The Saeima has adopted and the President promulgated the following laws: the law on the amendments to the railway to make Railway Act (the Saeima of the Republic of Latvia and the Cabinet of Ministers rapporteur, 1998, no. 9; 1999, no. 5, 23; 2001, nr. 1; 2003, 6, 10, 23; 2004, nr. 8. No; 2005; 2006 21 no, no. 1; 2007, nr. 13, 15; 2008, nr. 15, 16; 2009, 12, 20 no) the following amendments: 1. Express article 9 the fifth subparagraph by the following : "(5) the Ministry of transport shall submit a request for State budget allocations to public State railway infrastructure."
2. Express article 10 by the following: ' article 10. Public-use railway infrastructure funding (1) public-use railway infrastructure maintenance and development, as well as other payments provided for in this Act creates funding for railway infrastructure, managed by the public railway infrastructure manager.
(2) the financing of railway infrastructure consists of: 1) charges for public use railway infrastructure;
2) revenue from its State-owned land leasing, which hosted a public-use railway infrastructure (article 15, paragraph 2);
3) credit;
4) State budget funds (article 9, fourth and fifth part). "
3. Turn off the ninth paragraph of article 12.
4. Replace article 20 of the sixth paragraph, the words "of the rail infrastructure fund" with the words "of the railway infrastructure funding resources."
5. Article 30: turn off the second part of the second and third sentence;
to supplement the article with 2.1 and 2.2 the part as follows: "(21) National Railway Administration every year from this law, article 10 of the second paragraph of point 1 and 2 sources of financing set out in grant funding from 0.26 percent total this law, article 10 of the second paragraph of point 1 and 2 of the said rail infrastructure funding amount for the previous year.
(22) this article 2.1, part of public funding for rail infrastructure manager grant stripping — once a quarter to the first quarter of the 10th month of the date of the transfer parts from this article 2.1, part of the funding to the national rail administration account. In each of the first three quarters even a quarter of the planned 2.1, part of this article. The total amount of this financing is clarified when final payment of the year. "
6. Article 33: make a fifth by the following: "(5) the national railway technical inspection every year from this law, article 10 of the second paragraph of point 1 and 2 sources of financing set out in grant funding from 0.39% total this law, article 10 of the second paragraph of point 1 and 2 of the said rail infrastructure funding amount for the previous year.";
to supplement the article with the sixth part as follows: "(6) in the fifth paragraph of this article provides for the funding of public railway infrastructure manager grant stripping — once a quarter to the first quarter of the 10th month of the date of the transfer of a part of the fifth part of this article provides for funding to the national railway technical inspection account. In each of the first three quarters even a quarter of the planned fifth subparagraph of this article provides for the funding. The total amount of this financing is clarified when final payment of the year. "
7. Supplement article 33.1 with fifth and sixth the following: "(5) a Transport accident and incident investigation Bureau of investigation of accidents every year from this law, article 10 of the second paragraph of point 1 and 2 sources of financing set out in grant funding from 0.12 percent total this law, article 10 of the second paragraph of point 1 and 2 of the said rail infrastructure funding amount for the previous year.
(6) in the fifth paragraph of this article provides for the funding of public railway infrastructure manager grant stripping — once a quarter to the first quarter of the 10th month of the date of the transfer of a part of the fifth part of this article provides for funding to the transportation accident and incident investigation Bureau account. In each of the first three quarters even a quarter of the planned fifth subparagraph of this article provides for the funding. The total amount of this financing is clarified when final payment of the year. "
The law shall enter into force on January 1, 2010.
The law adopted by the Parliament in 2009 on 1 December.
