The Saeima has adopted and the President promulgated the following laws: for Civil use explosives to make the Civil Law movement needs for movement of Explosives Act (Latvian Journal No. 183, 2010; 13, no. 36) the following amendments: 1. Express article 1 by the following: "article 1. The terms used in the law, the law is applied in the following terms: 1) explosives and explosive components — the movement of explosives and explosive components for the manufacture, labelling, enforcement, acquisition, storage, use, export, import, transit, transport, moving, removal and destruction of the listing; 2) explosives and explosive components: storage blasting explosives and the holding of the installations, subject to certain requirements; 3) explosives and explosive components — the movement of explosives and explosive components for the transfer or transport from one Member State of the European Union or the European economic area country to another Member State of the European Union or the European economic area; 4) explosives and explosive components — the placing on the market of explosives and explosive components offering a Member State of the European Union or the European economic area for the first time on the market; 5) explosives and explosive components offering market-commercial within the explosives and blasting guards delivering for distribution or use in a Member State of the European Union or the European economic area market for consideration or not; 6) explosive, chemical compound, mechanical mixture of chemical compounds or solutions that external factors quickly responds by distributing large quantities of gas or heat; 7) explosive device — a feature that provides a set of explosions from a place and at a time, or specific effects (attacks and launching devices, detonators); 8) manufacturer: a natural or legal person who designs and manufactures explosives and blasting devices or with the task of blasting explosives and rigs are designed or manufactured and which is placed the explosives and explosive devices on the market under his name or trademark, or use for their own purposes; 9) authorized representative: a natural or legal person established in a Member State of the European Union or the European economic area country and has received the written mandate from the manufacturer to act on his behalf in relation to specified tasks requirements of this law; 10) importer: a natural or legal person who is established in a Member State of the European Union or the European economic area country and a Member State of the European Union or the European economic area on the market of a third country explosives and explosive devices; 11) Distributor — the supply chain involved in the natural or legal person other than the manufacturer or importer and which offers explosives and blasting rigs the market; 12) notified body: Latvian National accreditation bodies accredited of explosives and explosive guards, a conformity assessment body which has legal personality and which laws in the order are notified to the European Commission or the other Member States of the European Union or the European economic area countries reported explosives and blasting a conformity assessment body guards. " 2. Put article 5 and 6 by the following: "article 5. " 5. To supplement the law with article 14.1 as follows: "article 14.1. Explosives and explosive components offering market (1) explosive substances and explosive devices placed on the market only if they comply with the safety essential requirements, it is stored and labelled according to the explosives and blasting appliances regulations requirements are accompanied by instructions and safety information in the national language, have the appropriate technical documentation and prepare the Declaration of conformity with the European Union, as well as the conformity assessment performed and is certified with the European mark of conformity and the CE marking if using the intended purpose, they do not endanger human health and safety. (2) explosives and explosive devices placed on the market only if compliance with the requirements of this law. " 6. Add to the transitional provisions in paragraph 4 by the following: "4. Explosives and blasting rigs, which are placed on the market by 2016. on 19 April, may be placed on the market unless they comply with the explosives and explosive devices at the time of placing on the market existing legislative requirements governing explosives and explosive components of movement." 7. Make the informative reference to European Union directives as follows: "Informative reference to European Union directive included provisions in the law arising from the European Parliament and of the Council of 26 February 2014 2014 28/directive/EU on the harmonization of the laws of the Member States relating to explosives for civil uses of the market and availability of monitoring." The law shall enter into force on 20 April 2016. The Parliament adopted the law on 10 March 2016. The President of the Parliament instead of the President i. Mūrniec Riga 2016 March 22.
