 3. this law, first paragraph of article 22, paragraph 2 of the Cabinet from the date of entry into force of the provisions, but no longer than up to 2010 to May 1, are applicable to the Cabinet of Ministers of 25 September 2001 rules no 412 "law" on the national flag of Latvia "application rules", in so far as they do not conflict with this Act. 4. this law, first paragraph of article 22, paragraph 3 of the Cabinet from the date of entry into force of the provisions, but no longer than up to 2010 January 1, are applicable to the Cabinet of Ministers of 9 July 1996 the rules no 252 "rules on the national flag of Latvia was ready to ship", in so far as they do not conflict with this Act. The law shall enter into force on the day following its promulgation.
