The Saeima has adopted and the President promulgated the following laws: the law of energy to make the Energy Act (Republic of Latvia Saeima and the Cabinet of Ministers rapporteur, 1998, nr. 20; 2000, no. 17; 2001, no. 12; 2005, 8, 13, 14; 2008. no no; 2009, 2., no. 14; Latvian journal, 2010, 82, 106 no). the following amendments: 1. Put 1 article 32 the following: "32) autonomous producer — a merchant trader, energy or physical person who generates electricity or heat in order to consume their own needs or the needs of the local heating;".
2. Replace article 7, first paragraph, the words "licences shall be issued by" with the words "licensing out".
3. Add to article 19 of the sixth part as follows: "(6) where it is installed new or expand existing energy facilities on the land or House, which is an apartment house apartment owners shared ownership, installation or extension of such harmonisation with apartment house apartment owners representing more than half of all residential property."
4. in article 72: replace the first paragraph, the words "receive the right to give" with the words "ensure and provide";
make the second paragraph as follows: "(2) The first paragraph of this article security service provisioning and reserves of the Ministry of the economy to provide once a year to the current year to June 1, announcing the open competitions."
5. in article 72.1: to replace in paragraph 1, the words "this law and the transitional provisions in paragraph 23" with the words "this Act";

6. Make the fourth sentence of article 72.3 of the following: "national reserves of petroleum products, as well as the national toll and its calculation, payment and administration procedures established by the Cabinet of Ministers."
7. Supplement article 73 following the words "energy trader" by the words "economic operators which ensure and provide security services to the reserve".
8. Make the text of article 88 as follows: "power user rights and interests shall be carried out and considered the dispute public service Regulatory Commission of the law" on regulators of public services "in the order, as well as consumer protection Center for consumer rights protection law."
