The Saeima has adopted and the President promulgated the following laws: the amendments to the law "on election canvassing before the parliamentary elections and European Parliament elections" to make the law "on election canvassing before the parliamentary elections and European Parliament elections" (Latvian Saeima and the Cabinet of Ministers rapporteur, 1995, no. 18; 1998, no. 21; 2002, nr. 16; 2004, nr. 7; 2005, 20 no, 5 no, 2009) the following amendments: 1. Add to article 2 to 2.1 2.2 and 2.3, part as follows: "this article (21) referred to in the second subparagraph of canvassing has received payment and the NGO law, contrary to the provisions of this isn't specified, it constitutes a hidden election canvassing. For payment within the meaning of this law considered any remuneration, including any economic benefits, services, transfer of rights, exoneration from responsibility, waiver of any right in favour of another person, etc. (22) the hidden election canvassing is prohibited.
(23) the Hidden election canvassing spent the funds are credited to the political organizations, political organizations, associations or article 28 of this law the person referred to in the first subparagraph in the election. "
2. in article 7: Add to the first part of the third sentence and 2.1 subparagraph, the first sentence after the word "pricing" with the words "the entire election canvassing period";
Add to article 2.4 part as follows: "(24) If a broadcaster pursuant to the provisions of this article and it is not sent within the time limits provided for national radio and Television Council election canvassing transmission pricing the broadcaster the pre-promotion period for payment is forbidden to deploy election canvassing materials."
3. in article 13: make the first paragraph by the following: "(1) on election day, as well as 60 days before election day is prohibited for broadcasters to distribute the control programmes that made comments, interviews and reportages that have logged about candidates or before the election have publicly declared their participation in any political organization or a political organization of the associations activities.";
make the first sentence of the second paragraph the following wording: "in the first paragraph, that person may be appointed to perform duties which are not related to the direct participation of broadcasters in disseminating programmes."
4. Replace the words in article 14 and the number "on election day until 10 o'clock in the evening" with the words and figures "parliamentary election day until 8 o'clock in the evening and in the European Parliament general election day until 10 o'clock in the evening".
5. in article 22: make the second paragraph, the first sentence as follows: "political organisation, the political organization of the Association, candidates and their authorised persons have the right to carry out election canvassing of public places to deploy canvassing materials, installation of the stands and tables, as well as to set up portable shelters that do not exceed certain dimensions of the municipality, on all the relevant authorities at least three days in advance."
replace the fourth subparagraph, the words ' electoral list and their authorized persons "with the words" political organizations, political organizations, associations, candidates and their authorized person election period ";
to supplement the article with a fifth by the following: "(5) in the second, third and fourth subparagraphs are not attributable to the condition where election canvassing is made festive, commemorative, entertainment, sports or recreational activities. In this case, the issues related to the harmonization of the measures concerned and progress, "said Public Entertainment and celebratory event security law."
6. Article 25: to supplement the first sentence of the second paragraph after the word "pricing" with the words "the entire election canvassing period";
Add to article 3.1 part as follows: "(31) if the press according to the provisions of this article and it is not sent within the time limits set in the corruption prevention and combating Bureau election canvassing materials deployment pricing for this press the pre-promotion period for payment is forbidden to deploy election canvassing materials."
7. Supplement article 27.1 of chapter V with the following: "article 27.1. (1) political organization, political organisations, parliamentary candidate or article 28 of this law the persons referred to in the first subparagraph, which agreed with one person for election canvassing materials placement on the internet for a fee (except for political organizations, political organizations, associations and parliamentary candidate home page), premises and public places notwithstanding the property or on the mail (including electronic mail) use the services to send election canvassing materials not later than on the working day following the date of conclusion of the contract or changes in the contract concluded by sending the corruption prevention and combating Bureau notice of anticipated election costs.
(2) the first paragraph of this article shall indicate in the notice: 1) the date and number of the Treaty;
2) news on the Contracting Parties;
3) election expenses: (a)) election canvassing materials placement on the internet for a fee (except for political organizations, political organizations, associations and parliamentary candidate home page), (b)) election canvassing materials landing spaces and public places regardless of property ownership, c) mail (including electronic mail) services;
4) each election canvassing materials deployment or dispatch date and the amount;
5) contract (value added tax);
6) discounts applied and the reasons for, as well as the contract (value added tax), which would have been the case if the discount is not applied;
7) and payment of the contract period;
8) other information as political organization, political organisations, parliamentary candidate or article 28 of this law the persons referred to in the first subparagraph shall be considered as significant.
(3) political organization, political organisations, parliamentary candidate or article 28 of this law the persons referred to in the first subparagraph, no later than on the working day following the charity activities, sponsorships, and donations (donation) of carrying forward the corruption prevention and combating Bureau statement on election expenditure, showing the date of each event, location, and amount of expenditure or cost benefit and gift (donation), the date and recipient. "
8. Article 30: adding to the first and second subparagraph, the first sentence after the word "pricing" with the words "the entire election canvassing period";
Add to article 5.1 part as follows: "(51) If a broadcaster under the first paragraph of this article, the terms and time limits laid down therein is not sent by national radio and Television Council or to the press, according to the second paragraph of this article, the terms and time limits laid down therein have not sent the corruption prevention and combating Bureau election canvassing materials deployment pricing (election canvassing transmission pricing), the broadcaster or press the pre-promotion period for payment is forbidden to deploy election canvassing materials."
9. Supplement article 35 after the word "expenses" with the word "internet".
10. To supplement the law with article 36 as follows: "article 36. (1) advertising services provider that offers of payment to place election canvassing materials over the internet, at least 150 days before the election sends the corruption prevention and combating Bureau for its election canvassing materials deployment pricing all the pre-promotion period, which shall be submitted to the political organization, the political organization of the Association, a parliamentary candidate, as well as article 28 of this law the persons referred to in the first subparagraph. Article 2 of this law in the fourth part, in the case referred to in the advertising service provider that offers of payment to place election canvassing materials online, the election canvassing materials deployment pricing sends the corruption prevention and combating Bureau not later than three working days from the date of notification of the elections. 11. transitional provisions be supplemented with point 7 by the following: "7. for the 2010 parliamentary elections provided for in this law article 7, first part, 25 and 2.1., in the second paragraph of article 30 in the first and second paragraphs of article 36 of the requirements referred to in the first subparagraph shall be considered fulfilled if the relevant election canvassing materials deployment pricing all the pre-promotion period, broadcasters, press and advertising services providers that offer of payment to place election canvassing materials on the internet are forwarded for issue relevant national radio and Television Council and the corruption prevention and combating Bureau for at least 100 days before that polling day. "
The law shall enter into force on the day following its promulgation.
