The Saeima has adopted and the President promulgated the following laws: the amendments to the law "on the participation of the Republic of Latvia, the Kyoto Protocol's flexible mechanisms" to do in the law "on the participation of the Republic of Latvia, the Kyoto Protocol's flexible mechanisms" (in Latvian Saeima and the Cabinet of Ministers rapporteur, 2008, nr. 1; Latvian journal 27, 2010 No.) the following amendments: 1. Replace the words "throughout the Act the Ministry of the environment" (fold) with the words "the protection of the environment and regional development Ministry" (fold), the words "Minister of environment" (folds) – with the words "the protection of the environment and Minister for regional development" (fold).
2. To supplement the law with 10.1 and 10.2 of the article as follows: "article 10.1. Decisions on project approval or rejection (1) if the applicant is an individual, the protection of the environment and regional development Ministry decision on the approval or rejection of the project is an administrative act.
(2) if the applicant is a direct or in direct authority, other State authority or public person, derived protection of the environment and regional development Ministry decision on the approval or rejection of the project is the Board's decision.
(3) the protection of the environment and regional development Ministry decisions on project approval or rejection shall be taken no later than four months from the application deadline.

3. Turn off the article 12, paragraph 1, the fifth subparagraph, the words "and regional development and the Ministry of local government".
The law shall enter into force on January 1, 2011.
