The Saeima has adopted and the President promulgated the following laws: the law on general education done in the General Education Act (the Saeima of the Republic of Latvia and the Cabinet of Ministers rapporteur, 1999, 14, 17, 21; 2000, no. 15, no. 19; 2002, nr. 24; 2004, nr. 20; 2005, no. 14, no. 22; 2007; 2008; 2009, 23 no. 2., no. 14; Latvian journal, 2009, nr. 196; 2010, 206. No.) the following amendments: 1. Add to article 1, the second part of paragraph 14 by the following: "14) special needs — the need to get the kind of support and rehabilitation, who creates the possibility to acquire education learner program, given his State of health, abilities and level of development."

(9) for hearing impaired learners who learn the special education program for students with hearing impairments, acquisition of basic education may take 10 years, but the average education — for three years.
(10) special primary education program for learners with visual impairments may take 10 years, but the average education — for three years. "
13. Express article 53 the following: "article 53. Learners with special needs into mainstream education (1) general primary education and general secondary education institutions that are eligible collateral, can be integrated with special needs learners.
