The Saeima has adopted and the President promulgated the following laws: the song and Dance Festival in law to do the song and Dance Festival Act (Republic of Latvia Saeima and the Cabinet of Ministers rapporteur, 2005, nr. 14; 2006, no. 9; 2009, 14. no) the following amendments: 1. Express article 4 by the following: "article 4. 3) creates the song and dance celebration Council and approve its rules;
4) confirms the song and dance celebration tradition of conservation and development planning documents, including song and dance celebration tradition of conservation and development plan;
5) preparing the annual State budget bill, provides for the financing of the song and dance celebration and preparation process;
6) determines the order in which you selected from industry, non-governmental organizations and representatives of the cultural center for approval to the song and Dance Festival in the Council, as well as the criteria for selection;
7) determines the order in which are divided into the collective head of State mērķdotācij pay and payment of social tax as well as the criteria of Division;
8) confirms the overall Latvian Song and Dance Festival and the Latvian school youth song and Dance Festival for the composition of the Compliance Committee. ";

to make the second part of paragraph 3 as follows: "3), in cooperation with the Ministry of education and science in the development of song and dance celebration tradition of conservation and development plan;"
turn off the second part of paragraph 4;
to make the second part of paragraph 6 by the following: "6) national budget preparation in the laws governing the order of the Cabinet of Ministers submitted the General Latvian Song and Dance Festival and the preparation process of the draft budget. ';
the third part of the present paragraph 3 by the following: "3) participates in the song and dance celebration tradition of conservation and development plan of development;"
turn off the third part 4;
the third part of the present paragraph 6 by the following: "6) national budget preparation in the laws governing the order submitted to the Cabinet of Latvian school youth song and Dance Festival and the preparation process of the draft budget. ';
to supplement the article with the sixth, seventh and eighth as follows: "(6) the General Latvian Song and Dance Festival organizer is Kultūrizglītīb and Intangible Heritage Centre.
(7) the Latvian school youth song and Dance Festival organizer is the national centre of educational content.
(8) the song and Dance Festival between Kultūrizglītīb and Intangible Heritage Centre and national educational content Center provides methodological support for starpsvētk developments in the planning and implementation in cooperation with State and local authorities and non-governmental organizations. "
5. in article 8: make the first and second subparagraph by the following: "(1) song and dance celebration tradition of conservation and monitoring of the development Cabinet creates a song and Dance Festival.
(2) the song and Dance Festival in the composition of the Council and its Chairman shall be appointed for five years. ";
to make the third part of the introductory paragraph as follows: "(3) the song and dance of feast in the composition of the Council is:";
Supplement third with 6.1 and 6.2 point as follows: "61) State representative's Office;
62) United Nations Educational, scientific and Cultural Organization for the Latvian National Commission representative; "
Supplement third with 14 and 15 points by the following: "14) municipal cultural center representative;
15) representative of non-governmental organisations. ";
to make the fourth and fifth by the following: "(4) the song and dance celebration Council, if necessary, you can also include other Ministers and other institutions and organisations.
(5) the song and dance celebration activities of the Council of institutional and logistical support Kultūrizglītīb and intangible heritage Center. ";
express the sixth paragraph 1 by the following: "1) propose to the song and dance celebration tradition of conservation and development planning documents and give opinions on their projects;"
turn off the sixth paragraph 2 and 3;
express the sixth point 5 and 6 by the following: "5) overseeing the song and dance celebration preparation and conduct;
6) annually submit to the Cabinet a report on the song and dance celebration tradition of conservation and development plan of implementation; "
to supplement the article with the seventh subparagraph by the following: "(7) the song and Dance Festival Council from the third paragraph of this article 7.-15 members referred to in paragraph creates the overall Latvian Song and Dance Festival artistic Council shall consider and take decisions on matters artistic and creative."
6. To supplement the law with article 8.1 as follows: "article 8.1. Action Committee (1) the action of the Committee approve the routine General Latvian Song and Dance Festival and the routine of the Latvian school youth song and Dance Festival.
(2) the Steering Committee shall include representatives from the Ministry of finance, the Ministry of the Interior, the Ministry of education and science, Ministry of culture, Ministry of health, the environment and regional development Ministry of Latvia, municipalities, emergency medical service, the Riga City Council and the other institutions involved in the song and Dance Festival in the preparation and conduct.
(3) the General Latvian Song and Dance Festival Organising Committee Chairman is the Minister of culture, the Latvian school youth song and Dance Festival Organising Committee President: Minister of education and science.
(4) the Steering Committee shall consider and take decisions in the song and dance of feast in the preparatory and organisational developments and provides holiday activities involved in organising coordination.
(5) an emergency action Committee is entitled to make decisions without calling a meeting of the Steering Committee.
(6) the General Latvian Song and Dance Festival Committee of action of organisational and logistical support Kultūrizglītīb and Intangible Heritage Centre. Latvian school youth song and Dance Festival Action Committee organizational and logistical support to the National Centre for educational content. "
7. in article 9: turn off the second part of paragraph 1, the words "and the folk music festival";
replace the second part of paragraph 2, the word "program" with the word "plan";
turn off the second part of paragraph 3, the word "district";
to make 8 of the second paragraph of paragraph by the following: ' 8) conductor and driver training for collective; ";

8. transitional provisions be supplemented with paragraph 5 by the following: "5. This law article 7, first paragraph, point 7 shall enter into force on January 1, 2013."
The law comes into force on September 1, 2011.
