The Saeima has adopted and the President promulgated the following laws: criminal law amendments to make the criminal law of the Republic of Latvia (Saeima and the Cabinet of Ministers rapporteur, 1998, no. 15; 2000, no. 12, 13, 15; 2001; 2002, nr. 11, 16, 22, 23 no; 2003, 10, 15; 2004, nr. 2, 3, 4, 6, 11, 12, 13; 2005, nr. 2, 11, 12, 13, 20, 21; 2006, no 1., 7., no. 22; 2007 3, no. 15; 2008, 3, nr. 24; 2009, 13, 15, 21. no; Latvian journal, 2009, 193. no; 2010, 178, 199. no; 2011, 99, 117, 148 no). the following amendments: 1. Express article 7 the fifth subparagraph by the following: "(5) an especially serious crime is an intentional offence for which this law provides for deprivation of liberty for a period of more than ten years, or life imprisonment."
2. Turn off the article 36, first paragraph, point 1.
3. Turn off the article 37.
4. Express 30.5 to the second subparagraph by the following: "(2) if the Court finds that the failure to observe the rights of the individual on completion of the criminal proceedings within a reasonable time and the person committed a crime for which the criminal law sanctions in Particular parts of the article provides for life imprisonment, life imprisonment, the Court may impose imprisonment for twenty years."
5. Article 56: turn off the first part of paragraph 5, the words "or the death penalty";
to make the fourth subparagraph by the following: "(4) the question of the limitation of the application of the person who committed a crime for which a life sentence may be imposed, the Court decides if the date of the crime in the past thirty years."
6. turn off article 60, the words "or the death penalty".
7. Turn off the article 61 of the third subparagraph of paragraph 4, the words "the person to whom the death penalty has been replaced by deprivation of liberty or amnesty, pardon, or".
8. To make the 62-the third subparagraph by the following: "(3) the question of the limitation of a person sentenced to life imprisonment, the Court decides."
9. Turn off the sanctions of article 118, the words "or by the death penalty".
10. transitional provisions be supplemented with paragraph 15 as follows: "15. Persons who replaced the death penalty with deprivation of liberty, they apply this law provisions relating to persons sentenced to life imprisonment."
The law shall enter into force on January 1, 2012.
