The Saeima has adopted and the President promulgated the following laws: the amendments to the law "on the protection of cultural monuments" make law "on the protection of cultural monuments" (Republic of Latvia Supreme Council and Government Informant, 1992, nr. 10; 1993, 24/25, 36 no; The Saeima of the Republic of Latvia and the Cabinet of Ministers rapporteur, 1995, no. 7; 2001, 24 no; 2003, no. 24; 2005, no. 11; 2008, no. 24.) the following amendments: 1. Add to article 5 of the fourth subparagraph by the following: "national cultural monument protection inspectorate may delegate management tasks to the municipality, which covers local real cultural monuments protection and the use of legislation in accordance with the procedure laid down in the Treaty, closing the delegation for one year, if the municipality has created a cultural heritage protection service which can ensure heritage conservation interests and laws and appropriate supervision and control, and which employs the cultural heritage field specialists and if the Government agrees to provide the delegated tasks that need funding. "
2. Express article 8 the first paragraph by the following: "If the owner disposes of national cultural monument, the country has a pre-emptive right. The decision on the State of the right of pre-emption, or renunciation of them adopt national cultural monument protection Inspectorate. The order in which the State cultural monument protection Inspectorate shall take the decision in question, as well as a cultural monument of national importance of pre-emptive rights sales procedures and deadlines determined by the Cabinet of Ministers. "
3. Make the text of article 27 the following: "real cultural monuments, which are required for the provision of public needs, including those whose conservation is not ensured, the owner may be forfeited to the needs of society in need of disposal of immovable property law.
Real cultural monuments, of which the preservation of the owner does not provide for public inspection on the protection of cultural monuments may dispose of in court. "
4. To supplement the law with the transitional provisions for the following: "1. the transitional provisions in the Cabinet until June 30 2011 manages this law article 8, the provisions referred to in the first paragraph.
2. Amendments to this law, the first subparagraph of article 8 (right of pre-emption of State marketing order cultural monument of national importance in the case of disposal) shall enter into force on July 1, 2011. "
