The Saeima has adopted and the President promulgated the following laws: the law "on amendments to the criminal law's entry into force and the application of" do the law "on entry into force of the criminal law and application procedures" (Latvian Saeima and the Cabinet of Ministers rapporteur, 1998, no. 23; 1999, 7, no; 2000, No 14; 2002, 12, No 23, no 2; 2003; 2007, 6, 12, 13; 2008. no no no, 14, 2009) the following amendments : 1. Express 20.1 article as follows: "article 20.1. "
2. To supplement the law with article 23.1 as follows: "article 23.1. Responsibility for criminal law 221 (relating to alcohol or other alcoholic beverages) and in article 221.2 criminal offence that caused material damage occurs, if the spirit drink reaches 10 litres absolute alcohol. "
3. To supplement the law with article 24.1 the following: ' article 24.1. With torture understands the deliberate repeated or lasting personal act or omission of another person, causing severe physical pain or mental anguish, or identify a single personal act or omission of another person, causing severe physical or mental suffering in order to influence the consciousness or will. "
4. Replace the transitional rule in paragraph 1, the words and figures "up to 1 March 2010" with the words and figures "up to January 1, 2015".
5. in annex 2: express the points 1 and 2 by the following: "1. in Latvia the controlled substances to the illicit manufacture of narcotic drugs, psychotropic substances and precursors in the illicit manufacture of narcotic drugs in the list of plants, substances and drugs and psychotropic substances and medicinal products (hereinafter referred to as the list I, II and III), as well as the European Parliament and of the Council of 11 February 2004, Regulation No 273/2004 on drug precursors in annex I, and Council 2004 22 December Regulation No 111/2005 laying down rules for the supervision of trade in drug precursors between the community and third countries, the precursors included in annex (IV) breakdown about take into account illegal circulation in the illicit manufacture of narcotic drugs and psychotropic substances, damage to human health and the degree of danger in accordance with annexes I, II, III and IV list: 1) I (especially dangerous prohibited narcotic substances, psychotropic substances recognized and plants);

2. Determine the quantities refer also to: 1) I, II and III substances included on the list of the isomers, esters, ethers and salts, including isomers, esters and ethers salts;
2) medicinal products containing list II and III substances;
3) derivatives of substances with similar pharmacological effects;
4) paragraph 14 IV list of substances included in stereoizomēr and salts, except katīn and katīn salts, as well as 15 and 16 substances in salts, with the exception of hydrochloric acid and sulphuric acid salts. ";
